When optimizing in the state apparatus, it is necessary to cut off all that is superfluous, which breeds bureaucracy and hinders the dynamic development of the country. President of Belarus Alexander Lukashenko said this today at a meeting on optimizing the number of government employees.

“One of the prerequisites for increasing the effectiveness of state power is the constant improvement of the management system and its mechanisms. Here we must achieve results, of course, not by numbers, but by skill. Not to inflate the bureaucratic apparatus, but to systematically form a compact structure and an effective management model. And this should be done gradually. This is not a one-time act tied to a specific number, ”the president emphasized.

“First of all, we should instantly cut off all unnecessary things that breed bureaucracy and hinder the country's dynamic development. Each person who works in government agencies must have a specific goal and perform specific tasks. If these people are so busy, it means that they will give results, ”the head of state believes.

At the same time, Alexander Lukashenko stressed that optimization does not imply only one reduction in the number of employees. It is about improving the quality of the work of the state apparatus as a whole. “Those who see the optimization of the functioning of state bodies only reduce the number of people do the wrong thing. If we go this way, we will not achieve a great effect. We need to look at all the processes that are taking place in the state bodies of the country, the president is sure. - By the way, the population pays attention to this when we conduct sociological polls. And, meeting at a meeting with representatives of power structures, I said that we need to optimize the processes. We can get a much greater effect from this. "

The head of state recalled that in 2013, certain steps had already been taken. Now it is necessary to continue this work, paying more attention to the quality of all management activities. “Therefore, the government and the Presidential Administration were instructed to work out and submit system proposals for consideration. The main goal in this matter is to rid state bodies of duplicating and unusual functions, and most importantly, to de-bureaucratize the process of making managerial decisions, ”said Alexander Lukashenko. - It often happens in our country when a decision has already been made, including by the president, and it needs to be formalized, that is, clothed in some kind of document (decree, decree, order, instruction). Nevertheless, we will follow each other for months to give this decision an appropriate form. "

The President drew attention to the fact that he would like to thoroughly and comprehensively discuss the submitted proposals for optimizing the activities of state bodies, so that the correct decisions would be taken in the future. “There are specific people behind this. It must be admitted that in general (in the family, of course, not without flaws), the most literate, experienced and prepared people work in state structures, on whom the functioning of the state depends. To disregard these people and cut them alive, ”- said Alexander Lukashenko.

It was also emphasized that government agencies of small towns, districts, as well as settlement and village councils do not need reductions. “They will see it for themselves. If some one and a half rates are not needed, they will cut and add salaries to others - this is not prohibited, ”the head of state said.

“Let's take a balanced approach to these issues and work out optimal solutions, which in the very near future must be actively and without delay implemented in practice. I want to emphasize that there are no narrow departmental interests, everything should be subordinated to the interests of the state, ”summed up Alexander Lukashenko.

From December 1, Belarus will exclude from the category of civil servants workers who provide the activities and maintenance of government agencies. The changes that will be introduced to optimize the state apparatus are provided for by the Resolution of the Council of Ministers dated May 6, 2017 No. 334 "On the implementation of measures to optimize the system of state bodies." The Ministry of Labor explained how these workers from December will be considered wages and seniority.

When employees who provide the activities and maintenance of a state body are removed from the category of civil servants, then the position of employees and the system of their remuneration change accordingly, the Ministry of Labor explains. - Accordingly, the adjustment of the accrued wages accepted for calculating the average earnings of employees providing the activities and maintenance of the state body by correction factors should be carried out in proportion to the hours worked before and after changing the position (remuneration system).

The Ministry of Labor also clarified that the calculation of the length of service in the industry for workers providing activities and maintenance of government agencies will not change significantly.

How the Belarusian state apparatus is “optimized”.

Do you believe that the state apparatus is shrinking? Or are they just words?

Discussion of the optimization of the state apparatus begins exactly when the economic crisis begins. I think if excellent relations with Russia and high oil prices returned today, this initiative would be quietly forgotten. That is, time or circumstances are forced to shorten.

Are there any statistics? How is the "optimization of the state apparatus" carried out?

It is still difficult to talk about the current stage. But since this is not the first attempt at shortening, you can tell how it usually happens. Vacancies that are not filled are removed. The positions occupied by officials of retirement age are disappearing. That is, both the position and the person disappear. Also, civil servants are transferred to the ranks of ordinary employees. Sometimes unnecessary vacancies are even created in order to optimize them later.

And sometimes scandals arise when it is not the "bosses" who are removed, but the people who work with the visitors, accept documents and do the rough work. For example, there was a frantic queue to re-register enterprises - for almost days it was necessary to stand on Svoboda Square just to submit documents. This happened precisely because they cut people from below, the rank-and-file apparatus.

First, Kosinets was instructed to optimize the state apparatus, and then "optimized"

For example, on February 13, Alexander Lukashenko signed a decree to “optimize” his administration by 30%. But we see how its former head Alexander Kosinets is being returned there, moreover, to a position that does not exist in the new compressed structure of the Presidential Administration.

Well, yes, Kosinets, as an assistant to the president, will somehow stand apart. He headed the administration for two years. In December 2016, he was instructed to optimize the state apparatus, and then almost immediately fired in connection with the transition to another job. However, we did not learn about any other work of Kosinets. There is a version: almost six months have passed, and maybe he was invited to work again so that he would not fall under the decree on parasites?

