About how they searched for Medvedev's "charitable" funds, to which all of his palaces and dachas are registered. Spoiler alert - funds exist only "on paper", and they call media inquiries "insignificant."

As a reminder, the entire legal trick is to record multi-billion dollar assets in non-profit foundations. It turns out very conveniently, there is simply no specific individual owner. The property is registered with a charitable organization and belongs to it, and not to the founder.

Medvedev put his friends and classmates in charge of the funds. They look after the farm, and he himself only gives out instructions - where to buy decanters, and where to order an NTV film track (?!) And a full set of maids.

Funds, meanwhile, receive billions of rubles from oligarchs and banks. The shareholders of Novotek are Mikhelson and Simanovsky 33 billion, Usmanov on Rublevka and so on.

Yes, even look at the annual donations. The largest Russian charity fund "Give Life" in 2015 received 1.8 billion rubles:

During the same year, the Dar Foundation, which does not heal anyone, does not save anyone, but only serves the interests of Medvedev, received a comparable amount - 1.4 billion rubles.

And this despite the fact that they have money left over 7.5 billion since last year. The Fund is literally flooded with "donations". They no longer need it, but money is given and given.

What does Dar do with the billions in annually? Today, "Dar" does not even formally own anything, except in an old mansion in St. Petersburg. What do they spend their money on?

And what does Sotsgosproekt spend a billion on? To harvest leaves from 4 hectares of land on Rublevka? Where are those socially significant state projects that he should support?

And how does the Fund for the Support of Winter Olympic Sports manage the money? They, judging by the photographs on Medvedev's instagram, do not even remove the snow on the site, the lights are all covered. Where are their gilded bobsleigh runs?

We could learn all this from the annual report that non-profit foundations are OBLIGED to submit to the Ministry of Justice. But we will not find out. Because, grossly violating the law, the Medvedev funds do not provide anything to anyone.

Look, a Novaya Gazeta correspondent tried to get into the office of Medvedev's "charitable" funds. Probably the richest non-profit organization in Russia.

This is the office of the Dar Foundation. A dacha in Plyos was registered for this fund, and 4,000 hectares of land are leased by the management company of this fund for 40 rubles a year.

The security guards, having heard from the correspondent that the Foundation for the Support of Winter Olympic Sports is required, at first take a long time to find out if there is such a fund in the building. The driver who warms up the car by the porch has not heard of him either.

And to the request of Novaya Gazeta to provide a financial report, which, once again, ALL NPOs are OBLIGED TO PUBLISH, this fund replied that they the request is considered null and void.

We, in turn, consider the pathetic attempts to hide the fact that these organizations are in fact the pocket funds of Dmitry Medvedev as insignificant.

In our investigation, we wrote that these seemingly unrelated "charitable" foundations are in fact run by the same people. That, despite the fact that the funds have different founders, in reality they are woven into a single corruption network.

And here is one more proof for you. A few hours before the publication of the investigation, we called the management company Meritazh and asked to connect us with the management of the funds. An employee of "Meritage", without a shadow of a doubt, gave us the phones of both the Fund for Support of Winter Olympic Sports, and the Dar Fund, and, most interestingly, the Sotsgosproekt Fund. And at the same time he asked playfully where we got such information. We recorded the call:

This is one hundred and fifty-seventh proof that all these non-profit foundations are in fact one big corruption fund of Dmitry Medvedev. The fund, which is allocated unprecedentedly huge loans from Gazprombank, to which oligarchs donate tens of billions, which can afford to ignore the law and not disclose any information about its activities at all.

But the Medvedev funds are not being checked. The management of these organizations considers the inquiries "insignificant". People who came to the rally are being arrested. And the Ministry of Justice replies to our request for all these funds with an unsubscribe.

Here we would very much like to attach a copy of the reply-unsubscribe from the Ministry of Justice. But we cannot. The letter remained in the FBK office, which has been blocked by the police and the FSB for 4 days.

