Now in 2020, the so-called tax on parcels from China and other countries to Belarus is working accurately and 100% debugged. The only good news is that Alexander Lukashenko signed Decree No. 490 "On Customs Regulation" on December 22, 2018, which slightly improved the situation for shopaholics.

The new law increases the monthly rate of duty-free import of goods into Belarus for personal use in international mail from 22 euros and 10 kg to 200 euros and 31 kg (in total), while maintaining the one-time rate of one item at 22 euros and 10 kg.

So how much can I buy from abroad?

One-time restriction for one parcel remains the same - up to 22 euros !!! But in total for a month such parcels can be ordered for 200 euros without consequences.

Orders that do not meet the established limit are not prohibited, but the amount exceeding this limit is subject to customs tax. In addition, it will become mandatory to pay a fixed customs fee, usually in the amount of five euros.

What will happen to me if I have exceeded the limits of orders from Aliexpress and other foreign stores?

Payments for parcels to individuals that exceed the total norm of 200 euros per month are considered commercial consignments and therefore are subject to a customs duty of 30% of the excess price.

And don't get confused! Additionally, you must pay also a customs fee. Its value depends on the type of product. For example, you need to pay 5 euros for a phone (and for most of your orders the surcharge will be just that).

Limits and duties on parcels in Belarus are a kind of protection of the domestic market from the cheapest imports from China, the USA and other countries. Plus a way of taxing citizens who purchase goods for commercial purposes.

These limits are directed against foreign online stores, so ordering on the same Aliexpress in Belarus was unprofitable. Moreover, all parcels from far abroad are in this position (even gifts from relatives from abroad are subject to a fee).


The Prime Minister of Belarus Mikhail Myasnikovich spoke about the dangers of foreign postage to the country's economy and that it is illegal enrichment. Such statements met with a lot of criticism, because most of the imported products in Belarus are not produced and are not even sold.

When do I have to pay the fee?

If in the status of the parcel there is an inscription "For transfer to the customs, it is necessary to clarify the data", you will have to specify detailed information in the "Form for filling" field, otherwise the shipment will be sent back to the seller. These data are needed by customs when accounting for shipments received by an individual from abroad within a month within the limit of 200 euros.

From February 1, 2018, Belpochta branches will charge a fee for storing international mail. Information about this is published on their official website.

In case of non-demand for any international parcel for more than 7 calendar days at the branches of Belpochta, you need to pay 0.36 Bel. rubles. for every day of delay.

As you know, the duty-free import of parcels from abroad to Belarus is limited by a one-time rate of one shipment in the amount of 22 euros and 10 kg. And in total a month up to 200 euros and 31 kg.

There are 3 popular options to avoid this limit.

1. Asking the seller to indicate a lower price for goods

You can just agree. And the sender will indicate the lowest value for the item. For example, $ 20 for a Chinese phone with a real value of $ 150.

But keep in mind that customs officials evaluate the parcel in their own way. They calculate the average price of the goods in the country where the parcel came from, and set the current price tag. In this case, an examination will be appointed.

And after it, you still have to pay the customs duty on the parcel to Belarus from the same Aliexpress or the American Ayherb. But to do this, they will have to open every parcel, which will delay processing for years to come. Nobody will do that!


2. Order parcels to friends in another country

You can also consider an order for a resident (relative or friend) of the country of the Customs Union (,), who will send it to you from there. And these costs will be much lower than the duty.

Or, order a parcel to the Russian branch "on demand" somewhere in the border zone of the Smolensk or Bryansk regions. Thus, you can bypass the Belarusian limit. A very popular method, especially among those who live near Russia.

The last update of the so-called in everyday life law on taxes on parcels from Aliexpress to Belarus was on December 22, 2018.Since then, goods weighing up to 31 kg and worth up to 200 euros have been allowed to be imported per month without duty. At the same time, the rule of a one-time limit is preserved, which allows residents of Belarus to import goods with a total weight of up to 10 kg for free at a time, the cost limit is no more than 22 euros.


When the price limit is exceeded, the individual has to pay 30% of the amount exceeding the limit and a fixed customs fee of 5 euros. Example: an item costs 30 euros (approximately $ 34). The excess is 8 euros. You will need to pay 30% of the amount of 8 euros, i.e. 2.4 euros + 5 euros. Total: 7.4 euros in total.

If the weight is exceeded, then each extra kilogram is taxed at 4 euros. In the event that you have exceeded both the weight and the price, you have to pay for the limit that is exceeded more. And don't forget: you will need to pay the same 5 euros for the paperwork.

