And when we return, we densely fill the empty space in the suitcase with purchases: imported things and perfumes, souvenirs and simply things that "can come in handy everywhere." But the question is: will they let this pass at the border ?! What if there are import-export restrictions on some goods?

So, what can and cannot be exported from Belarus.

By law, there are only one rules for crossing the border. In practice, however, they are slightly different depending on the country of destination, i.e. the one you intend to travel to and the border crossing points.

So, if you decide to visit the CIS countries by plane, then crossing the border at the airport is more loyal. If the baggage is checked, then it is selectively, and only in extreme cases, if a person causes distrust in the eyes of customs control. A similar rule applies to group tourist trips to Turkey and Egypt. Upon returning from all these countries (CIS, Turkey, Egypt), the customs do not look closely at your luggage. However, do not forget about the possibility of selective inspection.

But when flying by regular planes to the same Turkey or Egypt, there are strict customs rules, as well as for traveling abroad. In this case, the baggage of all passengers will be checked carefully and in accordance with all standards.

But the control of the customs services of land borders is especially famous, mainly when our citizens enter Belarus (Belarusians never return home with empty bags :) They will thoroughly check not only the car and your luggage, but also the contents of your pockets, which should also not exceed the established ones. norms.

There is a general rule for goods imported into Belarus (at all borders, including at the airport): their amount should not exceed 1,500 euros and 50 kg per one (!) Person.

Most people believe that if they buy something abroad for themselves (for personal use), then it will not be subject to duty. And here they are grossly mistaken.

What is allowed to be transported and in what quantities?

All of the above norms do not apply to used goods with obvious signs of their use (scuffs, malfunctions, traces of wear, missing tags and labels, etc.), as well as to clothes that you are wearing (taking into account weather conditions and the season ). However, a large number of such items, often moved across the border, can be considered a batch of "Second-hand" clothing.

Finally, everything is decided not by the table of goods permitted for import, but by the head of customs or his deputy. So, for example, if you are driving a car with 5 people, and everyone is driving a new laptop, then this will raise suspicion at the customs. If it turns out that this car is driven in this way every month, only changing people, then this fact will be considered for a consignment of goods, and not for personal items.

And vice versa, if, for example, you and your wife return from Poland and carry an oven and several meters of carpet, eventually exceeding 50kg, then you can be easily missed, especially if they see that you are extremely rare in Poland, i.e. e. obviously you are carrying the goods not for sale, but for personal use.

The decision of the head of customs can be based on a number of factors: the composition of your family, the usual human need for this kind of goods, place of work or lack of it, the purpose of the trip, the frequency of travel, the range of goods and other factors.

If you clearly exceed the norms of the permitted import of goods, then you will have to pay customs duty. Therefore, be sure to always keep receipts for all goods !!! The document confirming the value of the goods can be: checks, invoices, receipts of payment, contracts, specifications, etc. If you do not have receipts for the goods, then the customs will calculate the cost of the goods themselves, based on their approximate retail prices for these products (but they will exceed the price you paid in reality).

So, how much customs duty will you have to pay for goods that exceed the import rate? There are several evaluation criteria:

1. If the total amount of purchased goods exceeds 1,500 euros - 30% only of the excess amount (not of the total amount!).

2. If the weight exceeds 50kg - 30% of the amount of the product that exceeds 50kg, but not less than 4 euros per kg. Those. if according to the checks you get for a 3-kilogram package of washing powder you have to pay 0.5 euros, then this will not suit the customs. You will have to pay a 12 euro fee for this package of powder and come to terms with the idea that you will wash your clothes with “gold” powder.

For a certain category of goods, there is not a general, but an individual system for calculating customs duties. For example:
1.alcoholic drinks from 3 to 5 liters inclusive - 10 euros for each liter exceeding the norm;
2. Jewelry with more than 5 units: from silver - 10 euros per unit, from gold or platinum - 50 euros per unit, with precious stones regardless of the metal they contain - 200 euros per unit;
3. food products: from 5 to 30 kg - 2 euros per 1 kg, over 30 kg - 3 euros per 1 kg.

However, do not flatter yourself with the opportunity to pay customs duties and safely transport as many goods as you like. Sometimes customs officials may consider that the goods you brought not only do not belong to personal items, but are also a clear commercial consignment. Then the usual payment of duties will not be enough. You will have to arrange transportation as a legal entity (or an Individual Entrepreneur) with the provision of all the necessary documents. If you did not have time to issue a legal entity. person (or individual entrepreneur), then you will have to leave your goods in a special temporary storage warehouse, which, in turn, is NOT free. Therefore, you need to think 10 times before buying 8 pairs of shoes or 5 identical mobile phones, so that the purchase does not "go out of your way."