The law is violated by the Medvedev funds, and for some reason our fund is sealed and blocked. Billions of bribes are taken by Medvedev's funds, and the FSB at night does not sneak around the Dar fund, but the Anti-Corruption Fund. All equipment was taken not from the Sotsgosproekt fund, but from our office. It was not the people who ensure the work of Medvedev's corruption empire that were arrested, but the FBK employees who told about it.

But you shouldn't despair. Police and FSB officers can hang around in our office as much as they want, study our documents and dig into our computers. We will continue to publish investigations into the billions of officials they guard so diligently.

A trifle. Just a funny little thing like sneakers or a shirt with a bright pattern can betray even the most sophisticated corrupt official and become a starting point for exposing him.

This is what happened in our history.

Prime Minister Dmitry Medvedev created for himself the image of an official, whom no one takes seriously. His most odious statements evoke in society more ridicule than anger. They treat him with condescension, because at least he does not seem like an outright villain.

Even after FBK declassified his secret dacha v Ples- one of the most expensive objects that we have ever shot - the opinion about him has not fundamentally changed. Everyone still considers him an eccentric, who turned out to be out of place, weak-willed, but good, in essence, a person, a lover of funny gadgets, not palaces.

Today we will tell you how wrong everyone was. Dmitry Anatolyevich Medvedev is not at all a funny eccentric, over whom it is worth laughing at. He is the creator and leader of a huge, multi-tiered corruption scheme. Head of the ruling United Russia party owns real estate throughout the country, he owns huge plots of land in the most elite areas, he manages yachts, apartments in old mansions, agricultural complexes and wineries in Russia and abroad.

All this property was purchased with bribes from oligarchs and loans from state banks.

The Prime Minister and his trusted people have created a criminal scheme based not on offshore, as is often the case, but on non-profit foundations. This is a very clever solution. The true owner of the assets is almost impossible to trace because, once registered for charities, they are essentially not owned by anyone. Medvedev's property is managed by his friends, classmates and confidants. The structure of this criminal scheme is so complex that it took us several months to describe it, and it is not known how we would prove Medvedev's involvement in it - but here we were lucky.

The former president, the current prime minister and the owner of colossal corruption assets were given away ... ordinary sneakers.

Chapter one

in which we tell how Medvedev presented the dacha to himself, and also get to know the main confidant of the Prime Minister

The old Milovka estate in Plyos, owned by Dmitry Medvedev, is already known to everyone from our previous investigation. Medvedev himself (through a press secretary) denies any involvement in the Plesskaya dacha, despite numerous photographs, testimonies of local residents and even officials. Representatives of the prime minister argue that the estate is not under the protection of the FSO, although not just in Ples, but directly in Milovka, its official unit is located, moreover, it is the presidential security service, which guards Medvedev. A no-fly zone has been established over Milovka - there is no reason for this, except for one: the dacha in Ples is the residence of Dmitry Medvedev.

We will dwell on this residence again, since it is one of the most important elements of the Medvedev scheme. Starting with it, we will link his other assets into a single corruption network.

FBK has already shown what the manor looks like: on its territory there is a reconstructed mansion of the 18th century, a modern house with a swimming pool and outbuildings. Milovka has three helipads, a ski slope and a yacht pier. The land and houses on it were originally registered with the Dar Foundation.

Fund for Regional Non-Commercial Projects "Gift" is a fairly well-known organization closely related to Medvedev. This fund is one of the richest in Russia.

[Formally, the fund was established by the shareholders of the largest Russian gas company Novatek - Mikhelson and Simanovsky... 33 billion rubles were contributed to the authorized capital of the fund. However, Mikhelson himself says that he has nothing to do with the Dar Foundation.]

The media have repeatedly written about Dara's connections with the Foundation for Social and Cultural Initiatives (FSKI) of Svetlana Medvedeva - they, for example, have common founders and addresses.

In 2014, Dar transferred Milovka into the ownership of another fund - the Gradislav cultural and historical heritage preservation fund ( Download and watch connection diagram).

