In accordance with part 5 of article 31 Federal Law"On the state civil service Russian Federation"The Government of the Russian Federation decides:

Approve the attached Rules for providing a state civil servant, in the event of no vacant positions in the state body in which the positions of the state civil service are being reduced, or a state body to which the functions of the abolished state body have been transferred, a vacant position in the state civil service in other state bodies.

With changes and additions from:

1. These Rules establish the procedure for providing a state civil servant who fills a reduced position in the state civil service in a state body or a position in the state civil service in a state body being abolished, in the absence of vacant positions in the state body in which positions in the state civil service are being reduced, or in the state body to which the functions of the abolished state body have been transferred, vacant positions in the state civil service in other state bodies.

2. In the absence of vacant positions in the state civil service that meet the requirements of Part 1 of Article 31 of the Federal Law "On the State Civil Service of the Russian Federation", in the state body in which the positions of the state civil service are being reduced, or in the state body to which the functions of the abolished state body have been transferred, the personnel service of these bodies, no later than 30 days before the day of the upcoming dismissal of a state civil servant in connection with the reduction of positions in the state civil service or the abolition of a state body, searches for vacant positions in the state civil service in other state bodies, including through the official website of the federal state information system "Unified Information system management staffing state civil service of the Russian Federation", taking into account the category and group of the state civil service position filled by a state civil servant, the area and type of his professional service activity, his level of qualifications, vocational education and length of service in the state civil service or work in the specialty, area of ​​training.

3. Vacant positions in the state civil service posted on the official website of the federal state information system “Unified Information System for Personnel Management of the State Civil Service of the Russian Federation”, as well as vacant positions of the state civil service, information about which was received by the personnel service of the state body in which the positions of the state civil service are being reduced, or by the personnel service of the state body to which the functions of the abolished state body have been transferred. The list includes positions of the state civil service in other government bodies located in the same area (areas within the administrative-territorial boundaries of that settlement, where the state body in which the positions of the state civil service are being reduced is located, or the state body to which the functions of the abolished state body have been transferred). If there are no vacant positions in the state civil service in other government bodies located in the same area, the list may include vacant positions in the state civil service in other government bodies located in another area within the Russian Federation.

4. A notification about the offer to a state civil servant of vacant positions in the state civil service in other government bodies, with a list of these vacant positions attached, signed by a representative of the employer or a person authorized by him, is handed over by the personnel service to the state civil servant against signature no later than 25 days before the day of the upcoming dismissal in connection with the reduction of positions in the state civil service in a state body in which positions in the state civil service are being reduced, or with the abolition of a state body.

5. The state civil servant submits within 2 working days from the date of familiarization with the notification specified in paragraph 4 of these Rules, in personnel service an application with a request to send his questionnaire to government bodies in which vacant positions of the state civil service have been selected for the state civil servant, or refuses the vacant positions of the state civil service proposed by the personnel service.

6. The personnel service sends letters to government agencies no later than 2 business days from the date of receipt of the application specified in paragraph 5 of these Rules using fax communications, Email or other means of communication that make it possible to record the fact of their receipt by the addressee (hereinafter referred to as means of communication), with a request to consider the candidacy of a state civil servant to fill a vacant position in the state civil service and submit it to the state body in which the positions of the state civil service are being reduced, or to a state body, to which the functions of the government body being abolished have been transferred, and relevant information. The letter indicates the vacant positions of the state civil service selected by the state civil servant with the attachment of a questionnaire of the state civil servant in the form approved by the order of the Government of the Russian Federation of May 26, 2005 N 667-r, as well as the end date of the 2-month period after warning the state civil servant on dismissal in accordance with Part 2 of Article 31 of the Federal Law "On the State Civil Service of the Russian Federation".

7. The personnel service of the state body, no later than 3 working days from the date of receipt of the letter specified in paragraph 6 of these Rules, sends a response via communication means about the readiness to consider the candidacy of a state civil servant applying for a vacant position in the state civil service, or about the refusal to consideration of his candidacy with justification of the reasons. If a representative of the employer of a state body or a person authorized by him is ready to consider the candidacy of a state civil servant to fill a vacant position in the state civil service, the response also indicates information about the place, date and time of the interview.

8. Information received from the state body in accordance with paragraph 7 of these Rules is brought to the attention of the state civil servant by the personnel service against signature within one working day following the day the information was received.

9. Expenses associated with the interview (travel to the place of the interview and back, rental of living quarters, accommodation, use of communication services and other expenses) are borne by the state civil servant at his own expense.

10. The decision made by the representative of the employer of the state body based on the results of the interview with the state civil servant applying for a vacant position in the state civil service is sent by the personnel service of this state body no later than 3 days from the date of its conduct in writing using means of communication to the personnel service the state body that sent the request, which brings it to the attention of the state civil servant against signature within one working day following the day the information was received.

11. If the representative of the employer of the state body, based on the results of the interview, makes a decision to provide a state civil servant with a vacant position in the state civil service, including subject to his passing professional retraining or advanced training in an educational program, relevant field and type of professional service activity for a selected position in the state civil service, at the expense of budgetary allocations allocated to this state body, the transfer of a state civil servant with his consent to a state body is formalized in the manner established by the legislation of the Russian Federation.

It has been established how a civil servant whose position is being reduced or working in a body that is being abolished is given a place in another body.

A new duty station is offered if there are no vacant positions at the previous job.

The personnel service, no later than 30 days before the upcoming dismissal of a civil servant, looks for vacant positions in other government agencies, including through the Federal portal management personnel. In this case, the category and group of the position being filled, the employee’s qualification level, his professional education and length of service must be taken into account.

The civil servant is given, against signature, a notice of the offer of vacant positions with a list of them attached. Deadline - no later than 25 days before the upcoming dismissal.

Next, the official submits, within 2 working days from the date of familiarization with the notification, an application with a request to send his application form to the government agencies in which he has selected vacant positions, or refuses the proposed options.

The agency chosen by the civil servant considers his candidacy. It has the right to refuse him (with an explanation of the reasons) or to set a place, date and time for the interview.

The costs associated with the interview (travel, accommodation, communication services, etc.) are paid by the civil servant himself.

If the interview is successful, the civil servant's transfer is formalized.

