Social partnership in the activities of libraries: a conceptual-empirical approach

Fundamental changes that took place in all spheres of life in our country at the turn of the twentieth and twenty-first centuries led to the fact that in Russia a new system of principles and norms is being formed that regulate the interaction of individual economic entities. One of the democratic institutions that ensure the balance of interests of various structures of society today is the institution of social partnership, which has been developing in Russia over the past decade. The interests and rights of social, corporate and regional groups are being formalized, the institutions of representation that are adequate to them, the legal and regulatory framework are being formed, and the practice of collective contractual regulation is being developed. Library and information institutions as a constituent part of the sociocultural space are subject to the objective laws of social development. Communicative links "library-society" have the prospect of development precisely in the form of a system of social partnership, and for a number of objective reasons, the library often becomes a driving force in the development of partnerships. Determining the position of the library in social partnership at the present time, when the reform of the local self-government system is taking place, is of priority importance. Municipal libraries are faced with the task of transforming activities in accordance with the most pressing problems of the local community. The solution to this problem contributes to overcoming by society the stereotype of seeing libraries only as leisure institutions and public awareness of their capabilities as resources for the development of civil society. One of the aspects of strategic planning of library development is the formation of social partnership in the internal and external library space.
Among the objective factors of the participation of libraries in the system of social partnership, one can single out: firstly, the presence of a civil society and a stable trend in the development of democracy. This condition is decisive for the emergence of the entire system of social partnership as a whole. The institution of social partnership in Russia is in its infancy precisely because of the insufficient development of civil society. On the other hand, without the consolidation of regional and local communities, their active cooperation, it is impossible to build a civil society; secondly, the presence of subjects who are mutually interested in partnerships.
The library today is the institution that accumulates the interests of wide layers of society. This is due to the possibility of cooperation with a variety of institutions, organizations, movements. Social partnership can solve the problems of the local community in various ways. Thus, among the partners of the libraries of Stary Oskol, Belgorod Region, one can single out: organizations of culture, education, mass media, public organizations, municipal authorities, commercial structures. The versatility of library activities allows you to simultaneously participate in partnerships not only with one partner, but also create multilateral partnership projects that combine the efforts of several partners to solve common problems. An example of multilateral social partnership of libraries of the Central Library System of the city of Stary Oskol is the city-wide project “Read - do not slow down!”. The goal of the project is to attract young people from 14 to 17 years old to read fiction, was achieved thanks to the cooperation of the youth library with the editorial staff of the youth newspapers Vecherny Oskol, Vesnushka, the staff of the Theater for Children and Youth, the Center for Culture and Art, municipal secondary schools , Department of Culture of the City and District Administration.
Thirdly, the presence of organizational and legal mechanisms and procedures governing social interaction. In terms of legal support of social partnership, libraries have accumulated a certain amount of experience. In Stary Oskol, for example, a package of documents has been developed and put into practice that regulates relations between the libraries of the Central Library System and the founders represented by the Department of Culture. There is a collective agreement between the administration and the staff of the Central Banking System. There are a number of agreements between the library and higher educational institutions of the city. But, as a rule, the normative documentation does not reflect all possible aspects of the state of the theory of social partnership at the present stage.
Along with the designated objective factors, the prospects for the development of social partnership are determined by a number of subjective (internal) factors. One of them is the awareness of the library staff of the need for a partner. Expanding the range of library, consulting, educational and library services, improving library activities, increasing the competitiveness of libraries in the information services market, social demand, the need to develop library resources entails the need to choose the optimal partner in each case. So, for example, when carrying out book-reading or charitable actions, informational support of the media is necessary. Libraries are able to initiate the role of a social partner of both the municipal government and the local community, which, in particular, is demonstrated by the experience of the Center for Legal Information of the central city library of Stary Oskol. Another subjective factor is the rethinking of the traditions of cooperation. The concept of "social partnership" is fundamentally different from the traditional collaboration between libraries. As a rule, the framework for coordinating activities was limited to communicative relations with other institutions of culture and education, without taking into account economic and legal aspects. This cooperation was regulated, first of all, by the directive leadership of the higher authorities. The functioning of social partnership presupposes the emergence of equal horizontal ties. Libraries are now increasingly acting as equal partners of municipal authorities. An example is the cooperation of Stary Oskol libraries with the territorial council of deputies. Libraries act as public receptions of deputies, accepting and analyzing the orders of voters, providing the necessary information about the course of the election campaign. In turn, the libraries received computer and duplicating equipment for better performance of this work. The next factor is the mutual responsibility of partners. Ideally, the establishment of a partnership should include the identification of effective sanctions for breach of obligations. This factor seems to be quite significant, but it has not received application in the practice of contracts of the Starooskolsk Central Bank System. And, finally, the last factor is the correspondence of the internal potential of the subjects to the tasks and goals of social partnership.
The library's significance as a participant in social interaction largely depends on the content of its social potential. Let us emphasize that it is possible to build an effective system of social partnership only by analyzing the internal possibilities. In this case, the following assessment criteria can be distinguished: determining the stage of development of the team, assessing the socio-psychological atmosphere, motivation for the participation of the team in social partnership.
The level of professional development, information resources, the material base of libraries should correspond to the tasks and goals facing it as a participant in social partnership. The strengths of the internal potential of interacting actors should complement each other and promote mutual development.

