In the lists of contingents (as well as in the list of names, which are developed based on the contingent of workers) employees are to be included:

Since January 1, 2014, the certification of workplaces has been replaced by a special assessment of working conditions (SOUT), and the Order of the Ministry of Health and Social Development of Russia dated April 26, 2011 No. 342n has become invalid. But order No. 302n still contains the wording "certification of workplaces for working conditions", which is most likely an omission on the part of the legislative bodies, which did not make the appropriate amendments in time. After all, the presence of harmful production factors from January 2014 is established based on the results of SAWS. Procedures for determining harmful production factors

It should be noted that as a source of information on the presence of harmful production factors in the workplace, the following are used:

  • Results ;
  • The results of laboratory research and tests obtained in the framework of control and supervision activities, production laboratory control;
  • Operational, technological and other documentation for machines, mechanisms, equipment, raw materials and materials used by the employer in the implementation of production activities (clause 19 of the Procedure for conducting mandatory preliminary and periodic medical examinations (examinations) of workers engaged in heavy work and in work with harmful and (or) hazardous working conditions approved by Order No. 302n).

According to clause 20 of the above Procedure for conducting mandatory preliminary and periodic medical examinations, in the list of the contingent of workers subject to preliminary and periodic medical examination, indicates:

  • The name of the profession (position) of the employee according to the staffing table;
  • The name of the harmful production factor according to the List of factors, as well as other harmful production factors.

Compiling contingent lists

Algorithm of actions when compiling a list of the contingent of employees subject to preliminary and periodic medical examination, the following:

  • Compilation of a surname list of all employees of the enterprise.
  • Compilation of a list of all professions in the organization (including those who are not sent for a medical examination).
  • For each profession, it is necessary to designate harmful production factors and work, indicating the points of Order No. 302n (see Sample). In order to determine which factors and jobs should be indicated for each specific job, you can use the results of certification of jobs, or last year's contingents.
  • Approval of the list of the contingent of workers by the head of the organization.

How to make a contingent list?

We include in the List of the contingent the profession (position) of employees if:

  1. workers of these professions (positions) are exposed to production factors that have been classified as harmful and (or) dangerous classes of working conditions. That is, the class of working conditions according to these factors is 3.1 and higher (Note 2 to Appendix No. 1 of Order No. 302n, clause 19 of Appendix No. 3 to Order No. 302n). Production factors, the presence of which presupposes medical examinations, is determined according to the List of harmful and (or) hazardous production factors - Appendix No. 1 to Order No. 302n. What does the Contingent List form look like?

Clause 20 of Appendix No. 3 of Order No. 302n contains only two mandatory requirements for the form of the List of contingent: the presence of the name of the profession (position) according to the staffing table and the presence of the name of the harmful production factor. The following categories of persons are subject to inclusion in the contingent for medical examinations:

  • Workers exposed to the harmful effects of hazardous production factors, with a labor class higher than 3.1. The main confirmation when classifying working conditions as hazardous are considered to be the current results of certification of workplaces and assessment of working conditions.
  • Employees employed in positions in accordance with Appendix No. 2 of Order 302n. In this case, the class of labor does not matter. For example, these are employees of children's institutions, food industry enterprises, catering organizations, water supply facilities, etc.

Important! After January 1, 2014, the certification of workplaces was replaced by special. assessment of working conditions (SOUT), but the normative wording has remained the same.

  • The document is drawn up in the amount of 3 copies, each of which is approved by the signature of the director and the seal of the enterprise.
  • Before the start of the medical examination, the list, along with a cover letter and a list by name, is submitted to the territorial body of Rospotrebnadzor. To speed up the procedure, it is better to submit the form in person.
  • Information on the following is obligatory for reflection: names of production, workshops and sections; list of all positions on the staffing table; total number of employees, incl. women; harmful work; numbering; the frequency of medical examinations.
  • There must be a header containing the "Approved" visa and the name of the Rospotrebnadzor department.
  • At the bottom, the page is closed with a transcript and a signature of the head, a seal.

Note! Part-time employees and employees under the age of 21 are also subject to medical examinations (such persons must undergo examinations annually).

The contingent list is formed and approved once, if there are no changes in the organization. For example, this is the improvement of conditions for workers, the reorganization of the enterprise, the introduction of new jobs. The list of names is subject to annual compilation. After January 1, 2012, the approval of these documents with Rospotrebnadzor was canceled, but the notification procedure continues to operate. It is necessary to report on the generated lists within 10 days from the date of approval.

Important! The employer is obliged to ensure the storage of standard documents for medical examinations for 3 years in accordance with the legislative storage period.

Form for a medical examination by Order 302n

Medical examinations are carried out both upon admission to work and by individuals already working at a certain frequency. The basis for participation in the examination and filling out the conclusion on the results is a referral for a medical examination according to Order 302n, the example form is located below. The filling out of the document is carried out by the responsible person of the employer. The form can be developed independently, but the following data must be indicated:

  1. The name of the company, its legal form, address, type of activity; name of honey. institutions, OGRN, address.
  2. Full name and date of birth of the surveyed workers.
  3. Status (already working, newly arriving).
  4. Workshop and site.
  5. Type of work, position.
  6. Work experience in the specified position.
  7. Previous experience and types of work.
  8. Hazardous factors according to the List of factors / works.

The form must be signed by the employer and sealed by the organization's seal. According to legal requirements, from the moment the relevant directions are received, the employee is recognized as responsible for the examination (article 214 of the Labor Code). At the end of the procedure, the employee brings all the documents to the employer, who organizes the storage of personal data in accordance with archival standards.