Federal Law of November 21, 2011 N 323-FZ “On the fundamentals of protecting the health of citizens in the Russian Federation” (Collected Legislation of the Russian Federation, 2011, N 48, Art. 6724; 2012, N 26, Art. 3442, 3446; 2013, N 27, Art. 3459, 3477; N 30, Art. 4038) I order:

1. This procedure establishes the rules for the provision medical care minors, including during the period of education and upbringing in educational organizations.

3. Minors, including during the period of training and upbringing in educational organizations, are guaranteed the provision of medical care in accordance with the procedures for the provision of medical care, as well as on the basis of standards of medical care within the framework of the program of state guarantees of free provision of medical care to citizens, in the form of:

4. Organization of health protection for minors during training and education (except for the provision of primary health care, medical examinations and clinical examination) in organizations providing educational activities, is carried out by these organizations.

The organization of the provision of primary health care to minors during the period of training and education, their medical examinations and medical examinations is carried out by executive authorities in the field of health care. The educational organization is obliged to provide free of charge medical organization premises that meet the conditions and requirements for carrying out medical activities.

5. Primary health care for minors under the age of 18 studying in educational organizations implementing basic educational programs (hereinafter referred to as students), in order to provide them with primary health care in an emergency and emergency form, including in case of sudden acute diseases, conditions, exacerbation of chronic diseases, as well as disease prevention, is provided in the department of medical care for minors in educational organizations (hereinafter referred to as the department of medical care for students).

6. In the absence of a department of medical care for students, primary health care in accordance with this Procedure may be provided in offices, health centers of a medical organization or other legal entity carrying out, along with the main (statutory) activities medical activities.

7. The structure of the department of medical care for students includes a medical unit, which is located on the premises of the educational organization.

9. The premises provided by the educational organization must comply with established sanitary and epidemiological norms and rules and established requirements for the implementation of medical activities.

10. If the educational organization fails to provide premises with appropriate working conditions medical workers or the medical organization does not have a license for certain works (services), at the location of the premises of the educational organization, it is allowed to provide medical care to minors, during the period of their training and education, on the premises of the medical organization.

13. Primary health care for students is provided by pediatricians, children’s and adolescent hygiene doctors, paramedics and nurses in the medical care department for students.

14. Primary health care for students in need of treatment, rehabilitation and recreational activities is provided by pediatricians, children and adolescent hygiene doctors, medical specialists, paramedics and nurses in the department of organizing medical care for students.

15. Additional views and the volume of medical care to students, the provision of medical care on conditions other than those provided for in this Procedure, are organized and carried out by the educational organization in compliance with the requirements of the Russian Federation in the field of health care.

17. If there are indications, pediatricians, medical specialists, paramedics of the department of medical care for students refer the minor to a medical organization for medical care where the minor is located.

18. A necessary precondition for medical intervention is the giving of informed voluntary consent of a minor or other legal representative to medical intervention in compliance with the requirements established by Federal Law of November 21, 2011 N 323-FZ “On the fundamentals of protecting the health of citizens in the Russian Federation” (hereinafter - Federal Law N 323-FZ).

19. When organizing medical examinations (screenings) of minors, during the period of training and upbringing in educational organizations, and providing them with primary health care in a planned form, the educational organization provides assistance in informing minors or their parents (legal representatives) in the preparation of informed voluntary consents to medical intervention or their refusal of medical intervention in relation to certain types of medical intervention.

20. When providing medical care to a minor for emergency reasons to eliminate a threat to life without the consent of the parents (legal representatives), according to the Federal Law, the medical worker informs his parents (legal representatives) about the medical care provided.

1. These Regulations establish the procedure for organizing the activities of the department of medical care for minors in educational organizations (hereinafter referred to as the department of medical care for students).

2. The department for organizing medical care for students is structural unit a medical organization or other legal entity that carries out medical activities, along with its main (statutory) activities, and provides medical assistance to minors under the age of 18 studying in educational organizations that implement basic educational programs (hereinafter referred to as students).

3. The purpose of the department of medical care for students is to provide students with primary health care in an emergency and emergency form, including sudden acute diseases, conditions, exacerbation of chronic diseases, as well as disease prevention.

4. A medical worker who meets the Qualification requirements for specialists with higher and postgraduate medical and pharmaceutical education in the field of healthcare, approved by order of the Ministry of Health and social development Russian Federation dated July 7, 2009 N 415n (registered by the Ministry of Justice of the Russian Federation on July 9, 2009, registration N 14292) as amended by order of the Ministry of Health and Social Development of Russia dated December 26, 2011 N 1644n (registered by the Ministry of Justice of the Russian Federation on April 18, 2012 , registration N 23879) (hereinafter - Qualification requirements for specialists with higher and postgraduate medical and pharmaceutical education in the field of healthcare), with a specialty in "pediatrics", with work experience in this specialty of at least 5 years, in accordance with the order of the Ministry of Health and Social Affairs development of the Russian Federation dated July 23, 2010 N 541n “On approval of the Unified qualification directory positions of managers, specialists and employees, section " Qualification characteristics positions of workers in the healthcare sector" (registered by the Ministry of Justice of the Russian Federation on August 25, 2010, registration N 18247).

7. The structure of the department of medical care for students includes a medical unit, which is located on the premises of the educational organization and consists of an office of a pediatrician (paramedic) and a treatment room.

The procedure for providing medical care to minors, including during the period of training and education in educational organizations

1. This procedure establishes the rules for providing medical care to minors, including during the period of training and education in educational organizations.

2. This procedure applies to educational organizations and organizations providing training (hereinafter referred to as educational organizations)*.

3. Minors, including during the period of education and upbringing, are guaranteed the provision of medical care in accordance with the procedures for providing medical care, as well as on the basis of standards of medical care within the framework of the program of state guarantees of free provision of medical care to citizens, in the form of:

primary health care, including pre-medical, medical and specialized;

specialized medical care, including high-tech;

emergency medical care, including specialized emergency care;

palliative care in medical organizations.

4. The organization of health protection for minors during the period of training and education (with the exception of the provision of primary health care, medical examinations and medical examinations) in organizations carrying out educational activities is carried out by these organizations.

The organization of the provision of primary health care to minors during the period of training and education, their medical examinations and medical examinations is carried out by executive authorities in the field of health care. An educational organization is obliged to provide a medical organization free of charge with premises that meet the conditions and requirements for carrying out medical activities.