3. Cooperation of the library with other organizations and enterprises

Libraries need contacts with many partners to perform their functions successfully. Thanks to out-of-library contacts, the library's capabilities are increasing, and its scope is expanding. These contacts give libraries additional weight in society, contribute to the realization of their main purpose.
Based on the local conditions of functioning, the following groups can be distinguished: representative authorities, cultural authorities, other cultural and educational institutions of the city, libraries of other departments, educational institutions, publishing and bookselling firms and shops, the media, technical support firms, public foundations and organizations.
Thus, the Entrepreneurship Support Fund and its Small Business Support Center are actively involved in the issues of placing municipal orders among small businesses in Glazov. A survey of city entrepreneurs is being conducted in the interests of the fund's development. The fund contains registration data of small enterprises (230) and entrepreneurs of IHP and BOUL (3500), but the database requires revision, since those who have ceased activities are not tracked (there are more than 2/3 of them).
Together with the Library and Information System, it is planned to create and maintain the Foundation's website, as well as conduct a survey of entrepreneurs with the involvement of library specialists (a system of encouraging respondents who agreed to answer the questionnaire in libraries has been developed).
There is a Multiplication Center in Cherepovets, which performs printing work and work on filling out certificates of income. And this also fits into the profile of the business information department of the municipal library.
In addition to the libraries of the city CLS, other libraries also function in Cherepovets. This is the Severstal scientific and technical library (transfers a bulletin of new acquisitions to the Central City Library), the Severstal public library with branches in the shops), the library of the trade union committee of the Cherepovets Steel Rolling Plant, a small scientific library of the Cherepovets Museum Association, the scientific library of the Cherepovets State University and the library of the Metallurgical College.
The niche occupied by the Central City Library in the environment of these library structures is quite peculiar. Among other libraries of the city, there is not a single one that can compete with the Central City Library in terms of the entire volume of information services provided to the population.
The Library and Information System of Glazov also has contacts with the Udmurt Regional Agency for Small Business Support (the holder of databases for the republic) and the marketing center "Udmurtia-Moscow" (marketing research of regional markets, the results of which are of interest to city entrepreneurs and intermediaries in search partners in Russia and foreign; it is planned, with the involvement of specialists from UdSU, the work "Balance of economic and economic relations in the city" - who sells what and, most valuable, who buys what). Cooperate with the local museum of local lore and the Itamkar museum (excavations of an old Udmurt settlement)
In the premises of the Glazov Central Library, a computer salon is located, which provides (for the rental of premises) computer time for the library staff (training, input / modernization of the electronic catalog) and (for a fee) - for the population and schools of the city. The salon has an Internet access channel, which is used by the BIS staff.
Laishevskaya Central Library also cooperates not only with local government councils. In 1997, the Laishevskaya Central Library, together with the Ministry of Agriculture of the Republic, signed an agreement on the creation of the Regional Service for Monitoring the Resource and Technical Market.
At present, part of the work has been done - a database of all enterprises in the region has been created with the indication of bank details, legal address, data of the administration of the enterprise (director, chief accountant, chief economist), telephone numbers. Work is to be done on the creation of a database on these enterprises with the inclusion of the nomenclature and prices for manufactured products and services provided by the databank of the needs of regional enterprises in material and technical resources, investments, scientific achievements and advanced experience.
Such information in today's conditions is simply necessary, because it is a reliable partner for small and medium-sized businesses, firms, organizations for which it is inexpedient to maintain a specialized information department in their staff, since for this it is necessary to have both the equipment and well-trained personnel.
In such a situation, the effectiveness of intermediary services is manifested. The Laishevskaya library can provide the client with information that is unique in terms of subject matter, information that is difficult to access by location. Already today, for the workers of the agro-industrial complex, a database of the Information and Consulting Service of the agro-industrial complex of the Ministry of Agriculture has been created and is working on the problems of animal husbandry, crop production, marketing, economics and education, accounting, and on legal issues.
This database is used not only by agricultural workers. It is actively used by students of the Laishevsky agricultural college, vocational school. Local government councils use this base mainly on issues of jurisprudence, economics, agriculture.
There is an agreement with the Ministry of Agriculture to install a computer with a modem, with the help of which the Central Banking System will be able to use the data banks of the central monitoring service of the Ministry of Agriculture of the Agro-Industrial Complex of the Republic of Tatarstan and for the operational exchange of information. At present, the modem has not yet been installed, the Ministry systematically sends the library "Info-express: Demand, offers, market overview, prices" and "Information and methodological bulletin", which are actively used in their work.
And the data of reviews of legislative documents Library and Information Center (BIC) of the Vyborg district of the Leningrad region. are used by the paging company "Maltiton-Dals" to send brief information to subscribers' pagers.
At the Dzerzhinsky library there is a public organization "Dialogue", whose women's club actively cooperates with the committee of soldiers' mothers (conscription, hazing, service in hot spots). Some of the "parent" documents end up in the library funds. Dialogue conducts seminars on women's issues and gender issues and research. The library mainly provides a cultural program, communication. Information support is minimal. It is planned to work with the "Mercy" center to provide services (including informational services) to disabled children and children from large and single-parent families.
The Center for Computer Development of PetrSU installed the IPC "Code" in the Belomorsk Central City Hospital, which made it possible to start informing the population, enterprises and organizations of the city on legal issues. The library provides the Center with documents from the local self-government bodies of the Belomorsk region for their inclusion in the Karelian "Code".
Cooperation with the National Bank of the Republic of Kazakhstan and the Belomorsk branch of PetrSU made it possible to introduce electronic delivery of documents, which significantly expanded the possibilities of obtaining information and accelerated it. The funds of the National Library of the Republic of Karelia are fully open to readers.
Library of Belomorsk receives materials from the Association of Local Self-Government of the Republic of Karelia.
Together with the Society of the Blind, the Program “White Sea Central Hospital as a Local Information Center for the Blind and Visually Impaired” is being implemented.
A special group of organizations - real and potential partners and consumers of the services of the municipal library - is made up of municipal and social services, committees, the Department of Education, and public organizations. In addition, joint projects are being developed with these organizations for the benefit of third organizations (or users).