Speaking about the export of goods from Belarus, there are no peculiarities here (with the exception of the standard “drugs, explosives, ethyl alcohol, weapons” and the like). The only thing that needs to be focused on is cultural values. Sometimes, as a Belarusian souvenir, we bring a picture or family antiques in the form of an old casket as a gift, completely unaware that this work is a cultural value for the country. In this case, you will need to obtain a "Certificate for the right to export cultural property from the territory of the Republic of Belarus" from the Expert Commission of the Ministry of Culture of the Republic of Belarus.

In any case, before planning your trip or making air ticket booking, it is necessary to clarify in advance with the representatives of the customs service whether it is possible for you to export this or that item from Belarus and whether it is possible to bring certain goods for yourself. Then you will not have unexpected delays at the border and unforeseen financial waste.

Before moving on to the list of what can be smuggled across the Polish border, it is worth mentioning the sanctions for their violation. According to the degree of tightening, they can be expressed as:

  • confiscation of the prohibited;

  • deportation and a ban on entry into the EU for up to five years.

A relatively minor violation can be followed by an impressive penalty. Therefore, you should carefully read the following rules for carriage across the Polish border.

Difference between air and ground border crossings

There are differences in the norms, depending on the method of movement:

  • ground (bus, car, train);
  • by air and sea;

So, when flying by plane(and also when moving by sea) some norms increase slightly.

What is the maximum weight allowed for items?

You can carry bags across the border, the weight of which does not exceed 50 kg per person... For citizens of Ukraine and Russia, this rule applies without exception, however there is a difference for the citizens of Belarus: if the border is crossed more often than once every 90 days, the weight is reduced to 20 kilograms.

Customs rules and regulations of carriage

How many things can be transported across the Polish border?

Personal items allowed for import will not be subject to customs duties and are not subject to insurance if their total value does not exceed:

  • 150 euros for persons under the age of fifteen.
  • 300 euros for those over fifteen years old.
  • 430 euros when flying.

Such things receive the status of "temporarily imported" and must leave Poland together with their owner.

The situation with export from Poland is similar, but there is an exception for Belarusians... The legislation of the Republic of Belarus allows citizens who cross the border less than once every 90 days; import of goods is allowed in the amount of up to 1,500 euros (who does this more often - the amount of 300 euros).

How many liters of alcohol can you drink?

The rules apply to travelers who are over 17 years old... Alcohol is prohibited before this age.

You can import:

  1. Drinks with a strength of more than 22.3% vol... - 1 liter of vodka per person entering.
  2. Drinks with a strength of less than 22.3% vol... - up to 2 liters per person. However, this item does not include wine and beer.
  3. Wine(excluding sparkling wine) - up to 4 liters.
  4. Beer- up to 16 liters.

In cases of import of alcoholic beverages suitable for several points, the customs officer can calculate their average strength, and on this basis make a decision on the amount allowed for import.

What kind of tobacco products can you use?

The rules for transporting tobacco also apply only to citizens who have reached the age of 17.


When crossing the border overland, it is allowed to import:

Mostly people carry cigarettes, but remember if you carry more than 2 packs of cigarettes per person, the extra ones can be taken away from you. As for hookah lovers, we did not find information prohibiting importing it.

List of what you can from food

The following products are prohibited for import into the country:
  • milk and products based on it;
  • meat and all its derivatives, incl. lard, sausage, balyk, etc .;
  • canned food - homemade or purchased;
  • chocolate.

These rules apply to the entire EU territory for the entry of third-country nationals and are not regulated by Polish, but by common European legislation.

However, there are a number of exceptions that allow import:

  • baby food;
  • fish and products based on it;
  • fresh vegetables and fruits weighing up to 5 kg per person (excluding potatoes).

There is another nuance: ready-to-eat meat products cut into small portions (slices) can be passed across the border.


Simply put, a traveler is not deported for a lard or sausage sandwich.

There are restrictions on the carriage of caviar.(salted, ready to eat). Sturgeon caviar is allowed in quantities of 125 g / person in a hermetically sealed package.