8. The medical block of the department of medical care for students consists of an office of a pediatrician (paramedic) and a treatment room.

9. The premises provided by the educational organization must comply with established sanitary and epidemiological norms and rules and established requirements for the implementation of medical activities.

10. If an educational organization does not provide premises with appropriate conditions for the work of medical workers or the medical organization does not have a license for certain works (services) at the location of the premises of the educational organization, it is allowed to provide medical care to minors, during the period of their training and education, on the premises of the medical organization .

11. The premises of the medical block are equipped by the educational organization with furniture, office equipment and medical products in accordance with the equipment standard (Appendix No. 3 to this Procedure).

12. The medical organization provides the medical care department for students with medications for medical use.

13. Primary health care for students is provided by pediatricians, children’s and adolescent hygiene doctors, paramedics and nurses in the medical care department for students.

14. Primary health care for students in need of treatment, rehabilitation and recreational activities is provided by pediatricians, children and adolescent hygiene doctors, medical specialists, paramedics and nurses in the department of organizing medical care for students.

15. Additional types and volumes of medical care for students, provision of medical care on conditions other than those provided for in this Procedure, are organized and carried out by the educational organization in compliance with the requirements of the legislation of the Russian Federation in the field of health protection.

16. Educational organizations may provide positions for medical workers.

17. If there are indications, pediatricians, medical specialists, paramedics of the department of medical care for students refer the minor to the medical organization where the minor is receiving medical care.

18. A necessary precondition for medical intervention is the giving of informed voluntary consent of a minor or other legal representative to medical intervention in compliance with the requirements established by Article 20 of the Federal Law of November 21, 2011 No. 323-FZ “On the fundamentals of protecting the health of citizens in the Russian Federation” ( hereinafter referred to as Federal Law No. 323-FZ).

19. When organizing medical examinations (screenings) of minors, during the period of training and upbringing in educational organizations, and providing them with primary health care in a planned form, the educational organization provides assistance in informing minors or their parents (legal representatives) in the preparation of informed voluntary consents to medical intervention or their refusal of medical intervention in relation to certain types of medical intervention.

20. When providing medical care to a minor for emergency reasons to eliminate a threat to life without the consent of the parents (legal representatives), in accordance with paragraph 1 of part 9 of Article 20 of the Federal Law, the medical worker informs his parents (legal representatives) about the medical care provided.

21. The department of medical care for students carries out its activities in accordance with Appendices No. 1-6 to this Procedure.

A medical worker who meets the Qualification requirements for specialists with higher and postgraduate medical and pharmaceutical education in the field of healthcare, approved by order of the Ministry of Health and Social Development of the Russian Federation dated July 7, 2009 No. 415n, is appointed to the position of head of the department of medical care for students (registered by the Ministry Justice of the Russian Federation on July 9, 2009, registration No. 14292) as amended by order of the Ministry of Health and Social Development of Russia dated December 26, 2011 No. 1644n (registered by the Ministry of Justice of the Russian Federation on April 18, 2012, registration No. 23879) (hereinafter - Qualification requirements for specialists with higher and postgraduate medical and pharmaceutical education in the field of healthcare), in the specialty "pediatrics", with work experience in this specialty of at least 5 years, in accordance with the order of the Ministry of Health and Social Development of the Russian Federation dated July 23, 2010 No. 541n "On approval of the Unified Qualification Directory of Positions of Managers, Specialists and Employees, section “Qualification characteristics of positions of workers in the healthcare sector” (registered by the Ministry of Justice of the Russian Federation on August 25, 2010, registration No. 18247).

5. The staffing number of medical workers in the department of medical care for students is determined taking into account the volume of medical care provided and preventive work carried out, the number of minors in educational organizations and is established by the head of the medical organization or educational organization within which it was created.

7. The structure of the department of medical care for students includes a medical unit, which is located on the premises of the educational organization and consists of an office of a pediatrician (paramedic) and a treatment room.

8. The structure of the medical care department for students is recommended to include:

office of the head of the department;

office of the head nurse of the department;

doctor's office for hygiene of children and adolescents.

9. In the structure of the department of medical care for students, providing primary health care to minors in need of treatment, rehabilitation and recreational activities, it is recommended to provide offices of medical specialists and other rooms in accordance with the procedures for providing medical care of the relevant type, profile of medical care, disease or condition (groups of diseases or conditions).

10. The medical unit of the medical care department for students is equipped in accordance with the equipment standard provided for in Appendix No. 3 to the Procedure for the provision of medical care approved by this order.

11. The equipment of other rooms and units of the medical care department for students is carried out in accordance with the requirements of the procedures for providing medical care according to the profile.

12. The department of medical care for students provides:

organizing and conducting work on immunoprophylaxis in educational organizations;

organizing medical examinations of minors before and during the industrial practice in organizations whose employees are subject to medical examinations;

interaction with local pediatricians, medical specialists from medical organizations, psychologists and teachers of educational organizations on issues of determining the professional suitability of minors;

participation in the improvement of students’ health during the rest period and in assessing the effectiveness of its implementation;

transfer of information to the responsible medical worker of a medical organization to inform internal affairs bodies about the admission (application) of patients (students) in respect of whom there are reasonable grounds to believe that harm to their health was caused as a result of illegal actions.

13. The department of medical care for students interacts with educational organizations, medical organizations, and territorial authorities Federal service for supervision in the field of consumer rights protection and human well-being, guardianship and trusteeship authorities, social protection and etc.

14. The department of medical care for students maintains medical documentation in in the prescribed manner and submits reports in the types, forms, terms and volumes established by the authorized federal executive body.

15. This Regulation applies to offices, health centers of a medical organization or other legal entity that, along with its main (statutory) activities, carries out medical activities, providing medical care to minors under the age of 18 studying in educational organizations implementing basic educational programs, in the absence of a department medical care for students.

Regulations on the organization of activities of a pediatrician (paramedic) in the department of medical care for minors in educational organizations

1. These Regulations establish the procedure for organizing the activities of a pediatrician (paramedic) of the department of medical care for minors in educational organizations (hereinafter referred to as the department of medical care for students), office, health center of a medical organization or other legal entity carrying out medical care along with the main (statutory) activity activities providing medical care to minors under the age of 18 studying in educational organizations implementing basic educational programs, in the absence of a medical care department for students.