Thus, the Central City Library of Cherepovets cooperates with municipal and social services. An agreement has been concluded with the tax inspectorate on joint activities for the exchange of information resources (periodicals, book collections, electronic versions of Rossiyskaya Gazeta and Ekonomika i Zhizn; on the formation of the book fund of the State Tax Inspection; informing the State Tax Inspection at the request of their employees. declaration campaign using the "1C Taxpayer" program established in the ODI to fill out certificates of income of individuals handed over to the State Tax Inspectorate by employers. with the help of which the applications of the city's enterprises are fulfilled and certificates for individuals are filled out.
In the Berezniki branch of the Northern Territorial Department of Environmental Control, one of the first in the region (MGIS) began to be created. In addition to the environmental block, MGIS includes information on land use, taxation, urban facilities, and the history of the city. This municipal geographic information system was installed in the Business Information Office of the Central City Hospital in Berezniki.
Relatively recently, branches of the Department of the Federal State Service for Employment of the Population began to open in cities and regional centers of Udmurtia. Libraries of Glazov and Izhevsk were wary of the new organization, but then the realization of the unity of purpose came. After all, the employment service and libraries perform the function of socialization of the individual necessary for society, and specifically one of its directions is professional animation.
Two big problems are being solved jointly: providing the population with factual information about the situation in the professions market, the possibility of obtaining education and professional advancement; as well as training of personnel for work in the libraries of the city.
Collaboration significantly expands the capabilities of libraries, which leads to the emergence of integrated forms of work, such as, for example, the "Fair of Learning Places". Traditionally, together with the employment service in the city libraries, a local event "Applicant's Day" is held. All secondary and higher educational institutions of the city, the Center for Social Protection, representatives of the military registration and enlistment office and the Ministry of Internal Affairs, specialists of the youth exchange and the Center for Youth Education take part in it.
Each educational institution provides information on the conditions of admission. The program includes consultations of specialists from the employment service; for example, with the help of the computer program "Profi", graduates are helped to choose the area of ​​their future professional activity. Library specialists assist in the selection of the necessary literature, offer an exhibition-viewing, reviews of manuals, articles and other materials on the topic "Education", consultations with a psychologist. For two days, the library turns into an anthill, students from schools in the city and nearby districts come here.
Holding events has another plus for the library. Participants leave their information packages as a gift, which allows them to constantly replenish the factual database. And applicants who did not get to the "Fair" have the opportunity to use the collected materials. This is how the library tries to create conditions for an increased level of informing users about the problems of choosing a profession.
A municipal library can have all sorts of competitors: by types of customer needs, by services, similar in type, type, modification. In many cases, these are specialized (commercial, municipal, state) information services. Central banking system "Kievskaya" has competitors, as a rule, at the city level, since there are simply no information services in the region like it. And the population of such a megalopolis as Moscow, turn to specialized firms for serious services related to information, regardless of their location. And who are the competitors of libraries in cities - zones of approbation?
For example, there are competitors of this kind for municipal libraries in the field of legal (legal) provision of the population.
In Glazov, the Union of Young Lawyers provides legal advice to the population. The Youth Legal Center provides free legal advice based on the Codex system. There is very little real work, but for the library it is a possible channel for obtaining lawyers to advise users of its legal system. Agency "Respublika" also conducts paid legal consultations for socially unprotected segments of the population.
There is a private legal service in Izhevsk, in addition, residents can always use the services of the legal department of the district administration. This is the opinion of the administration; accordingly, it has no need to create something similar on the basis of the library.
Within the framework of the "Knowledge" society, a branch of a public institution of the PLO in Vologda, by means of veterans of law enforcement agencies, conducts free legal consultations for low-income citizens. The "Knowledge" society itself conducts seminars for entrepreneurs: Start your own business, Changes in accounting, Instructions on the procedure for spending the funds of the social insurance fund of the Russian Federation.
However, the library should pay attention to the fact that in spite of the fact that legal databases are sufficiently fully represented in Vologda, there is no representation of the Code in the city yet.
And in Dzerzhinsk there are still no representations of the main reference legal systems. Existing licensed installations are accompanied by firms from Moscow or Lyubertsy. Meanwhile, municipal libraries have the opportunity to apply for help in setting up a Legal Information Center from the RFPR and FAPSI. As for "Consultant Plus", this ATP can be delivered to the library free of charge.
The library also has competitors in the field of computer technology.
There is a Children's Computer School in Vologda, organized in the Center for Business Education. The list of specialties taught by this Center includes: Manager of a computer company, User of 1C software product, professional PC user, office manager who owns a PC.
Similar computer literacy courses operate free of charge at the Employment Center.
It is possible that the Central City Hospital, being equipped with a sufficient number of computers for organizing a computer class, could undertake teaching the basics of computer literacy for both children and adults.
There are several computer companies selling computers, components and consumables (Bit-Service, Computer Systems, Parity, Seven Five, Hanussen, Info, Techinform Computer Technology Center), as well as business software (Remex Center, Seven Five).
Libraries of a higher level located in the same city as municipal libraries, which can become a more serious source of information for local authorities and the business part of the city population, can also be regarded as a kind of competitors. In Vologda, this is, of course, the Vologda Regional Scientific Library. This is primarily determined by the rich funds of the library, the availability of specialists, and, of course, the location of the library directly in the center of the city, next to the authorities.
In Izhevsk, this is the National Library of Udmurtia, located across the street from the Central City Library. The National Library of Udmurtia is built into all republican projects (for example, "Automation of Libraries", "Preservation of Funds", "Rural Library" together with the Ministry of Agriculture), has immeasurably better funds, personnel, funding. He works with the presidential representative in the Volga Federal District, actively prepares materials for the president of the republic and the government. Although there is a project of the parliamentary library and the library of the President of Udmurtia, the National Library performs this function as well. However, the National Library does not work with local government documents. And this gives a positive chance to the municipal library.
When talking about competitors of the municipal library, it should always be borne in mind that the task of the latter, as, indeed, of any other organization, is to find a way to transfer competitors to partners.