SYMPA - School of Young Public Administration Managers. In this project, officials and people involved in one way or another in the government apparatus, together with activists of public organizations, young lawyers and journalists, learn the practices of public administration. SYMPA students travel to different countries and watch how city halls work, how local budgets are allocated, how roads are built. The possibility of applying the best practices in Belarus is also being discussed. “We make mixed groups, and people are often surprised that there are normal people on the other side of the barricades,” notes Natalya Ryabova.

But seriously, is the optimization of the state apparatus a trend of the year, five years or a decade?

This is pain that Alexander Lukashenko has not stopped talking about for many years. And during Kosinets, and then. Recently, Kochanova (Natalya Kachanova is the current head of the ruler's administration. - Approx.) Was again instructed to reduce. It's time to deal with it, since they promised to raise the salaries of civil servants only after optimization, and it will not end in any way.

And what, the salaries of civil servants are not growing?

A certain reduction nevertheless occurred, which means that a certain amount of money was released. But it is impossible to formally divide them between those employees who remained to work until the optimization is over.

When Alexander Lukashenko was first elected president, he was 39 years old, and his team included people about his age. Almost 23 years have passed. Will the bureaucracy grow up together with the leader of the country?

If we talk about the state apparatus in general, there are many personnel of pre-retirement and retirement age, as well as a lot of young people, and an obvious failure for middle-aged people. And if we talk about the top managers who go along with Alyaksandr Lukashenka, they are mostly younger now. Although there are bison like Myasnikovich, who were in big politics even before the ruler.

Is it easy for Lukashenka to find a common language with the new generation of officials?

Judging by his speeches, sometimes he has not only to break himself, but ... They offer unpleasant measures that he does not want to take. Then there is a visible irritation and phrases like “they tell me this from all sides, recommend this…” sound. Note that he very rarely and little gives these people positive assessments. “They gave me such a good idea…”, “Our ministry has developed an excellent plan…” - do you remember that?

Yes, officials at meetings stand up, as in a school in front of a teacher, sit, staring at papers, and diligently write something down.

This is a sight, difficult for the psyche. I even feel sorry for them. In general, the structure of the Belarusian government is such that the entire initiative is not personalized. Good law or bad - we do not know who is behind it, who is responsible, to whom to be grateful. Our laws are not called "Kochanova's amendment" or "Myasnikovich's addition".

Only on the fence (literally) can they write about it!

But on the fence - it's on the fence. We still do not know whether Marianna Shchetkina is the author of the decree on parasites or not, she supports it or not, or maybe she is just at the post where this decree had to be coordinated and implemented.

How does an old official differ from a young one? Which one is better for the state apparatus?

Here you need to proceed from the state strategy. Because the state apparatus is selected for the implementation of specific tasks. If there is a direction for liberal reforms, you need daring young people with a Western education and good English. And if the goal is to preserve everything and preserve traditions, then the apparatus is selected from among pensioners. But in Belarus there is no clear strategy for the country's development, everything is determined by momentary aspirations, the “party line” fluctuates along with Alyaksandr Lukashenka. It is difficult to say which official is most suitable for this. Apparently flexible.

Is a flexible official an opportunist? Rather an executor than an initiator?

Naturally! Such a system raises cynical officials. They are in no hurry to carry out orders, because they know that tomorrow they can be canceled. Taking the initiative in such a state of affairs is not something that is dangerous, but, at least, it is pointless.

And will it be all the same as they decide "above"?

Of course, not all initiatives belong to Alexander Lukashenko, he does not write all these endless draft resolutions himself. And the ministries can carry out something of their own through it. And out of the entire stream of bottom-up initiatives, very few receive support. This means that a lot of work is being wasted.

Expats are not "returned" to the country by money, but by the opportunity to write their name in history

Is there an “expat resource” in Belarus? If Georgia managed to return to the country successful administrators who had previously left to seek their fortune abroad for various reasons, then maybe we also have such a chance?

The population of Belarus is larger than the population of Georgia. So why don't we have talented expats? Belarusians are educated people, many of them work abroad and learn the best practices. It is unlikely that they are offered big money here. But here there are huge opportunities for self-realization. In Georgia, many officials told us that this was what attracted them. If you have to integrate into the finished system - like it or not - you have to build it in, then there was space for creativity!

So the point is that you can write your name in the history of the country?

By the way, I wonder why the Hi-Tech Park was headed by a state ideologist, and not, say, the developer of Viber? System not ready?

The system is interested in strengthening control over the HTP, and not in inviting some "Zuckerberg" here. To agree or not is one thing, and another - will they give him here the degree of freedom that he demands?

Following the meeting, the President instructed to finalize the approaches to optimization by the end of the year. The main task facing government agencies is de-bureaucratization. It is necessary to cut off all unnecessary things that interfere with effective work.

Today, the state has taken all measures that allow the Vitebsk region to work more successfully. This is the development of the Orsha region, as a pilot project for the development of such cities. This is the accelerated development of cities with a population of over 80 thousand. And there are three of them in the Vitebsk region: Polotsk, Novopolotsk, Orsha.

The agro-industrial complex of the Vitebsk region is facing serious tasks; quite recently, at a meeting, the President clearly outlined the issues that need to be addressed here. And I would very much like the deputies to become more actively involved in solving all these problems. Because they were chosen by the people.