2. A specialist who meets the Qualification requirements for specialists with higher and postgraduate medical and pharmaceutical education in the field of healthcare, approved by order of the Ministry of Health and Social Development of the Russian Federation dated July 7, 2009 No. 415n, is appointed to the position of pediatrician in the department of medical care for students (registered Ministry of Justice of the Russian Federation on July 9, 2009, registration No. 14292) as amended by order of the Ministry of Health and Social Development of Russia dated December 26, 2011 No. 1644n (registered by the Ministry of Justice of the Russian Federation on April 18, 2012, registration No. 23879), in the specialty "pediatrics" without presenting requirements for work experience in accordance with the order of the Ministry of Health and Social Development of the Russian Federation dated July 23, 2010 No. 541n “On approval of the Unified Qualification Directory of positions of managers, specialists and employees, section “Qualification characteristics of positions of employees in the field of healthcare” (registered by the Ministry Justice of the Russian Federation August 25, 2010, registration No. 18247).

3. A specialist is appointed to the position of paramedic in the department of medical care for students in accordance with the order of the Ministry of Health and Social Development of the Russian Federation dated July 23, 2010 No. 541n “On approval of the Unified Qualification Directory of positions of managers, specialists and employees, section “Qualification characteristics of positions of employees in healthcare sector" with a degree in paramedic.

4. The pediatrician (paramedic) of the department of medical care for students carries out:

participation in monitoring compliance with sanitary hygiene requirements to the conditions and organization of education and training, including nutrition, physical education, labor training minors in educational institutions;

provision of primary health care to students in an emergency and emergency form, including in case of sudden acute diseases, conditions, exacerbation of chronic diseases;

referral of students, if there are medical indications, to a medical organization where the minor is receiving medical care;

organizing and conducting activities for the immunization of infectious diseases (in accordance with the National Calendar of Preventive Vaccinations and the Calendar of Preventive Vaccinations for Epidemic Indications, approved by Order of the Ministry of Health and Social Development of the Russian Federation dated January 31, 2011 No. 51n - according to the conclusion of the Ministry of Justice of the Russian Federation in state registration does not need (letter dated February 17, 2011 No. 01/8577-DK);

organizing and conducting annual screening examinations and periodic medical examinations of students;

development individual plan preventive and health-improving activities for students, taking into account the health status group, medical group for classes physical culture based on the results of preventive medical examinations, data from examinations by medical specialists and ongoing monitoring;

organizing medical examinations of minors before and during practical training in organizations whose employees are subject to medical examinations;

preparation of proposals for the medical and psychological adaptation of minors to an educational organization, the processes of training and education, as well as for the correction of adaptation disorders of students;

work on the formation of groups of minors at increased medical, social and biological risk of developing health disorders for the optimal organization of training and education processes, provision of medical care, including correction of health and development disorders;

preparation of proposals and implementation of specific medical, social and psychological technologies for preserving, strengthening and restoring the health of minors in educational organizations;

methodological support, together with psychologists and teachers of educational organizations, work to form students’ stable stereotypes of a healthy lifestyle and behavior that does not involve health risks;

assessment of the completeness and analysis of the submitted medical examination data of children entering first grade;

ensuring medical and psychological adaptation of minors to an educational organization, the process of training and education, as well as carrying out work to correct adaptation disorders;

participation in preventive work in an educational organization to prevent early sexual debut, sexually transmitted diseases, and HIV/AIDS among minors;

carrying out work to identify the prevalence of risk factors for chronic non-communicable diseases among minors (increased arterial pressure, excess body weight, smoking, drinking alcohol, drugs, toxic substances, etc.), as well as stereotypes of deviant forms of behavior;

interaction in the manner prescribed by law with psychiatrists, narcologists, social educators, psychologists, law enforcement officers, guardianship services and others when identifying deviant and antisocial forms of behavior of minors (alcoholism, drug addiction, substance abuse, smoking, vagrancy, involvement in criminal activity etc.);

participation together with the medical and social department of the children's clinic (department) and other medical organizations (family planning centers, reproductive health care, etc.) medical and psychological educational programs preparing minors to start a family and correct reproductive behavior;

Carrying out work in an educational organization to correct health problems among minors that reduce their capabilities social adaptation limiting the possibilities of learning, choosing a profession, preparing for military service(pathology of the organs of vision, digestion, musculoskeletal system, nervous system, etc.);

informing parents and (or) legal representatives of a minor about the health status, issuing recommendations for parents and (or) legal representatives;

analysis of the health status of minors, preparation of proposals for priorities in the development of preventive, corrective measures implemented in an educational organization;

participation in the improvement of students’ health during their rest period and in assessing the effectiveness of its implementation;

organization of recording and analysis of cases of injuries received in educational organizations, development of a set of measures to prevent injuries in educational organizations;

organization of work of medical workers with secondary medical education, including immunoprophylaxis, monitoring compliance with hygienic requirements for organizing the learning process and the educational process, physical education, nutrition, etc.;

interaction with territorial bodies of the Federal Service for Supervision of Consumer Rights Protection and Human Welfare and other institutions on the issue of protecting the health of minors;

organization of advanced training for doctors, medical workers with secondary medical education in the department of medical care for students;

registration of medical documentation in the prescribed manner and submission of reports in types, forms, within the time frame and in the amount established by the authorized federal executive body.

5. If violations of sanitary and epidemiological legislation and (or) factors affecting or creating a threat to the life and health of students are identified, the pediatrician informs in writing the head of the department of medical care for students or the head of the medical organization and the head of the educational organization about the identified violations and risk factors .

A specialist is appointed to the position of nurse (paramedic) in accordance with the order of the Ministry of Health and Social Development of the Russian Federation dated July 23, 2010 No. 541n “On approval of the Unified Qualification Directory of positions of managers, specialists and employees, section “Qualification characteristics of positions of employees in in the field of healthcare" (registered by the Ministry of Justice of the Russian Federation on August 25, 2010, registration No. 18247) with the specialty "nurse", "paramedic".