A LITTLE ABOUT THE LIBRARY

The mansion on Sovetsky Prospekt, 14 is well known to the residents of Vologda. On September 1, 1970, a regional children's library was opened in this house, an architectural monument of the 19th century. For over 35 years, the library has been welcoming readers of all ages, trying to satisfy their varied interests and tastes. Toddlers come here with their parents to choose a book and enjoy reading aloud in the evening. Teenagers are in a hurry in search of the necessary literature on a variety of topics. You can often meet whole delegations from schools and kindergartens - they are participants in the events held in the library. Adults who educate and educate the younger generation do not bypass us either.

The modern children's library is an open world focused on the living and changing needs of the child. Thanks to new technologies, the information capabilities of the library are increasing, interaction with various organizations and departments is being strengthened. New structures are being created in libraries, and readers' requests are being specialized and expanded.

The Vologda Regional Children's Library (VODB) is characterized by two directions: social partnership and active project activities... The interaction of the library with state and public organizations allows equally successfully solving traditional issues of professional activity and actively working on the implementation of innovative projects.

In 2007, a new division was created in the library - the Department library innovations... Search, creativity, movement forward - the principles of his activity. We look for and find non-traditional forms of work, study, generalize and implement best practices into practice.

Library Innovation Department:

Studies and analyzes the experience of innovative activities of libraries of the country, region, creates programs for the introduction of innovations in the activities of the VODL;

Provides organizational and methodological support for the program and project activities of the library;

Organizes general library public actions;

Cooperates with various institutions and organizations dealing with the problems of children and adolescents.

One of the activities of the department is building partnerships with government agencies, social services, educational institutions of the city and region, as well as with various institutions and organizations dealing with childhood problems.

LEGAL PROGRAMS

Finding himself in difficult life situations, a child is often left alone with his problems and is forced to take care of his rights himself. Sometimes, unfortunately, choosing the wrong and not entirely legal path. In our region - one of the first - the position was introduced child ombudsman... And in September 2004, under the government of the Vologda region, Child Rights Service.

Tasks of the Service:

Control over the observance of the rights, freedoms and legitimate interests of children living in the region;

Work to restore the violated rights, freedoms and legitimate interests of children.

It should be noted that not all regions of Russia have child rights services. The Children's Rights Service of the Vologda Oblast government works with the governor and his deputies, and therefore has administrative levers to protect the rights, freedoms and legitimate interests of children.

Children's Ombudsman Valentina Aleksandrovna Golovkina is a frequent visitor to the library. She assists the library with books and teaching materials on legal topics, takes part in events aimed at developing a respectful attitude towards the law in children and adolescents.

In 2004, the library began business cooperation with the regional representative of the ConsultantPlus company, Business-Soft LLC, within the framework of the non-commercial project “Information Support Program for Russian Libraries”, thanks to which the library installed and weekly updated databases of the family of reference legal systems (SPS) “ Consultant Plus". The company provides preferential access to its information resources, trains library staff to work with reference legal systems, provides the library with the necessary educational and methodological literature on the systems of the ConsultantPlus family.

Our visitors can independently work with electronic databases (three computer places for users - in the department of documentary and informational support of education). If it is difficult for them to navigate on their own, then they receive the necessary information with the help of a consultant (one computer place in the methodological department, one in the information room, one in the department of children's reading leaders). We provide information not only to children, but also to parents, educators, educators, students, as well as all interested parties.

