And if it does not work out on the basis of the library to do something more versatile, then there will be no one in the building, except for rare tourists. It is possible, of course, using administrative resources, to drive schoolchildren on excursions, but this will not change anything.
But what kind of multidisciplinary format can be thought up on the basis of the library is a mystery.

On April 3, 1919, the Bolsheviks founded the Latvian Central Library in a house at the corner of Kalku and Valnu streets. After the departure of the Bolsheviks, the building was returned to the owners, and the State Library was moved to the former residence of the Vice-Governor of Livonia, at 26 Jauniela Street. In 1920, the library received premises opposite the Riga Castle on Pils Square 2. Subsequently, the National Library changed a dozen buildings. On May 5, 1931, the National Building Commission inspected the Arsenal and found it fit for books. In 1968, the general plan of the city determined a new location and soon a project appeared, created at the Latgiprogorstroy Institute by architects Modris Gelzis, Viktors Valgums and Normunds Pavars.

We strove to ensure that this building became a continuation of the modern ensemble of the left-bank part of the city, which has already been outlined by the Press House, the administrative building of the Zapryby administration, and the Daugava hotel. The composition clearly identifies functional groups, consisting of a sixteen-story book depository for 6 million volumes and a five-story building for reading rooms for 1.500 readers. There is a dining room and a conference room nearby. The building of reading rooms gives the library complex a special architectural expressiveness. Its facade, facing the river, resembles five large steps. Streams of light pour into the halls through a solid glass wall and through the ceiling, into which large window-lamps are mounted. The rooms of the information desk, catalogs are located at the depths of the floors. Four elevators, pneumatic mail, horizontal conveyors will reduce to a minimum the time for issuing ordered literature.

The project was never implemented. In 1988, a competition was announced again, but not a single project was approved. After the meeting, the commission for the approval of the building of the National Library decided to propose the design to the American architect of Latvian origin Gunars Birkerts. Birkerts agreed to work without a fee and developed a project that was immediately approved. From the Latvian side, Modris Gelzis has already taken up the project. In June 1991, the Council of Ministers of the Republic of Lithuania adopted a decision No. 175 “On the construction of the Latvian National Library”, the next decision was made in June 2000. On April 28, 2006, the preparatory stage for construction began. The project of the new building was named "Castle of Light" ("Gaismas Pils"). The building of the Latvian National Library, designed by the architect Gunars Birkets, will be located on the banks of the Daugava River, opposite Old Riga. By its form, according to the architects' conception, the building evokes associations with the waves of the Baltic Sea and the Gulf of Riga, as well as the sand dunes of the coastal zones. The façade, with its sharp ends, visually resembles the spiers of old churches in the Old City. Birkert's project was highly praised by UNESCO

In an interview with the Diena newspaper, architect Gunars Birkerts said:

“My thoughts are moving in one direction - the meaning of the building and its influence on the Latvian people. It is already fulfilling its task. Feeling safe, building a certain amount of self-confidence. Identity issue. All this comes together, as the image of the library for the passer-by is very convincing and impressive. I saw that the library in its way really proved the strength of our people, which must be found and continued again. "

The construction of the National Library began in June 2008. The construction estimate was 114.6 million lats (together with value added tax - 135.2 million lats). Its largest positions were the roof and roof (13.9 million lats), elements for filling openings and special design facades (20.1 million lats): the "Castle of Light" became the most expensive of such buildings in the world. The opening of the "Castle of Light" was planned on November 18, 2012, but in 2010, part of the work was suspended, and the construction budget was cut. In 2012, the construction supervision organization expressed significant doubts about the financial stability of the general contractor; one of the companies belonging to the contractor association protested

Latvian Minister of Culture Helena Demakova played an important role in lobbying the LNL project. In one of her interviews, she explained that the project will also help integration: “The whole problem is that our society lives in two parallel information fields, and there will be one library for all. This will allow to unite the society, although many do not want it ... Thousands of volumes of Russian literature, unique collections, Chekhov's archive are available in the library. There are both Orthodox and Old Believer funds. These are riches, which for some reason are not customary to talk about "