3. The nurse (paramedic) of the department of medical care for students carries out:

Providing students with pre-medical primary health care in an emergency and urgent form, including in case of sudden acute diseases, conditions, exacerbation of chronic diseases;

preventive measures aimed at protecting and promoting the health of students in an educational organization;

calling an ambulance and (or) organizing transportation to a medical organization for students in need of emergency medical care;

participation in monitoring compliance with sanitary and hygienic requirements for the conditions and organization of education and training, nutrition, physical education and labor training for minors in educational organizations;

interaction with local pediatricians, medical specialists from medical organizations, psychologists and teachers from educational organizations;

The procedure for providing medical care to minors, including during the period of training and education in educational organizations

1. This procedure establishes the rules for providing medical care to minors, including during the period of training and education in educational organizations.

2. This procedure applies to educational organizations and organizations providing training (hereinafter referred to as educational organizations) 1.

3. Minors, including during the period of training and upbringing in educational organizations, are guaranteed the provision of medical care in accordance with the procedures for the provision of medical care, as well as on the basis of standards of medical care within the framework of the program of state guarantees of free provision of medical care to citizens, in the form of:

primary health care, including pre-medical, medical and specialized;

specialized medical care, including high-tech;

emergency medical care, including specialized emergency care;

palliative care in medical organizations.

4. The organization of health protection for minors during the period of training and education (with the exception of the provision of primary health care, medical examinations and medical examinations) in organizations carrying out educational activities is carried out by these organizations.

The organization of the provision of primary health care to minors during the period of training and education, their medical examinations and medical examinations is carried out by executive authorities in the field of health care. An educational organization is obliged to provide a medical organization free of charge with premises that meet the conditions and requirements for carrying out medical activities.

5. Primary health care for minors under the age of 18 studying in educational organizations implementing basic educational programs (hereinafter referred to as students), in order to provide them with primary health care in an emergency and emergency form, including in case of sudden acute diseases, conditions, exacerbation of chronic diseases, as well as disease prevention, is provided in the department of medical care for minors in educational organizations (hereinafter referred to as the department of medical care for students).

6. In the absence of a department of medical care for students, primary health care in accordance with this Procedure may be provided in offices, health centers of a medical organization or other legal entity that carries out medical activities along with the main (statutory) activity.

7. B. The structure of the department of medical care for students includes a medical unit, which is located on the premises of the educational organization.

8. The medical block of the department of medical care for students consists of an office of a pediatrician (paramedic) and a treatment room.

9. The premises provided by the educational organization must comply with established sanitary and epidemiological norms and rules and established requirements for the implementation of medical activities.

10. If an educational organization does not provide premises with appropriate conditions for the work of medical workers or the medical organization does not have a license for certain works (services) at the location of the premises of the educational organization, it is allowed to provide medical care to minors, during the period of their training and education, on the premises of the medical organization .

11. The premises of the medical unit are equipped by the educational organization with furniture, office equipment and medical products in accordance with the equipment standard (Appendix No. 3 to this Procedure).

12. The medical organization provides the medical care department for students with medications for medical use.

13. Primary health care for students is provided by pediatricians, children’s and adolescent hygiene doctors, paramedics and nurses in the medical care department for students.

14. Primary health care for students in need of treatment, rehabilitation and recreational activities is provided by pediatricians, children and adolescent hygiene doctors, medical specialists, paramedics and nurses in the department of organizing medical care for students.

15. Additional types and volumes of medical care for students, provision of medical care on conditions other than those provided for in this Procedure, are organized and carried out by the educational organization in compliance with the requirements of the legislation of the Russian Federation in the field of health protection.

16. Educational organizations may provide positions for medical workers.

17. If there are indications, pediatricians, medical specialists, paramedics of the department of medical care for students refer the minor to the medical organization where the minor is receiving medical care.

18. A necessary precondition for medical intervention is the giving of informed voluntary consent of a minor or other legal representative to medical intervention in compliance with the requirements established by Article 20 of the Federal Law of November 21, 2011 N 323-FZ “On the fundamentals of protecting the health of citizens in the Russian Federation” ( hereinafter referred to as Federal Law No. 323-FZ).

19. When organizing medical examinations (screenings) of minors, during the period of training and upbringing in educational organizations, and providing them with primary health care in a planned form, the educational organization provides assistance in informing minors or their parents (legal representatives) in the preparation of informed voluntary consents to medical intervention or their refusal of medical intervention in relation to certain types of medical intervention.

20. When providing medical care to a minor for emergency reasons to eliminate a threat to life without the consent of the parents (legal representatives), in accordance with paragraph 1 of part 9 of Article 20 of the Federal Law, the medical worker informs his parents (legal representatives) about the medical care provided.

21. The department of medical care for students carries out its activities in accordance with Appendices No. 1-6 to this Procedure.

Appendix No. 1 to the Procedure

Regulations on the department of medical care for minors in educational organizations

1. These Regulations establish the procedure for organizing the activities of the department of medical care for minors in educational organizations (hereinafter referred to as the department of medical care for students).

2. The department for organizing medical care for students is a structural unit of a medical organization or other legal entity that carries out medical activities, along with the main (statutory) activities, and provides medical care to minors under the age of 18 studying in educational organizations implementing basic educational programs (hereinafter - students).

3. The purpose of the department of medical care for students is to provide students with primary health care in an emergency and emergency form, including sudden acute diseases, conditions, exacerbation of chronic diseases, as well as disease prevention.

4. A medical worker who meets the Qualification requirements for specialists with higher and postgraduate medical and pharmaceutical education in the field of healthcare, approved by order of the Ministry of Health and Social Development of the Russian Federation dated July 7, 2009 N 415n, is appointed to the position of head of the department of medical care for students (registered by the Ministry Justice of the Russian Federation on July 9, 2009, registration N 14292) as amended by order of the Ministry of Health and Social Development of Russia dated December 26, 2011 N 1644n (registered by the Ministry of Justice of the Russian Federation on April 18, 2012, registration N 23879) (hereinafter - Qualification requirements for specialists with higher and postgraduate medical and pharmaceutical education in the field of healthcare), in the specialty "pediatrics", with work experience in this specialty of at least 5 years, in accordance with the order of the Ministry of Health and Social Development of the Russian Federation dated July 23, 2010 N 541n "On approval of the Unified Qualification Directory of Positions of Managers, Specialists and Employees, section “Qualification characteristics of positions of workers in the field of healthcare” (registered by the Ministry of Justice of the Russian Federation on August 25, 2010, registration N 18247).