This structure has nothing to do with cultural and historical heritage. The independent Gradislava Foundation does not exist at all - it is an understudy invented by Dara employees in order to more thoroughly hide the fact that Prime Minister Medvedev has a dacha worth more than 20 billion rubles. Director of "Gradislava" Ivan Karabinsky in fact, an employee of the Dar fund with a corporate email at the darfund.ru domain.

[The Gradislava Foundation is specially called a noble name that hints at a good goal. We will see this technique several times in other Medvedev funds. In fact, elite real estate is registered on them.]

We see one more argument in the extract from the real estate register. It says that “Dar” simply donated the old estate to “Gradislava”. It is inconceivable that a non-profit foundation could easily give an old manor of such value to an outside organization.

The founder of Gradislava is Leonid Rubtsov. While this name does not mean anything to you, but be patient - soon it will be a connecting link between the most important elements of the circuit.

Milovka is not the only asset owned by Gradislava in Plyos. This fund also owns a plot of 6 hectares in the central part of the city at st. Karl Marx, 1. According to the project documentation, a hotel complex will be built there.

The Dar Foundation, headed by Medvedev's classmate and friend, Ilya Eliseev, turned the old estate into Medvedev's dacha and donated it to the Gradislav backup foundation. The real owner of the Milovka estate remains Prime Minister Dmitry Medvedev and his family.

This firm belongs to another fund - the non-profit Fund for the Support of Socially Significant State Projects (abbreviated as "Sotsgosproekt"). [Another fund with a grandiose name. As in the case of the Foundation for the Preservation of Cultural and Historical Heritage, except for the name "Sotsgosproekt" does not unite with charity.]

Surely you have not heard of this fund before, despite the monumentality of its purpose and the loud name. It is also organized by Medvedev and run by his people. Like the Dar and Gradislav foundations, it acts in the interests of the prime minister. [The Dar Foundation first owned the estate in Ples, and then donated it to the Gradislava Foundation.]

It is worth paying attention to who is in charge of Sotsgosproekt. The chairman of the fund's supervisory board is the same classmate of Medvedev, Ilya Eliseev, who heads the Dar fund.

The director of the Sotsgosproekt Foundation is another classmate of Medvedev, Aleksey Chetvertkov. [Alexey Chetvertkov - a classmate of Medvedev and Eliseev. We will meet not only at Sotsgosproekt. Namely - a luxurious estate with a huge house with an area of ​​3000 m², a guest house with an area of ​​750 m², a bathhouse and other buildings. All this is on 4.3 hectares of the most expensive land in Russia - Rublevskoye, in the village of Znamenskoye.

However, why describe all this in words, if you can see?

Based on the prices of elite properties nearby, this ruble ownership can be estimated at 5 billion rubles. Where does the unknown non-profit foundation "Sotsgosproekt" get such money?

And the secret is that if the fund belongs to Medvedev, then he does not need any money. Now we will be transported to the Kursk region. Perhaps this will seem strange to you - well, what interests of the former president and the current prime minister might be in this rather poor region? But don't be surprised. The fact is that the Kursk region is the small homeland of Dmitry Anatolyevich. Having a craving for aristocracy and wanting to play with the nobility, Medvedev did not deprive this region of attention. Here the Prime Minister has everything: from an agricultural firm to a real estate.

Nevertheless, this is not an obstacle for the Anti-Corruption Fund, so we present to your attention another secret dacha of Prime Minister Dmitry Medvedev in all its glory:

Now the company has a different director - Andrey Alexandrovich Skok... We know this person well, perhaps our readers will remember him. Andrey Skok appeared in the FBK investigation of Sochi Olympiad... For many years he was one of the key asset managers of the family of Alexander Tkachev, the former governor of the Krasnodar Territory and the current Minister of Agriculture.