The issue is more complicated with a small amount of home preservation.... The decision to import it into the territory of Poland will be taken by the customs officer, subjectively determining that it is "canned food" or "personal food". Our advice: it is better not to take risks and do not take with you canned meat-based food - stew and other things. Please take the vegetables.

Certain other products are also allowed for import into Poland. For example, honey or products made from eggs, etc., weighing up to 2 kg.

You can enter products for special nutrition (diet, etc.), if, firstly, their need is confirmed by a medical certificate, and secondly, the weight does not exceed 2 kg.

Other restrictions for import to Poland:

  • coffee - no more than 500 gr.;
  • coffee extract - up to 200 gr.;
  • tea - no more than 100 gr.;
  • tea extract - up to 40 gr.

The names and scope of prohibitions / permissions may change depending on changes in Polish and European legislation. For example, in cases of detection of epidemics of domestic animals and birds, additional temporary bans may be introduced.

Is it possible to import medicines and dietary supplements?

Mild-strength tablets in sizes suitable for personal use are allowed for import to Poland! Potent medicines (again in personal volumes) can only be imported according to the corresponding document from the doctor (indicating the institution, full name of the doctor, patient data, list of medicines).


In other cases, drugs containing psychotropic and narcotic substances are strictly prohibited for import.

What household appliances can you use?

Transportation of any type of equipment in the amount of 1 unit per person (without packaging) should not raise any questions - this amount is allowed. However, all these things must be declared so that when they are exported from Poland, there are no problems with re-payment of VAT.

By the way, if the equipment (mobile phone or TV, for example) was actually purchased on the territory of Poland, you will have to pay tax, but one should not forget about such a convenient refund tool as Tax Free.

When importing computer equipment to Poland(laptop) the customs officer has the right to check it for unlicensed software and prohibited content... As practice shows, such cases are extremely rare, but they still take place.

Pneumatic and other weapons

Transportation of all types of weapons is strictly regulated by the legislative norms of Poland and the EU... A firearm and cartridges for it are prohibited for import. However, sports, hunting, pneumatic and gas canisters (as well as up to 100 cartridges for them) can be imported with the permission of the relevant government agency and declared in the prescribed manner.

Steel arms(knife and stuff) import is prohibited... An exception can be made for decorative designs that are legally recognized as not of cultural or historical value, and, accordingly, have the necessary documentation.

P.S. You can bring an inexpensive tourist or kitchen knife with you. As practice shows, they do not fall under edged weapons and can be passed across the border, but not always.

The transportation of some weapon accessories to Poland and from the country presents certain difficulties.

In particular, a hunting sight (not double-acting, not installed) should not belong to the category of weapons, however, as practice shows, there were cases with import-export problems - they demanded a conclusion from the Ministry of Defense to recognize the sight as non-military.

In most cases, the situation was dealt with, and the decision was made positive, but nerves and time were wasted. This should be borne in mind.

How much cash? What can be made of jewelry?

The easiest thing is with the import of jewelry - it is allowed to carry jewelry with a total weight of up to 50 g / person even diamonds.


A little more difficult with money. This can be cash, funds in accounts or monetary precious metals. So, how much money is allowed to be transported across the Ukrainian and Polish borders? It is allowed to carry currency up to 10,000 euros, but there are two nuances:
  • depending on the purpose of entry, the minimum required amount of money can be set;
  • you can import more than 10,000 euros, but such amounts must be declared.

Money can be in any currency (dollars, pounds, etc.) - the rule applies to the equivalent of 10,000 euros.

Plants, seedlings, seeds and animals

The import of animals to the territory of Poland is possible in the presence of the necessary vaccinations, an international health certificate and a microchip with an electronic identifier established by the EU laws. It is allowed to import up to five pets at a time.

The import of plants into the country is prohibited! However, there are a number of exceptions here:

  • import of up to 50 cut flowers is allowed;
  • not rooted (felled, cut) coniferous tree;
  • up to 5 parts of coniferous wood.
Rare, endangered species of both plants and animals can be imported only with the appropriate permission of CITES (the body that supervises the implementation of the international convention on trade in rare species).

As for the opposite - the export of plants from Poland, as well as their seeds and seedlings (not on a commercial scale), then the Polish customs is loyal to this, however, both Ukraine and the countries of the Customs Union require a phytosanitary certificate.

From experience we can say that his labor costs for registration of non-commercial parties make this process meaningless. But for yourself, you can buy seeds and bring home.