5. The staffing number of medical workers in the department of medical care for students is determined taking into account the volume of medical care provided and preventive work carried out, the number of minors in educational organizations and is established by the head of the medical organization or educational organization within which it was created.

7. The structure of the department of medical care for students includes a medical unit, which is located on the premises of the educational organization and consists of an office of a pediatrician (paramedic) and a treatment room.

8. The structure of the medical care department for students is recommended to include:

office of the head of the department;

office of the head nurse of the department;

doctor's office for hygiene of children and adolescents.

9. In the structure of the department of medical care for students, providing primary health care to minors in need of treatment, rehabilitation and recreational activities, it is recommended to provide offices of medical specialists and other rooms in accordance with the procedures for providing medical care of the relevant type, profile of medical care, disease or condition (groups of diseases or conditions).

10. The medical unit of the medical care department for students is equipped in accordance with the equipment standard provided for in Appendix No. 3 to the Procedure for the provision of medical care, approved by this order.

11. The equipment of other rooms and units of the medical care department for students is carried out in accordance with the requirements of the procedures for providing medical care according to the profile.

12. The department of medical care for students provides:

organizing and conducting work on immunoprophylaxis in educational organizations;

organizing medical examinations of minors before and during practical training in organizations whose employees are subject to medical examinations;

interaction with local pediatricians, medical specialists from medical organizations, psychologists and teachers of educational organizations on issues of determining the professional suitability of minors;

participation in the improvement of students’ health during the rest period and in assessing the effectiveness of its implementation;

transfer of information to the responsible medical worker of a medical organization to inform internal affairs bodies about the admission (application) of patients (students) in respect of whom there are reasonable grounds to believe that harm to their health was caused as a result of illegal actions.

13. The department of medical care for students interacts with educational organizations, medical organizations, territorial bodies of the Federal Service for Supervision of Consumer Rights Protection and Human Welfare, guardianship and trusteeship authorities, social protection authorities, etc.

14. The department of medical care for students maintains medical documentation in the prescribed manner and submits reports in the types, forms, within the time frame and in the amount established by the authorized federal executive body.

15. This Regulation applies to offices, health centers of a medical organization or other legal entity that, along with its main (statutory) activities, carries out medical activities, providing medical care to minors under the age of 18 studying in educational organizations implementing basic educational programs, in the absence of a department medical care for students.

Regulations on the organization of activities of a pediatrician (paramedic) in the department of medical care for minors in educational organizations

1. These Regulations establish the procedure for organizing the activities of a pediatrician (paramedic) of the department of medical care for minors in educational organizations (hereinafter referred to as the department of medical care for students), office, health center of a medical organization or other legal entity carrying out medical care along with the main (statutory) activity activities providing medical care to minors under the age of 18 studying in educational organizations implementing basic educational programs, in the absence of a medical care department for students.

2. A specialist who meets the Qualification requirements for specialists with higher and postgraduate medical and pharmaceutical education in the field of healthcare, approved by order of the Ministry of Health and Social Development of the Russian Federation dated July 7, 2009 N 415n (registered Ministry of Justice of the Russian Federation on July 9, 2009, registration N 14292) as amended by order of the Ministry of Health and Social Development of Russia dated December 26, 2011 N 1644n (registered by the Ministry of Justice of the Russian Federation on April 18, 2012, registration N 23879), in the specialty "pediatrics" without presenting requirements for work experience in accordance with the order of the Ministry of Health and Social Development of the Russian Federation dated July 23, 2010 N 541n “On approval of the Unified Qualification Directory of positions of managers, specialists and employees, section “Qualification characteristics of positions of employees in the field of healthcare” (registered by the Ministry Justice of the Russian Federation August 25, 2010, registration N 18247).

3. A specialist is appointed to the position of paramedic in the department of medical care for students in accordance with the order of the Ministry of Health and Social Development of the Russian Federation dated July 23, 2010 N 541n “On approval of the Unified Qualification Directory of positions of managers, specialists and employees, section “Qualification characteristics of positions of employees in healthcare sector" with a degree in paramedic.

4. The pediatrician (paramedic) of the department of medical care for students carries out:

participation in monitoring compliance with sanitary and hygienic requirements for the conditions and organization of education and training, including nutrition, physical education, labor training for minors in educational organizations;

provision of primary health care to students in an emergency and emergency form, including in case of sudden acute diseases, conditions, exacerbation of chronic diseases;

referral of students, if there are medical indications, to a medical organization where the minor is receiving medical care;

organization and implementation of activities for the immunization of infectious diseases (in accordance with the National calendar of preventive vaccinations and the calendar of preventive vaccinations for epidemic indications, approved by order of the Ministry of Health and Social Development of the Russian Federation dated January 31, 2011 N 51n - according to the conclusion of the Ministry of Justice of the Russian Federation in the state does not require registration (letter dated 02/17/2011 N 01/8577-DK);

organizing and conducting annual screening examinations and periodic medical examinations of students;

organizing preventive medical examinations of students, analyzing data obtained from the results of preventive medical examinations in order to monitor the health status of minors and developing recommendations for the prevention of diseases and the improvement of students’ health;

development of an individual plan for preventive and health-improving activities for students, taking into account the health status group, medical group for physical education based on the results of preventive medical examinations, data from examinations by medical specialists and ongoing monitoring;

organizing medical examinations of minors before and during practical training in organizations whose employees are subject to medical examinations;

preparation of proposals for the medical and psychological adaptation of minors to an educational organization, the processes of training and education, as well as for the correction of adaptation disorders of students;

work on the formation of groups of minors at increased medical, social and biological risk of developing health disorders for the optimal organization of training and education processes, provision of medical care, including correction of health and development disorders;

analysis of the health status of minors, preparation of proposals for priorities in the development of preventive and corrective measures implemented in educational organizations;

preparation of proposals and implementation of specific medical, social and psychological technologies for preserving, strengthening and restoring the health of minors in educational organizations;

methodological support, together with psychologists and teachers of educational organizations, work to form students’ stable stereotypes of a healthy lifestyle and behavior that does not involve health risks;

assessment of the completeness and analysis of the submitted medical examination data of children entering first grade;

ensuring medical and psychological adaptation of minors to an educational organization, the process of training and education, as well as carrying out work to correct adaptation disorders;

participation in preventive work in an educational organization to prevent early sexual debut, sexually transmitted diseases, and HIV/AIDS among minors;

carrying out work to identify the prevalence of risk factors for chronic non-communicable diseases among minors (high blood pressure, excess body weight, smoking, consumption of alcohol, drugs, toxic substances, etc.), as well as stereotypes of deviant forms of behavior;

participation, together with the medical and social department of the children's clinic (department) and other medical organizations (family planning centers, reproductive health care, etc.) in medical and psychological educational programs for preparing minors for starting a family and correct reproductive behavior;

