How "Pinsk Bread Products Plant", the only one of all bakeries in the country, managed to get into the Top 25 profitable enterprises. I call the plant and first of all I congratulate its CEO Vasily Nevar with such success.

It turns out that the sponsorship money transferred to the account of the bakery was counted by specialists from the Ministry of Finance as the profit received by the Pingchans and included the plant in the list of profitable JSCs. What is it really?

The situation is not much different from all other bakeries in the country. When asked what kind of bakery has an income, the director sadly dismisses it: "Well, let's not talk about it better!"

The situation is the same among meat processing plants. Here, Volkovyssky is among the profitable, and Borisovsky is among the most unprofitable. What's the secret?

He says that if they were given the same opportunities for preferential lending that Dzerzhinsky had, their agricultural complex would be in other tops - profitable.

There are enterprises in Belarus with such finances that failures can no longer be hidden by accounting tricks.

Banki24.by found the most striking examples of losses.

In the Brest region, the Zhabinkovsky district remained the only unprofitable region in January-February 2018. The region's net losses amounted to BYN 11.8 million, losses of unprofitable organizations - BYN 14.1 million (an increase of 73 times!).

The Zhabinka sugar factory is located in the region. In 2017, this sugar factory received a loss of BYN 3 million. The sugar industry is losing the fight to importers of the Russian product due to its cheapness. Recently, Belarusian officials extended until mid-July the price restrictions, which remove part of the sugar from the Russian Federation from the market.

In the Vitebsk region, the enterprises of Novopolotsk bear huge losses - 108.6 million BYN. The main enterprise of the city is the oil refinery OJSC "Naftan". Losses of unprofitable enterprises in Novopolotsk reached BYN 118.3 million.

In the Gomel region, a sudden financial catastrophe befell the Gomel region. If in January 2018 the enterprises of this region had 2.3 million BYN profits, then for 2 months the district received 36.6 million BYN losses! Losses of unprofitable enterprises increased 31 times and amounted to 42 million BYN. In February, an unprecedented decrease in the number of pigs occurred in the Gomel region - from 120.9 thousand heads to 47.2 thousand. The Ministry of Agriculture explained the sudden decrease in the number by the closure of old pig farms. Allegedly, the animals were allowed to be slaughtered and handed over to meat processing plants. However, then it is not clear why the enterprises of the region received colossal one-time losses, and not profits.

Interestingly, since April 10, the Rosselkhoznadzor has introduced temporary restrictions on the supply of pig products from all over Belarus. The agency substantiated its decision by detecting the African swine fever virus in meat products from Belarus. In particular, the Russians found the ASF virus genome in the sausages of the Gomel meat-packing plant. In response, the Belarusian Ministry of Agriculture and Food stated that the epizootic situation in Belarus was favorable. However, for some reason in April, the authorities classified the statistics on the number of pigs in the farms of the regions.

The second place in the amount of losses in the Gomel region was taken by the Mozyr region. Losses of regional enterprises amounted to BYN 13.6 million, of which losses of unprofitable ones - BYN 36.8 million. In the region, the same problems of the gross-generating enterprise as in Novopolotsk - the Mozyr refinery suffers losses.

In the Grodno region, the largest losses are incurred by the companies of the Volkovysk region (10.2 million BYN). Losses of unprofitable organizations in the region reached BYN 17.8 million. A cement plant OJSC Krasnoselskstroymaterialy operates in the region. This plant closed in 2017 with a net loss of BYN 116.8 million. A sharp increase (8.9 times) and a large amount of losses (9.9 million BYN) were observed in unprofitable enterprises of the Grodno region. The Skidel Sugar Refinery operates in this region. In 2017, the plant received a net loss of BYN 18.6 million.

In the Minsk region, large losses were incurred by the enterprises of the Nesvizh and Slutsk regions - 8.1 and 5.2 million BYN, respectively. Losses of unprofitable organizations in the Nesvizh region increased 27 times to BYN 17.9 million, in Slutsk - 5.4 times to BYN 8.8 million. On the territory of the Nesvizh region there is the Gorodeya sugar plant, in the Slutsk region - the Slutsk sugar refinery. The enterprises have the same problems as the Zhabinka plant.

