The return to the € 200 per month limit will take place gradually until 2019. As Irina Narkevich notes, an instant return to the previous amounts is impossible. The deputy minister also does not name specific dates for raising the limits:

Now there is a discussion of this issue together with the State Customs Committee. They proposed this option: so that the total amount of parcels per month does not exceed 200 euros, and the cost of one remains at 22 euros. That is, a person will be able to order more things duty-free.

Recall that the limits on parcels from abroad and the import of goods from abroad were introduced on April 14, 2016. The reason for the tightening of limits duty-free goods was a significant increase in the volume of import of goods on a commercial scale to individuals without paying customs duties. Last year, Belarusians received 12.7 million international postal items and only 1% of them, according to the data reported by the State Customs Committee, exceeded the limit of 22 euros. For exceeding the limits, the Belarusians paid 2.4 million rubles last year.

Now in 2020, the so-called tax on parcels from China and other countries to Belarus is working accurately and 100% debugged. The only good news is that Alexander Lukashenko signed Decree No. 490 "On Customs Regulation" on December 22, 2018, which slightly improved the situation for shopaholics.

The new law increases the monthly rate of duty-free import of goods to Belarus for personal use in international mail from 22 euros and 10 kg to 200 euros and 31 kg (in total), while maintaining the one-time rate of one item in the amount of 22 euros and 10 kg.

So how much can I buy from abroad?

One-time restriction for one parcel remains the same - up to 22 euros !!! But in total for a month such parcels can be ordered for 200 euros without consequences.

Orders that do not meet the established limit are not prohibited, but the amount exceeding this limit is subject to customs tax. In addition, it will become mandatory to pay a fixed customs duty, usually in the amount of five euros.

What will happen to me if I have exceeded the limits of orders from Aliexpress and other foreign stores?

Payments for parcels to individuals that exceed the total norm of 200 euros per month are considered commercial consignments and are therefore subject to a customs duty of 30% of the excess price.

And don't get confused! In addition, you must pay also a customs fee. Its value depends on the type of product. For example, you need to pay 5 euros for a phone (and for most of your orders the surcharge will be just that).

If there is an excess in weight, and not in value, it will be even easier to calculate: 4 euros per 1 kg in excess of 10 allowed. All these restrictions apply to any foreign online stores: Aliexpress, EBay, ASOS, Amazon, iHerb, Shein and many others.

Where and how to pay tax on parcels in Belarus?

You can check with the postal operator about customs payments. The fee is paid at the very point of issue of RUE "Belpochta".

Limits and duties on parcels in Belarus are a kind of protection of the domestic market from the cheapest imports from China, the USA and other countries. Plus a way of taxing citizens who purchase goods for commercial purposes.

These limits are directed against foreign online stores, so that it was unprofitable to order on the same Aliexpress in Belarus. Moreover, all parcels from far abroad are in this position (even gifts from relatives from abroad are subject to a fee).


The Prime Minister of Belarus Mikhail Myasnikovich spoke about the dangers of foreign postage to the country's economy and that it is illegal enrichment. Such statements have met with a lot of criticism, because most of the imported products in Belarus are not produced and are not even sold.

When do I have to pay the fee?

If the status of the parcel contains the inscription "For transfer to the customs, it is necessary to clarify the data", you will have to specify detailed information in the "Form for filling" field, otherwise the shipment will be sent back to the seller. These data are needed by the customs when accounting for shipments received by an individual from abroad within a month within the limit of 200 euros.

Paid storage of parcels

From February 1, 2018, Belpochta branches will charge a fee for storing international mail. Information about this is published on their official website.

In case of non-demand for any international parcel more than 7 calendar days at the branches of Belpochta, you need to pay 0.36 BYN. rubles. for every day of delay.

As you know, the duty-free import of parcels from abroad to Belarus is limited by a one-time rate of one shipment in the amount of 22 euros and 10 kg. And in total a month up to 200 euros and 31 kg.

There are 3 popular options to avoid this limit.

1. Asking the seller to indicate a lower price for goods

You can just agree. And the sender will indicate the lowest value for the item. For example, $ 20 for a Chinese phone with a real value of $ 150.