Carrying out work in an educational organization to correct health problems among minors that reduce the possibilities of their social adaptation, limiting the possibilities of learning, choosing a profession, preparing for military service (pathology of the organs of vision, digestion, musculoskeletal system, nervous system, etc.);

informing parents and (or) legal representatives of a minor about the health status, issuing recommendations for parents and (or) legal representatives;

analysis of the health status of minors, preparation of proposals for priorities in the development of preventive, corrective measures implemented in an educational organization;

participation in the improvement of students’ health during their rest period and in assessing the effectiveness of its implementation;

organization of recording and analysis of cases of injuries received in educational organizations, development of a set of measures to prevent injuries in educational organizations;

organizing the work of medical workers with secondary medical education, including immunoprophylaxis, monitoring compliance with hygienic requirements for organizing the learning process and the educational process, physical education, nutrition, etc.;

interaction with territorial bodies of the Federal Service for Supervision of Consumer Rights Protection and Human Welfare and other institutions on the issue of protecting the health of minors;

organization of advanced training for doctors, medical workers with secondary medical education in the department of medical care for students;

registration of medical documentation in the prescribed manner and submission of reports in types, forms, within the time frame and in the amount established by the authorized federal executive body.

5. If violations of sanitary and epidemiological legislation and (or) factors affecting or creating a threat to the life and health of students are identified, the pediatrician informs in writing the head of the department of medical care for students or the head of the medical organization and the head of the educational organization about the identified violations and risk factors .

Appendix No. 5 to the Procedure

Regulations on the organization of the activities of a doctor in the hygiene of children and adolescents in the department of organizing medical care for minors in educational organizations

1. These Regulations establish the procedure for organizing the activities of a doctor in the hygiene of children and adolescents, a department for organizing medical care for minors in educational organizations (hereinafter referred to as the department of medical care for students), an office, a health center of a medical organization or other legal entity that, along with the main (statutory) activity, carries out medical activities providing medical care to minors under the age of 18 studying in educational organizations implementing basic educational programs, in the absence of a medical care department for students.

2. A specialist who meets the requirements for specialists with higher and postgraduate medical and pharmaceutical education in the field of healthcare, approved by order of the Ministry of Health and Social Development of the Russian Federation dated July 7, 2009 N 415n, is appointed to the position of a doctor in the hygiene of children and adolescents. (registered by the Ministry of Justice of Russia on July 9, 2009, registration N 14292) as amended by order of the Ministry of Health and Social Development of Russia dated December 26, 2011 N 1644n (registered by the Ministry of Justice of Russia on April 18, 2012, registration N 23879), in the specialty "hygiene of children and adolescents" .

3. The child and adolescent hygiene doctor carries out:

participation in monitoring compliance with sanitary and hygienic requirements for the conditions and organization of education and training, including nutrition, physical education, labor training for minors in educational organizations;

hygienic assessment of the architectural and planning solutions used, the intra-school environment (microclimate, anthropogenic air pollution, lighting, noise, vibration, electromagnetic fields) and the current sanitary condition of the educational organization;

assessment of conditions and technologies for training and education of minors, compliance with sanitary and hygienic standards and rules;

participation in hygienic control of teaching and educational means and their use in teaching and educational processes;

organizing and conducting sanitary and hygienic education and training for minors and their parents (legal representatives) on the prevention of childhood diseases and the formation of a healthy lifestyle;

assessment of production control over ensuring the sanitary and epidemiological well-being of an educational organization;

introduction of new preventive and hygienic diagnostic technologies;

participation in clinical and epidemiological analysis of the level and structure of morbidity among minors, including during the period of training and education in educational organizations;

planning activities aimed at preserving and strengthening health, eliminating the harmful effects on the health of minors, including during training and upbringing in educational organizations, factors of the intra-school environment;

preparation of proposals to local governments on creating optimal living conditions for minors, developing a healthy lifestyle for them and developing interdepartmental disease prevention programs;

control over compliance in the educational organization with sanitary and hygienic standards of the educational process, including the condition of the surrounding territory, catering facilities, educational premises, recreation areas for minors, sanitary and hygienic rooms, etc.;

development of programs and measures for prevention, correction and health improvement of students, taking into account professional and production factors;

making proposals to the head of the educational organization to improve the sanitary and epidemiological well-being of the educational organization;

organization in the conditions of educational organizations of work to correct health disorders of minors, reducing the possibilities of their social adaptation, limiting the possibilities of learning, choosing a profession, preparing for military service (pathology of the organs of vision, digestion, musculoskeletal system, nervous system, etc.);

participation in hygienic control of teaching and educational means and their use in teaching and educational processes;

carrying out sanitary and hygienic educational work among minors, their parents (legal representatives) and teachers on the prevention of diseases of minors and the formation of a healthy lifestyle;

development and implementation of medical, social and psychological technologies for preserving, strengthening and restoring the health of minors in an educational organization;

carrying out (together with teaching staff) events in educational organizations and monitoring their effectiveness in developing stable stereotypes of a healthy lifestyle in minors (at the group and individual level), including the prevention of alcoholism, drug addiction, and substance abuse;

organization and methodological support of work to identify the prevalence of risk factors for chronic non-communicable diseases among minors (high blood pressure, excess body weight, smoking, consumption of alcohol, drugs, toxic substances, etc.), as well as stereotypes of deviant forms of behavior;

interaction with territorial bodies of the Federal Service for Supervision of Consumer Rights Protection and Human Welfare and other institutions on the issue of protecting the health of minors;

carrying out sanitary and hygienic educational work among minors, their parents (legal representatives) and teachers on the prevention of diseases of minors and the formation of a healthy lifestyle;

methodological support, together with psychologists and teachers of educational organizations, work to form students’ stable stereotypes of a healthy lifestyle and behavior that does not involve health risks;

promptly informs the responsible medical worker for timely notification of territorial internal affairs bodies about the facts of admission (application) of students in respect of whom there are sufficient grounds to believe that harm to their health was caused as a result of illegal actions.