It is not possible to establish whether Medvedev personally visited the Anapa vineyards. Just look at the scale of the construction site, the house, the decoration and the furniture. It is impossible to find out the real cost, since there are no similar objects for sale in Krasnaya Polyana. We estimate it at least 7 billion rubles.

The construction of such a scale was also noted at the federal level. In December 2014, Minister of Transport Maxim Sokolov and Minister of Construction and Housing and Communal Services Mikhail Men presented state awards to the heads of companies that built Olympic facilities. The Medal of the Order of Merit for the Fatherland, II degree, was awarded to 35 people, mainly the heads of large companies that built stadiums, hotels and roads.

Garant Club is a subsidiary of the Financial and Consulting Firm of the Dar Foundation. FinConsultingK (FKK) has already appeared in our story - this is the office that provided the Mansurovo agricultural complex with a mortgage on the land under the estate. Previously, this company was wholly owned by the Dar Foundation.

Well, now let's look at the area captured by the Medvedev office. Why was this whole illegal deal started?

On an area of ​​20 hectares, we see a huge house - about 3000 square meters. Something similar to a sports complex, farm buildings, and of course, a helipad. All this belongs to Garant Club LLC.

It turned out that a gang of Medvedev's classmates of lawyers does not disdain such methods of obtaining property.

The first case is almost identical to the story of the seizure of land in Maslovo on Rublevka. It took place in the village of Olginka, Krasnodar Territory. The Medvedev companies tried to repeat the same scheme with one more real estate - also in the Krasnodar Territory. This is a famous case that gained widespread publicity thanks to environmentalists[Ecologists actively fought for the preservation of the nature reserve "Utrish"... They have already begun to pave a road to the site of the future residence, cutting down trees and shrubs from the Red Book].

Dozens of legal entities that are not connected at first glance are in fact united by common employees and addresses, real estate often turns out to be registered to the same people, but the only element that unites all this into a system is Dmitry Anatolyevich Medvedev.

First Anti-Corruption Media continues to publish business portraits of persons involved in the investigation of the facts of alienation of federal property, in which the Office of the President of the Russian Federation is involved. In this publication, PASMI presents an open biography, as well as the connections of the deputy chairman of Gazprombank and the unofficial head of the DAR Regional Non-Commercial Projects Fund Ilya Eliseev.

It is assumed that it was thanks to Ilya Eliseev that the DAR fund received interest-free loans from Gazprombank, which went according to the described scheme to pay for the construction, and subsequently the purchase of federal lands.

All this property was purchased with bribes from oligarchs and loans from state banks.

The Prime Minister and his trusted people have created a criminal scheme based not on offshore, as is often the case, but on non-profit foundations. This is a very clever solution. The true owner of the assets is almost impossible to trace because, once registered for charities, they are essentially not owned by anyone. Medvedev's property is managed by his friends, classmates and confidants. The structure of this criminal scheme is so complex that it took us several months to describe it, and it is not known how we would prove Medvedev's involvement in it - but here we were lucky.

Chapter one
in which we tell how Medvedev presented the dacha to himself, and also get to know the main confidant of the Prime Minister

Vintage estate Milovka in Ples, which is owned by Dmitry Medvedev, is already known to everyone from our previous investigation... Medvedev himself (through a press secretary) denies any involvement in the Plesskaya dacha, despite numerous photographs, testimonies of local residents and even officials. Representatives of the prime minister argue that the estate is not under the protection of the FSO, although not just in Ples, but directly in Milovka, its official unit is located, moreover, it is the presidential security service, which guards Medvedev. A no-fly zone has been established over Milovka - there is no reason for this, except for one: the dacha in Ples is the residence of Dmitry Medvedev.

We will dwell on this residence again, since it is one of the most important elements of the Medvedev scheme. Starting with it, we will link his other assets into a single corruption network.

FBK has already shown what the manor looks like: on its territory there is a reconstructed mansion of the 18th century, a modern house with a swimming pool and outbuildings. Milovka has three helipads, a ski slope and a yacht pier. The land and houses on it were originally designed for fund "Dar".