Practice shows that children use not only traditional printed editions: they easily and with pleasure turn to electronic sources.

A very large number of requests are related to the thematic selection of official information. The requests are very diverse - from the tasks solved by human rights organizations to the benefits provided to children with disabilities.

The library staff have developed and are conducting events for readers using the ConsultantPlus ATP. During these events, working with documents, schoolchildren of the city receive knowledge about the basics of the legal system of the Russian Federation, the state and economic structure of the country, and international human rights law. All this information is useful for schoolchildren in cognitive terms, as it contains many definitions and concepts related to various aspects of the life of the state and society.

In September 2006, the library took part in I Regional competition "For the best use of reference legal systems" ConsultantPlus "" organized by the regional representative "ConsultantPlus" LLC "Business-Soft". The competition was held in absentia, assessments were made according to the following criteria:

Presentation by the participants of photo and video materials for the design of special workplaces;

Carrying out events using the ConsultantPlus ATP, seminars to train readers to work with the ConsultantPlus ATP;

Knowledge of the library specialists of the ATP "ConsultantPlus";

Number of requests for legal information made with the help of the ATP ConsultantPlus.

26 regional libraries took part in the competition. The regional children's library took second place in this competition.

Since 2007, our library, together with the Department of Education of the Vologda Region and LLC "Business-Soft" Regional legal competition for schoolchildren.

The purpose of the competition is to increase the level of legal culture of the individual.

The regional legal competition is held annually in three stages:

District correspondence;

Intermediate - training the winners of the district stage to work with the SPS "ConsultantPlus" and the implementation of practical tasks using the system (carried out on the basis of district libraries and / or educational institutions);

Regional (final).

To participate in the first, correspondence stage of the competition, it is necessary to send written answers to two questions to the organizing committee: practical and theoretical.

In 2008, in order to draw the attention of high school students to events in the political life of our region and the country, the theoretical question was formulated as follows: “Do you think participation in elections is a right or an obligation? Justify your answer. " The practical issue required the ability to legally draw up a receipt correctly. The works of the participants of the competition showed the importance of legal knowledge in the life of modern society. The organizing committee received 200 works from 17 districts of the region.

Based on the materials of the Regional Legal Competition, the library has published a collection of creative works of 10-11th grade pupils of the Vologda Oblast schools "Elections through the eyes of future voters". The solemn ceremony of summing up the results of the competition took place in May in the Legislative Assembly of the region.

We believe that the library, in cooperation with the regional representative of the Union of Right Forces "ConsultantPlus", actively uses the information resources it has.

COOPERATION WITH EDUCATION

A cooperation agreement was concluded between VODB and Vologda Institute for the Development of Education... Within the framework of the agreement, the following goals and objectives of joint activities are determined:

Attracting the attention of the public and government agencies to the support and development of reading for children and adolescents, parents, teachers, librarians;

Reviving the value of reading, increasing interest in books and literature, developing children's literary creativity;

Creation of a system of informing the population on issues of children's and family reading, selection and application of the most effective forms and methods of work, exchange of accumulated experience;

The library continues to cooperate with institutions of general and additional education... We provide methodological and organizational assistance to teachers in holding large city events of various kinds. Throughout the year, the library staff conduct cycles of events for various library programs.

Since February 2008, VODB has begun to conduct for the Vologda schools the action "Day of the regional children's library at school".

Tasks of the action:

Demonstrate the library's capabilities and information resources;

To intensify cooperation and unite the efforts of the school and the library in the upbringing, education and cultural development of young citizens.

On this day, the library staff, arriving at the school, acquaint teachers with book novelties on teaching methods and extracurricular activities, as well as with methodological materials of the VODB. Literary games, library lessons, music lessons, and periodical reviews are offered for students of all ages. The new form of work turned out to be interesting, relevant and in demand: new readers appeared in the library, attendance increased. We are confident that holding such events in the city's schools will become a good tradition of VODB.

CHILD WITH A FAMILY AND WITHOUT A FAMILY

The children's library also cooperates with social service institutions for families, women and children: Territorial center for social assistance to families and children and social rehabilitation center for minors "Phoenix".

One of the activities Territorial center for social assistance to families and children is work with children on health-improving, rehabilitation, preventive, correctional programs. For the rehabilitation group of the day stay "Chance", for adolescents who find themselves in difficult life situations, the library specialists have developed a series of events on legal topics "In the Name of the Law". Here are the main topics of conversation:

1. Misconduct. Offense. The crime.

2. Criminal liability of minors.

3. Stop at the criminal line!

In these classes, the children get acquainted with their basic rights and obligations, find answers to the relevant questions (What is a right? What are the rights? Where are they recorded?); show their knowledge in the field of the rights and freedoms of the child; discuss situations related to violation of these rights. We try to help the child not to be left alone with their problems, together with them we look for answers to the most important questions, we try to teach them to distinguish good from evil. A serious and confidential conversation with a teenager about his rights and responsibilities within the walls of the library helps to form the correct life guidelines.