But keep in mind that customs officials evaluate the parcel in their own way. They calculate the average price of the goods in the country where the parcel came from, and set the current price tag. In this case, an examination will be appointed.

And after it, you still have to pay the customs duty on the parcel to Belarus from the same Aliexpress or the American Ayherb. But to do this, they will have to open every parcel, which will delay processing for years to come. Nobody will do that!


2. Order parcels to friends in another country

You can also consider an order for a resident (relative or friend) of the country of the Customs Union (,), who will send it to you from there. And these costs will be much lower than the duty.

Or, order a parcel to the Russian branch "on demand" somewhere in the border zone of the Smolensk or Bryansk regions. Thus, you can bypass the Belarusian limit. A very popular method, especially among those who live near Russia.

Since April 14, 2016, the norms of duty-free receipt of goods by mail have changed in the Republic of Belarus. Without paying customs duties, one person is allowed to receive property worth no more than 22 euros and weighing up to 10 kilograms. Parcels that do not fit into the established limit are not prohibited, however, the amount of excess of the permissible norms is subject to customs duty, in addition, it becomes mandatory to pay a fixed customs duty.

Payments for parcels to individuals exceeding the established norms are paid in the same way as commercial consignments of goods. At the moment, the amount of customs duty is (in most cases) 30% of the cost, but not less than 4 euros per 1 kg of weight in terms of exceeding the cost and (or) weight norms. The amount of customs duty depends on the type of goods, for example, you will have to pay 5 euros for a telephone.

The calculation mechanism can be visualized as a simple arithmetic problem:

  • Parcel cost: 100 euros;
  • Exceeding the limit: 100 - 22 = 78 euros;
  • 30% of 78 euros = 23.4 euros;
  • Customs fee - 5 euros;
  • Total: 23.4 + 5 = 28.4 euros.

In case of exceeding the weight limit, but not in value, the calculation is even simpler: 4 euros for each kilogram in excess of 10 allowed.

The recipient of the parcel will be able to find out about the accrued customs payments from the telecom operator. You can also pay them at the post office upon receipt of the goods.

Limits and duties on parcels are usually considered as a kind of protective measures to protect the domestic market from cheaper imported goods, as well as a way of taxing citizens who purchase commercial consignments of goods under the guise of things for personal use. "Comparing 11 million parcels and 3.7 million payments, it turns out that each package brought about 33 kopecks.", - he noted.

The leadership of the State Customs Committee cannot yet unambiguously answer when and whether the current norm on parcels from abroad will be revised in Belarus at all in accordance with the latest decisions taken within the EAEU. Customs officials indicate that a decision on this issue should be made at a higher level, taking into account the views of all interested ministries and departments.

“In general, we need to look at how this will affect the economy of our country. The task of the State Customs Committee is to show commercial consignments of goods, we are coping with this ", - said the head of the State Customs Committee Yuri Senko.

In 2016, Belarus significantly reduced the limit for duty-free parcels from abroad. Now Belarusians have to pay customs duties when the cost of the ordered goods exceeds 22 euros and weighs more than 10 kilograms. If the limit is exceeded, the addressee will pay 30% of the excess amount (but not less than 4 euros per kg), as well as a customs fee of 5 euros. Earlier in Belarus, the limit for parcels for personal use was 200 euros and 31 kilograms per month.

At the end of 2017, within the framework of the EAEU, the concept of a phased reduction in customs limits was approved, which included goods that are delivered to a buyer from abroad by means of international mail or a carrier, including purchases in foreign online stores.

In particular, within three years, the EAEU countries must adopt uniform limits on the maximum cost and weight of parcels from abroad. If the decision is made, then Russia and Kazakhstan will reduce their limits from 1,000 euros to 200, and Belarus may increase from 22 to 200.

According to the decision, from January 1, 2018, it is planned to set a limit of 1,000 euros and 31 kg within one calendar month. From January 1, 2019, within one calendar month, without paying customs duties and taxes, it will be possible to order goods for a total amount of up to 500 euros and weighing no more than 31 kg. In addition, all time and order limits will be lifted.

At the same time, countries can introduce additional restrictions that reduce import standards.