In the Mogilev region, the organizations of Bobruisk (17.4 million BYN), Kostyukovichi and Krichevsky districts (5.7 million BYN each) were in big losses. In Bobruisk, Belshina is a large enterprise, in the districts - the Belarusian Cement Plant and Krichevtsementnoshifer. In 2017, Belshina received a loss of 274.2 million BYN, Belarusian Cement Plant - 39.2 million BYN, Krichevcementnoshifer - 62.9 million BYN. In the Shklov region, losses of unprofitable organizations increased 9.3 times to BYN 5 million. The region hosts the capacities of OJSC “Paper mill“ Spartak ”. In 2017, this enterprise incurred a net loss.

Unprofitable enterprises in the field of telecommunications were recorded in Minsk. The total amount of their financial losses amounted to 40.4 million BYN. According to banki24.by, one of the mobile operators is in a bad situation.

Naftan belongs to the state and in addition to unprofitable shipments of gasoline and diesel fuel to the domestic market, it subsidizes petrochemical enterprises with raw materials at special prices.

Losses of unprofitable enterprises in Novopolotsk in the 1st quarter totaled 115.7 million BYN. Therefore, Naftan can be safely called the most unprofitable company in the country in January-March.

In the Gomel region, the only region that worked at a loss in January-March is the Gomel region (51.1 million BYN). Losses of unprofitable companies in the Gomel region amounted to 58.2 million BYN and increased by 23 times by 2017.

According to the Rosselkhoznadzor, African swine fever is raging in the area. It is impossible to say for sure about the presence of ASF, since after the Gomel incident, the authorities classified the data on the number of pigs in the regions.

Things are going very well in the formerly super-profitable Mozyr region. If in January-March 2017 the region received a net profit of 90.8 million BYN, then for 3 months of 2018 - only 2.6 million BYN. Losses of unprofitable enterprises in the district amounted to BYN 31 million in the 1st quarter and increased by 9 times by 2017.

An oil refining giant, the Mozyr Oil Refinery, operates on the territory of the Mozyr District. The plant has problems similar to those of Naftan. True, the losses of the Mozyr enterprise are less - there are no shipments of raw materials for petrochemicals with losses for the refinery.

In the Svetlogorsk region, the renewed Svetlogorsk pulp and paper mill was launched somehow. Instead of losses by BYN 8.1 million in 2017, the region received BYN 13.5 million in profit in 2018.

In the Grodno region, the most problematic area in terms of finance is Volkovysk. Losses of regional enterprises for 3 months of 2018 amounted to BYN 10.7 million, including loss-making companies - BYN 21.6 million. There is an enterprise for the production of cement - Krasnoselskstroymaterialy in the district.

The losses of the Grodno region are clearly visible. Here, losses of unprofitable organizations amounted to 12.7 million BYN (an increase of 7 times by 2017). The region is home to the Skidel Sugar Refinery.

The explosive growth of profit in January-March 2018 was shown by the Ostrovets district - by 44 times to BYN 54.2 million. In parallel, a rapid growth in profits was noted in the construction sector of the Grodno region - 346 times to BYN 53.9 million. The Belarusian nuclear power plant is being built in the Ostrovets district. Hence it follows that large profits belong to the construction companies that build the station.

In the Minsk region, the leader in terms of profit is the Soligorsk region - 99.8 million BYN. The mines of Belaruskali are located in this region.

The profit of Zhodino organizations increased 29 times - up to BYN 63.4 million. BELAZ feels great. The products of the Zhodino plant are torn off with hands all over the world.

At the other extreme are the Nesvizh and Slutsk districts. In the first, losses of organizations for 3 months of 2018 amounted to BYN 10.4 million, in the second - BYN 9.8 million. Losses of unprofitable companies in Nesvizh region reached BYN 23.1 million, in Slutsk region - BYN 14.6 million. In the Nesvizh district there is the Gorodeysky sugar plant, in the Slutsk - the Slutsk sugar refinery.

In the Mogilev region, Bobruisk took the first place in terms of losses in the 1st quarter (19.9 million BYN). The grossing enterprise of the city is Belshina.