In Belarus, parcels marked “gift” are taxed in the same way as any other product (discounts apply in some countries). There are no restrictions on the maximum shipment by the number of parcels.

I ordered a parcel for 20 euros, and they counted customs payments for me. Why?

Situation. I purchased an item from the online store for 20 euros. Over the past few months, nothing more has been ordered and nothing has been received by me. When the parcel arrived, it turned out that customs duties had to be paid for it. Considering that the cost of the ordered goods did not exceed 22 euros, please explain on what basis the customs payments were calculated?

Customs response. Determination of compliance with the duty-free rate of import of international postal items (IGO) is carried out by the customs authority based on the information declared by the declarant in the customs declaration, as well as obtained during customs control. In accordance with customs legislation, the declarant of the IGO is the sender of the goods, and the postal document accompanying the IGO is used as a customs declaration, in particular the declaration of the CN22 form.

If it is valid during the calendar month in which the goods arrived at the customs territory and were placed for temporary storage, no other parcels were received at your address and the rate of duty-free import of IGOs ​​by weight (no more than 10 kg) was not exceeded, you first need to clarify what information about the value of the goods was declared by the sender in the customs declaration.

If the value of the goods declared by the sender exceeded 22 euros, then the duty-free rate was exceeded and customs duties must be paid in relation to the IGO. There may also be cases when, in accordance with the legislation in the field of customs, the cost was determined by the customs authority independently in the amount of more than 22 euros based on the information at its disposal about the price of similar goods, for example, if there was no information in the documents accompanying the IGO about the value of goods or there were reasonable reasons to believe that such documents contain false information about the value.

Question. Knowing the IGO duty-free import regulations, I make sure that the value of my orders on AliExpress during a calendar month does not exceed the total amount of 22 euros. I keep track of my orders as soon as I make out and pay for the purchase through the site, so I know for sure that I do not exceed the established limit of 22 euros. However, with respect to some of the parcels, customs payments are still sometimes charged. Why it happens?

Customs response. To monitor compliance with the norms of duty-free import of IGOs, only the date of registration by the customs authority of the documents submitted by the postal operator for the placement of IGOs ​​for temporary storage is taken into account. That is, the date you ordered the goods on the site, the date you paid for it, or the date you actually received the IGO to determine compliance with the duty-free import norm during the calendar month does not affect. The customs authority, when monitoring compliance with the duty-free import of IGOs ​​sent to your address, takes into account the cost of all goods in the IGOs ​​placed for temporary storage during a calendar month.

Question. On the Belpochta website (www.belpost.by) in the tracking system for my parcel, the status “Passage through the customs zone” has not changed for several days. Why has she been under customs control for so long?

Answer. After the postal items arrive at the customs territory, the postal operator performs their preliminary processing, including weighing, clarification of missing information, generation of lists in electronic form, etc. Such actions are performed by the postal operator prior to the presentation of the IGO to the customs authority for customs control.

The specified status "Passage through the customs zone" means that the postal item is included by the postal operator in the list for subsequent transfer to the customs authorities. What items prohibited for shipment are found in parcels?

Question. What goods, prohibited for movement in international mail, are detained at customs control?

Customs response. As a result of customs control of postal items by customs officers "Minsk-2" in 2017, 5 criminal offenses related to the smuggling of drugs were revealed, as well as 410 administrative offenses.

Most often, the subjects of offenses were: edged weapons (65 facts), drugs containing psychotropic substances (40 facts), cultural values ​​(34 facts), currency, seeds of plants used in the manufacture of narcotic drugs (19 facts).

On April 14, Decree No. 40 came into effect in Belarus. Now Belarusians will be able to receive parcels worth up to € 22 and weighing up to 10 kilograms per month without paying a duty. How will customs determine the value of the parcels?

Before answering questions about determining the cost of parcels, the State Customs Committee noted that Decree No. 40 did not change anything in terms of determining the customs value of imported goods.

How is the State Customs Committee going to determine the cost of parcels? Will you need to provide some information about the actual purchase amount or will you track online payments? For example, I ordered goods on AliExpress for $ 2-3. Upon receipt of the parcel, the sticker that was on the package had an amount of $ 10 (apparently, this is already taking into account duties and shipping by the seller), and I only find out this final amount when I receive the parcel, and not when ordering.

The calculation of the customs value is made on the basis of the documents accompanying the parcel, as well as the declared value of the international postal item (IGO), which is indicated by the sender in the documents established by the acts of the Universal Postal Union.