4. If violations of sanitary and epidemiological legislation and (or) factors affecting or creating a threat to the life and health of students are identified, the child and adolescent hygiene doctor informs in writing the head of the department of medical care for students or the head of the medical organization and the head of the educational organization about the identified violations and risk factors.

Appendix No. 6 to the Procedure

Regulations on the organization of activities of a nurse (paramedic) of the department of medical care for minors in educational organizations

1. These Regulations establish the procedure for organizing the activities of a nurse (paramedic) of the department of medical care for minors in educational organizations (hereinafter referred to as the department of medical care for students), office, health center of a medical organization or other legal entity carrying out medical activities along with the main (statutory) activity providing medical care to minors under the age of 18 studying in educational organizations implementing basic educational programs, in the absence of a medical care department for students.

2. A specialist is appointed to the position of nurse (paramedic) in accordance with the order of the Ministry of Health and Social Development of the Russian Federation dated July 23, 2010 N541n “On approval of the Unified Qualification Directory of positions of managers, specialists and employees, section “Qualification characteristics of positions of employees in the field Healthcare" (registered by the Ministry of Justice of the Russian Federation on August 25, 2010, registration N 18247) with the specialty "nurse", "paramedic".

3. The nurse (paramedic) of the department of medical care for students carries out:

Providing students with pre-medical primary health care in an emergency and urgent form, including in case of sudden acute diseases, conditions, exacerbation of chronic diseases;

preventive measures aimed at protecting and promoting the health of students in an educational organization;

calling an ambulance and (or) organizing transportation to a medical organization for students in need of emergency medical care;

participation in monitoring compliance with sanitary and hygienic requirements for the conditions and organization of education and training, nutrition, physical education and labor training for minors in educational organizations;

carrying out activities for the immunization of infectious diseases (in accordance with the National calendar of preventive vaccinations and the calendar of preventive vaccinations for epidemic indications, approved by order of the Ministry of Health and Social Development of the Russian Federation dated January 31, 2011 N 51n - according to the conclusion of the Ministry of Justice of the Russian Federation in state registration needs (letter dated 02/17/2011 N 01/8577-DK);

participation in the organization and conduct of annual screening examinations and periodic medical examinations of minors;

participation in the organization of preventive medical examinations of minors;

participation in the development of an individual plan for preventive and health-improving activities for students, taking into account the health status group, medical group for physical education based on the results of preventive medical examinations, data from examinations by medical specialists and ongoing monitoring;

participation in organizing medical examinations of minors before and during practical training in organizations whose employees are subject to medical examinations;

participation in the formation of risk groups among minors in order to conduct differentiated medical observation and determine priorities in the development and implementation of preventive, treatment, health, correctional and rehabilitation programs in educational organizations at the individual and group levels based on medical, social, psychological, pedagogical and other information ;

participation in assessing the completeness of the submitted medical examination data of children entering first grade;

participation in assessing the functional readiness of a minor for school, when transferring a student to a compensatory education class, when transferring a minor to an organization with an advanced level of education, etc.;

participation in the preparation and conduct of a comprehensive medical and psychological-pedagogical assessment of the health status of minors;

interaction with local pediatricians, medical specialists of medical organizations and psychologists and teachers of educational organizations on issues of professional suitability of minors;

participation in conducting (together with teaching staff) events in educational organizations and monitoring their effectiveness in developing stable stereotypes of a healthy lifestyle in minors (at the group and individual level), including the prevention of alcoholism, drug addiction, and substance abuse;

participation in carrying out preventive work in an educational organization to prevent early sexual debut, sexually transmitted diseases, and HIV/AIDS among minors;

interaction in the manner established by law with psychiatrists, narcologists, social educators, psychologists, law enforcement officers, guardianship services and others in identifying deviant and antisocial forms of behavior of minors (alcoholism, drug addiction, substance abuse, tobacco smoking, vagrancy, involvement in criminal activity, etc.);

participation, together with the medical and social department of the children's clinic (department) and other medical organizations (family planning centers, reproductive health care, etc.) in the implementation of medical and psychological educational programs for preparing minors for starting a family and correct reproductive behavior;

participation in carrying out work in the conditions of an educational organization to correct health disorders of minors, which reduce the possibilities of their social adaptation, limit the possibilities of learning, choosing a profession, preparing for military service (pathology of the organs of vision, digestion, musculoskeletal system, nervous system, etc.);

informing parents and (or) legal representatives of a minor about the health status of students, preparing copies and (or) extracts from medical records;

participation in the health improvement of minors during their holidays;

recording and analysis of cases of injuries received in educational organizations;

transfer of information to the responsible medical worker of a medical organization to inform internal affairs bodies about the admission (application) of patients (students) in respect of whom there are reasonable grounds to believe that harm to their health was caused as a result of illegal actions;

disinfection, pre-sterilization cleaning and sterilization of instruments;

storage of medicines, including medical immunobiological preparations, safety of labels on bottles, control over the terms of use of medicines;

compliance with labor protection and fire safety rules in the workplace;

compliance with the rules of asepsis and antiseptics;

analysis of the implementation of the monthly plan of preventive vaccinations;

accounting of medical equipment, medications, vaccination material, their timely replenishment;

interaction with local pediatricians, medical specialists of medical organizations, psychologists and teachers of educational organizations:

registration of medical documentation in the prescribed manner and submission of reports in types, forms, within the time frame and in the volume established by the authorized federal executive body;

transfer of information to the responsible medical worker of the medical organization to inform the territorial internal affairs bodies about the facts of admission (application) of patients (students) in respect of whom there are reasonable grounds to believe that harm to their health was caused as a result of illegal actions, and the appointment of medical workers responsible for the facts admissions (applications) of such patients;

maintains approved forms of accounting and reporting medical documentation.

5. If violations of sanitary and epidemiological legislation and (or) factors affecting or creating a threat to the life and health of students are identified, the nurse (paramedic) informs in writing the head of the department of medical care for students or the head of the medical organization and the head of the educational organization about the identified violations and risk factors.