Socio-rehabilitation center for minors "Phoenix" is another institution where children are not only provided with medical and psychological and pedagogical assistance: here they can also live and eat around the clock. His pupils are frequent guests of the library. The guys take an active part in all competitions that she conducts. Working with the social rehabilitation center "Phoenix", we made sure that there are no difficult children. There are children with “free”, unrealized energy, which is important to direct in the right direction. All the activities carried out for the children of this center contribute to the creation of a healthy moral and psychological climate, a benevolent style of relations - everything that helps in the formation of the correct life position.

The library also has experience of cooperation with special educational institutions for closed minors. This is, first of all, Center for the temporary detention of juvenile offenders (TSVNP). There are children from 8 to 14 years old. It is at this age that the formation of character and the formation of personality takes place. And on how this period in a person's life will develop, his future largely depends. Therefore, when working with this institution, we see our task in creating conditions for the "entry into life" of children with behavioral disorders.

The library provides professional assistance to TsVSNP, using many of its inherent library and information forms and methods. The children find the puppet shows prepared by the library staff especially fascinating. For example, "The Lord of Dust" - on the ecology of the home, held for World Health Day, and "Book - The Eighth Wonder of the World" - for Children's Book Week. Juvenile delinquents are very worried about the puppet characters, they lively answer the questions of the quiz. At first, such a reaction to the performances was unexpected for us. It is very pleasant that we were not mistaken in choosing this form of work. Children of this category are deprived of the warmth and attention of adults, so at such events they are grateful listeners and interlocutors.

HEALTH AND AROUND IT

For many years, VODB has been working in conjunction with medical and preventive institutions of the region and the city in the field of promoting a healthy lifestyle. Acting in this direction, we managed to establish contact with the children's and adolescent service of the Vologda Regional Narcological Dispensary and continue cooperation with Regional Center for the Prevention of Infectious Diseases and Regional Center for Medical Prevention... Specialists from the prevention departments of these institutions have prepared thematic booklets that we use in our work. They contain information on HIV / AIDS, drug addiction, hepatitis, STI 1, intended for adolescents, their parents and teachers.

Every year on June 1, International Children's Day, the library holds action for the International Children's Day and asphalt drawing competition.

In recent years, on this day, in the children's park opposite our library, employees of the Regional Center for Medical Prevention for Adults and Children are opening: a tent equipped with medical equipment is being set up, where everyone can measure their height, weight, blood pressure and receive individual advice. Children's librarians organize and conduct outdoor games, contests, quizzes for the participants of the action, test the children’s knowledge of the rules of a healthy lifestyle and human hygiene. Everyone who attended the event is offered booklets and leaflets that promote a healthy lifestyle, prepared by the library in cooperation with doctors.

Annually, together with the Regional Center for the Prevention of Infectious Diseases and the Department of Medical Prevention of Polyclinic No. 1 in Vologda, on the eve of the International Day against Drug Addiction and Drug Trafficking, a competition for children's posters promoting a healthy lifestyle, "I choose life!" Is held. The competition is attended by children attending summer city and school camps, social and rehabilitation institutions.

Since 2006, the library began to cooperate with child and adolescent service of the Vologda Regional Narcological Dispensary... In a very interesting and exciting way, joint events are held in the library - trainings on the formation of healthy lifestyle skills.

“My health” is the name of a group lesson for schoolchildren in the city. The main goal of the event is the prevention of drug addiction, substance abuse, tobacco smoking. Teens are encouraged to come up with healthy lifestyle advertisements. The children themselves prepare advertising posters "Healthy Nutrition", "Healthy Family", "Healthy Rest", "Health and Sports". After completing the assignment, teenagers present their creative projects. The event ends with an advertising campaign in favor of health and an active, fulfilling life. The training also contributes to the development of the ability to defend one's position in life, teaches to overcome difficulties.

Within the framework of the regional campaign "Quit smoking and win!" and the library program "Life Style - Health!" in February 2008, the VODB and the Vologda Regional Center for Medical Prevention announced regional competition of children's creative works "The new generation chooses a healthy lifestyle!".

By organizing this competition, we set ourselves the following tasks:

Promotion of a healthy lifestyle;

Prevention of the use of psychoactive substances;

Development of creative abilities in children and adolescents.

The competition was held in two nominations:

"My family - for a healthy lifestyle" - competition of drawings and posters.

“Youth against tobacco” is a slogan competition (a slogan is a short slogan expressing some kind of judgment; a concise, clear and easily perceived formulation of an advertising idea).

In the nomination "My family - for a healthy lifestyle", more than 200 works were submitted for the competition. These are drawings and posters made in a variety of techniques (pencil, gouache, watercolor, pastel).

I was glad that children of all ages (from first graders to graduates) from 13 districts of the region and the city of Vologda took part in the competition. It was not easy to determine the winner: all the children tried very hard and tried to show the importance and necessity of observing the laws of a healthy lifestyle.

After reviewing and discussing the submitted works, the competition committee, which included representatives of the Vologda Regional Center for Medical Prevention and the Vologda Regional Center for the Prevention of Infectious Diseases, determined the winners in three age categories.

Since 2008, within the framework of the library program "Life Style - Health!" library specialists together with medical psychologists conduct traveling seminars "Health as a personal resource" for managers and employees of children's libraries of the region, workers of social and medical services. The participants of the seminars get acquainted with a literature review on the topic "Healthy lifestyle", discuss the impact of diet and physical activity on human health, get acquainted with the risk factors for the development of non-communicable diseases. We are sure that such preventive work should be carried out only in close cooperation with specialists, strictly observing the principle “Do no harm!”. Only in this way, reflecting on serious and childish problems, children will be able to learn to appreciate and love life.