Belshina switched to international financial reporting standards and accurately reflects losses from investment and financial activities. According to the chairman of the Belneftekhim concern Igor Lyashenko, Belshina urgently needs restructuring of loans and replenishment of working capital.

There are 2 more districts with large losses - Kostyukovichi (7.5 million BYN) and Krichevsky (9.5 million BYN). In these regions the Belarusian Cement Plant and Krichevtsementnoshifer are located.

The hotel and restaurant business has been unprofitable in Minsk. Losses in this type of activity in the 1st quarter amounted to BYN 6.2 million, of which BYN 13.1 million were unprofitable firms.

Also in the capital, the profit of transport companies fell sharply - from 962.5 to 219.8 million BYN. Responsible for the reduction in profits is Gazprom's subsidiary, Gazprom transgaz Belarus. At the same time, this “daughter” shares with Belaruskali the first places in net profit on a national scale.

In the field of communications in the territory of Minsk, one of the mobile operators of Belarus suffers losses in the amount of up to 50 million BYN.

Enterprises woodworking and cement the factories, after reducing losses in August, returned to their generation. Efforts to bring these industries to profitable jobs is not enough. Losses continued to decline in oil refining... In September they decreased by another 58 million. If at the beginning of July there were 6 unprofitable enterprises in this area, by the beginning of October there were only 3. Both refineries in Belarus are profitable.

Weak financial performance demonstrates vehicle and equipment manufacturers... Over the month, the industry increased its net profit by less than 1 million. Among the profitable types of industrial production in 9 months of 2017, the industry earned the least.

V construction and power industry there is a certain periodicity in the deterioration of financial results. In the last month of the quarter, these industries either saw a decline in profits, or they remained at their lowest level for the quarter. In September, both construction and power generation performed at a loss, while the power sector performed the worst among all economic activities.

Construction is one of the few sectors in the economy where financial results have worsened compared to 2016, while the number of unprofitable enterprises increased to the maximum number among all types of economic activity: as of October 1, there were 287 unprofitable enterprises in this area.

In 2016, the maximum number of unprofitable enterprises was in agriculture. This year, agriculture is leading in the number of reductions in unprofitable enterprises, which was the result of measures for the financial recovery of this industry.

At the end of three quarters of 2017, enterprises paid 647.5 million less interest on loans and borrowings issued by banks, compared to the same period in 2016. The amount of savings is equivalent to 10% of the net profit of the entire economy received in 9 months of this year. At the same time, the total volume of payments, taking into account the repayment of the principal debt, increased by 4.3% and reached 35.6 billion.

To pay off payments on loans and borrowings, enterprises sent every fourth ruble of proceeds from the sale of products, goods and services.

The largest amount of interest payments on loans, as in the previous year, was paid by the food industry. This type of activity accounts for 16% of the total amount of funds paid by the country's companies on interest payments. Cement producers paid interest on loans by 116 million less compared to 2016. However, this did not lead to a profitable job. On the contrary, the financial situation in the industry has only worsened.

Let us turn our attention to the situation in agriculture once again: enterprises in this sphere have increased their interest payments. A significant part of loans in this area were issued at preferential interest rates for a long term, and a decrease in the refinancing rate might not have a significant impact on loan payments.

At the same time, part of the loans was transferred to the category of government obligations under certain conditions and under the control of government agencies. This could lead to improved payment discipline. And the general improvement in the situation in the industry contributed to an increase in payments on problem loans.

Trends:

1. After the completion of scheduled refurbishment works, the financial performance of the industry will be improved. This does not exclude that fuel prices on the domestic market will continue to rise in order to obtain additional funds to continue the modernization of the industry.

2. Taking into account the current situation in construction, the state can increase funding for the industry by adjusting the amounts allocated for lending to housing construction.

A favorable situation is developing in the banking system in terms of interest rates, preconditions have been created for the activation of mortgage lending. These measures are able to correct the dynamics of the decline in the industry performance. Additional financial assistance to state enterprises is not ruled out.

3. Some large private enterprises will be able to replace raising funds through lending by issuing their own bonds for a long time. In turn, this will lead to some decrease in the number of reliable borrowers in the banking system.