Other goods

The import and export of spare parts, furniture, petrol or power tools and similar goods to Poland is subject to the general rules: for an amount not exceeding 300 euros and a weight not exceeding 50 kg per adult.

As already mentioned, air travel increases the cost, however, not all things can be allowed on the plane according to the rules of the airlines.

What is forbidden to carry?

Definitely banned:

  • drugs;
  • radioactive, incl. infected, elements;
  • explosives;
  • potent poisons.

Despite the impressive amount of information, it is not only possible, but also necessary to deal with the issue of permitted entry-exit. Any ignorance can lead to penalties, up to and including deprivation of the right to visit the EU for several years.

How to bring animals to Poland

You can bring 5 pets through Polish customs at a time. Breed, age, species do not matter. Also, Polish customs officials require a veterinary certificate from the owner of the animal, issued no later than 5 days before the animal arrives in Poland. Animals can be transported to Poland through certain checkpoints. If any documents or vaccinations are missing, they can be done by the veterinarian on duty at customs. Non-EU citizens are treated strictly at the border. Foreigners can bring a limited amount of food and personal belongings into Poland for a certain amount. Commodity units imported into the territory of the state must meet the following requirements:

It is allowed to bring non-narcotic medicines for personal use to Poland. When calculating the cost of things, medicines are not taken into account. What is considered personal

When going to Poland, be sure to familiarize yourself with the customs regulations. The decree allowing the import of personal belongings for a certain amount sounds vague. If the imported things are more than what is required, this should be reported to the customs officer orally. The employee will calculate and provide the foreigner with a receipt for payment of tax and customs duties. A foreigner will need to attach a list of taxable items when making customs payments of more than 5 thousand euros. The listed goods must be taken out of the state when the tourist leaves.

Import ban

It is forbidden to import meat, milk, chocolate, stewed meat, sausages to all EU countries, including Poland. The exception is special medical canned food, baby food, provided that the product is packed in a tight container, has a weight of less than 2 kg.

Important. If prohibited goods are found at the customs, the offender will be fined, and the products will be confiscated.

Restrictions on the import of food and beverages

and all the other large ones that you will declare, no more than 1 piece per calendar month (if you drive once a month or more):

1. In this clause, one unit of items means goods that are traditionally used in a non-unitary quantity, for example, 2 (4) tires, 4 car mats.

To declare or not, to go to the green or to the red channel?

If you do not have large purchases, then you can safely go to the green channel, without a declaration. But then why did you ask if you made a visa for shopping? :))

Large purchase or not? Here you need to proceed from logic. If you are carrying some food, clothes, a couple of pillow plates, then you have nothing like that. If you have household appliances, building materials and other large-sized items, then declare it in red.

In general, especially harmful customs officers can turn from green to red because of two pairs of shoes that they ask to declare.

New rules and regulations for the import of goods introduced in 2020

If a detailed composition with a description of the components is not indicated on the packaging of things that you import into the country, they may not be allowed through customs. Even if you are importing permitted chicken or beef, in the absence of detailed information on the contents on the package, they will be prohibited from import.

It is very difficult to bring live plants, seedlings and seeds to the territory of Belarus.

Currently, the legislation obliges to subject all plants and seeds to phytosanitary control. It can take an extremely long time, which will completely kill your desire and motivation to wait for an import permit.

Restrictions on the import of kitchen and household appliances to Belarus

These restrictions came into force after Belarus entered the Customs Union with Russia and Kazakhstan. Now, according to the new rules, you can import one piece of equipment belonging to the class of kitchen or household appliances once every three years. Goods imported for personal use

Once every three months, you have the right to import goods for personal use, the total value of which does not exceed 1,500 euros and the total weight does not exceed 50 kilograms. The only exception is crossing the border at the airport. For air travelers, an increased limit of 10,000 euros has been set. Household chemicals and detergents can be imported only in large packages weighing 3 or more kilograms. And no more than three packs at a time.

Remember, alcoholic beverages are not included in this category. A separate limit is set for it, equal to three liters. You can import a maximum of 5 liters of alcohol, while you will have to pay 10 euros for each liter of excess of the free import norm.

Restrictions on tobacco products: 200 cigarettes, or 250 grams of packaged tobacco.

Important: absolutely all goods whose weight exceeds 35 kilograms are subject to mandatory declaration and you will have to pay customs duties. You will also have to declare goods that do not fall within the allowed limit of 50 kilograms. The size of the duty will be about 30% of the market value, but not less than 4 euros per kilogram.