Improving the forms and methods of library work, expanding the range of services provided, increasing competitiveness in the specialized market, on the one hand, and the need to develop resources on the other, create objective prerequisites for the participation of libraries as one of the full-fledged partners of social cooperation.

A modern library is an institution that accumulates the interests of almost all sectors of society. The gradual formation of the foundations of the rule of law, ensuring the transparency of the activities of power structures at different levels, improving the legislative system, broad and reliable information of citizens to ensure their informed political choice, the development of the non-state sector of the economy create the possibility of implementing long-term library initiatives as opposed to short-term changes in the situation. This is the reason for the need for professional cooperation of libraries with various institutions, organizations, movements.

The versatility of library activities allows you to create multilateral partner projects that combine the efforts of several partners to solve common problems. Social partnership with the participation of the municipal library today is legitimate to be considered as a socio-cultural phenomenon, which objectively acts as one of the important conditions for the development of territorial library services.

But it should be noted that in order to obtain a significant economic and social effect from social partnership measures, their organizational and legal aspects should be clearly defined. Theorists and practitioners have not yet fully identified the subjects of social partnership in relation to librarianship. Mainly cultural, educational, and recreational institutions are considered as subjects of partnership. The essence of social partnership as a socio-political democratic institution, replacing the social practice of the undivided domination of state property, is to create conditions for interaction under which the combination of interests of all social groups and communities will be realized on the basis of mutually beneficial cooperation, rather than competition.

Social partnership has undeniable prospects for the development of all forms of library activity and deserves a closer study in order to be applied in the practical activities of municipal libraries.

The fundamental organizational aspects of the creation and development of social partnership are: determination of one's place in the socio-cultural space of the served territory; implementation of the development strategy; establishment of stable relationships with various structures of the territorial entity on the basis of legal regulation.

It is impossible to provide a complete picture of the emergence, functioning and development of social partnership as one of the factors for improving the territorial library services without classifying its types. Adapting the approach of the prominent researcher of the problem of the American sociologist A. Diamond, we propose the following classification of the types of social partnership, which is developing in the practice of library work in the conditions of the municipality.

Civil partnership. It is implemented on the basis of the "first sector" of civil society, which includes: government structures, legislative structures, etc. Partnership with municipal authorities is of paramount importance for municipal libraries, the possibility of establishing which determines the fact that (with all the differences between these social institutions) during this period of the formation of civil society in the country, their activities are being transformed.

Social modernization of libraries puts forward the tasks of changing the content of information and library work, developing new social functions, adapting to the new socio-political and economic environment at the level of the municipality. The above circumstances predetermined changes in relationships and behavior stereotypes, the creation of fundamentally new models of interaction. The process of formation of a social institution of local self-government of library services based on social partnership. Legislatively, the model of the relationship between the library and the government is enshrined in the first part of the Civil Code of the Russian Federation (1994), the federal law “On librarianship” (1994), and regional legislative acts. The authorities are the founders of municipal libraries, and the libraries are institutions established for the purpose of implementing the tasks delegated by the society to the authorities. The founder determines the library a list of functions and areas of its activities, which correlates with the needs of the population. In turn, the library should perform the functions assigned by the founder, making his proposals for their addition and development.

The most important innovation for libraries, connected with the reform of local self-government, was their actual transition into the direct undivided jurisdiction of local authorities, including in terms of resource provision. The main provisions of the Federal Law "On General Principles of Organization of Local Self-Government in the Russian Federation" of 6 October. 2003 № 131-FZ, which establish legal, territorial, organizational and economic norms for the functioning of local self-government in the Russian Federation, come into force in full on January 1, 2009. In this regard, the primary task of municipal libraries is to form a system of relationships with authorities and other formations from the standpoint of a social institution. In this context, libraries should be considered as an active subject, and not a passive object of municipal policy, which is important to fix in the regulatory framework that is being formed in accordance with the above-mentioned federal law.

Considering social partnership as a condition for an effective territorial library strategy, one should not overlook such an important aspect of it as economic cooperation with authorities. With a significant reduction in state funding, one of the priority tasks of library policy is to prove to officials of the local administration the need to actively contribute to the development of the library, additional (program-targeted) financing of its activities to solve the problems of free access to information, spiritual development of the individual. At present, when the local community is more and more actively declaring its interests, the demand for the library by the population, the correspondence of the level of tasks to be solved to the level of user needs directly affect the attitude towards the library on the part of local authorities. The effectiveness of the library as the main resource of information for the municipality, without which the normal functioning of socially useful spheres is impossible, is largely determined by the volume of budget funding. In the practice of municipal libraries, such a mechanism of social partnership with local authorities as targeted financial support for project activities should be fully used. In a number of regions, one of its types is municipal grants in the field of culture, provided on a competitive basis, as well as investment in targeted programs of libraries to provide additional social services to the population.

Partnership with information organizations. This partnership option includes organizations that contribute to the development of civil society through the dissemination of various types of information. Partnerships with information organizations allow libraries to develop a library marketing policy, form a positive image of the library and its employees among the population, government and public structures, and position the library's ability to meet the needs of the local community. Among the potential participants in such a social partnership, first of all, the mass media should be singled out. Information support of library actions by the media helps to promote the book and motivation for reading, attracting new ones to the library. This type of library partnership has been most actively used by municipal libraries in recent years.

Partnership with book publishing and bookselling companies is promising. There are many examples of developing cooperation between libraries and bookselling organizations. The library's active participation in the formation of the municipal book market makes it possible to introduce elements of organization into its spontaneous state. The reason for this kind of partnership is the fact that library specialists are professionals in the field of book business, are constantly connected not only with products, but also with consumers from various social strata, freely navigate the range of publications and the conjuncture of the book market.

One of the directions of this type of modern partnership is the innovative activity of libraries in the field of mastering information technologies. The implementation of an integrated approach to the problems associated with the formation and development of the external territorial information space, the information system of the municipality, presupposes not only the solution of issues of acquisition of funds with traditional documents, but also the development of technologies that expand the possibilities and efficiency of information and bibliographic services. In this regard, partnerships are developing with distributors offering modern information products and technologies.

Meeting the needs of the modern library user presupposes the creation of a comfortable library environment. In this regard, the latest achievements in ergonomics, design art, and the possibilities of a highly effective internal information system should be used. All of the above requirements cannot always be met by the efforts of only the library staff, therefore, partnerships of libraries with outdoor advertising studios, design agencies, which can also be classified as information disseminators, have become widespread.

Partnership with cultural organizations. Cultural partnerships are traditionally widespread in the practice of library work. But here, too, new trends have been observed in recent years. Libraries act as a guarantor of the preservation of traditional book culture, the development of general cultural trends, and ensure the availability of cultural values ​​to all social strata of the population. The partnership of libraries with museums has been developing most actively throughout the last decade, which is largely due to the coincidence of the memorial function performed by both museums and libraries.

Partnerships with educational institutions. Partnership in the field of education is widely represented in the practice of municipal libraries and is based on the long-term practice of cooperation between libraries and organizations and institutions that are related to the library in terms of the goals and objectives of the work. This type of partnership is altruistic, develops on a non-profit basis and primarily solves the problems of the local community associated with the widest range of information requests in the field of education and upbringing.

The role of the library is to provide information support for curricula of basic and additional education, promote the expansion and deepening of the educational process, study, accumulation and dissemination of information about regional educational resources. Institutions of all types of education traditionally coordinate activities with information and library institutions and in matters of education.

Partnership with public organizations and associations. Democratic transformations, the formation and development of civil society in the Russian Federation presuppose the expansion and strengthening of public structures, the most important of which are public associations. Opportunities for joint activities of libraries and local non-profit organizations are predetermined in their initially socially oriented activities. Public associations include political parties, mass movements, women's youth and children's organizations, creative unions, fraternities, associations and other voluntary associations of citizens.

Involvement of public (non-governmental) organizations seems to be especially important for positioning the library as a center of the local community, it presupposes the active functioning of the library as a component of the information and communication network, uniting the activities of the third sector of civil society and library institutions at the municipal level.

Social partnership developing between the library and public organizations can be subdivided into the following subtypes: partnership with creative informal organizations; with environmental organizations and movements; human rights organizations; with women's, children's and youth organizations, etc.

Economic partnership. The acquisition of legal and economic independence by libraries laid the foundation for the development of partnerships based on economic cooperation, mutually beneficial for both libraries and organizations that enter into economic relations with them. The empirical material obtained in the course of the study allows us to conclude that economic cooperation is often not quite adequately perceived by the library community. An economic approach to the problem of reproduction and increase of library resources should take into account the initial social essence of the library and provide for a priority solution of the social problems of the population served. Obtaining material benefits for the library in the process of economic cooperation is not an end in itself, but an intermediate result, one of the conditions for further solving the social problem.

Socio-economic cooperation should become the central vector of social partnership. The amount of funding is directly related to socially significant and economically sound projects that consolidate efforts to achieve the goal of various forces of the local community. Moreover, sources of funding can be not only the local budget, but also funds from various foundations, as well as commercial structures. It is the social significance of library programs aimed at meeting consumer demand that creates the basis for extra-budgetary additional funding.

Libraries' partners are often economic associations and networks of commercial and industrial organizations, as well as entities engaged in independent economic and economic activities. Among them are industrial and production structures.

Libraries create departments of industrial literature and other structures that provide information services to industrial enterprises. The areas of cooperation that have become widespread in the practice of libraries are: the implementation by libraries of social and creative orders for participation in sociological research, packaging information on the topics of the customer, provision of regulatory documents, including standards, norms and rules, holding information days and days of specialists in quality management, etc.

The modern period of development of libraries as independent economic entities, the expansion of the rights and economic opportunities of labor collectives provide an opportunity to expand the choice of partnerships. Partnerships in the field of economics can also include partnerships with small and medium-sized business structures, which most often develops in two directions: information, library services for small and medium-sized businesses, and co-financing of library projects by business structures.

Thus, the search for social partners is an important area of ​​activity of a modern library, directly related to the success and purposefulness of its activities.