The Dar Foundation for Regional Non-Commercial Projects is a fairly well-known organization closely associated with Medvedev. This fund is one of the richest in Russia.

The media have repeatedly written about Dara's connections with the Foundation for Social and Cultural Initiatives (FSKI) of Svetlana Medvedeva - they, for example, have common founders and addresses.

The chairman of the supervisory board of the Dar fund is Ilya Eliseev, vice president of Gazprombank, classmate, friend and business partner of Medvedev. He is the prime minister's most trusted agent, manages his assets and ties together the ramified scheme of Medvedev's holdings. We will mention Eliseev more than once in our investigation.

In 2014, Dar transferred Milovka into ownership of another fund - the Gradislav cultural and historical heritage preservation fund (on the diagram). This structure has nothing to do with cultural and historical heritage. The independent Gradislava Foundation does not exist at all - it is an understudy invented by Dara employees in order to more thoroughly hide the fact that Prime Minister Medvedev has a dacha worth more than 20 billion rubles.

The director of Gradislava, Ivan Karabinsky, is actually an employee of the Dar fund with a corporate email on the darfund.ru domain.

We see one more argument in the extract from the real estate register. It says that “Dar” simply donated the old estate to “Gradislava”. It is inconceivable that a non-profit foundation could easily give an old manor of such value to an outside organization.



The founder of Gradislava is Leonid Rubtsov. While this name does not mean anything to you, but be patient - soon it will be a connecting link between the most important elements of the circuit.

Milovka is not the only asset owned by Gradislava in Plyos. This fund also owns a plot of 6 hectares in the central part of the city at st. Karl Marx, 1. According to the project documentation, a hotel complex will be built there. [...]

Chapter two
in which we talk about how the oligarch Usmanov gave a bribe to Dmitry Medvedev, donating an estate for 5 billion rubles to his non-profit foundation

The founder of the Gradislava Foundation, Leonid Rubtsov, mentioned in the first chapter, also turned out to be a director at Green Yard. This firm belongs to another fund - the non-profit Fund for the Support of Socially Significant State Projects (abbreviated as "Sotsgosproekt"). [...]

It is worth paying attention to who is in charge of Sotsgosproekt. The chairman of the fund's supervisory board is the same classmate of Medvedev, Ilya Eliseev, who heads the Dar fund.

The director of the Sotsgosproekt Foundation is another classmate of Medvedev, Aleksey Chetvertkov.

The Mansurovskaya residence and the land on which it was built belong to the agro-complex of the same name. The history of its creation began in 2009, when Medvedev came to his small homeland on an unofficial visit.

“We will build an agricultural company here,” Medvedev promised the local residents and did not deceive. His friends, classmates and cousin immediately began to build the agricultural complex. Agrocomplex "Mansurovo" is a huge full-cycle enterprise. It occupies 27 thousand hectares of land, has 3,170 head of cattle, a pig farm for 55,000 pigs and a stud farm.

The largest share in the agricultural complex - 75% - is owned by Tekhinpro. We claim that it is this organization that directly links Dmitry Medvedev with the Mansurovo agricultural complex, but we will talk about it in detail in a separate chapter.

We have already mentioned that the chairman of the board of directors of the agricultural complex is Ilya Eliseev. Natalya Kharitonova turned out to be the director of the enterprise - she is also a graduate of the law faculty of Leningrad State University, a student of Eliseev. Among the members of the board of directors, we found an even more interesting character - Andrey Vasilyevich Medvedev. The media calls him the prime minister's cousin.

Vineyards were planted on these lands.

The fact that Skalisty Bereg is a subsidiary of Sotsgosproekt does not limit his relationship with Medvedev. Before Zhmenya, the director of the "Rocky Coast" was Sergei Stupnitsky. Let's note this name - it will come up at the end of our investigation.

Now the company has another director - Andrei Alexandrovich Skok. We know this person well, perhaps our readers will remember him. Andrei Skok was featured in the FBK investigation of the Sochi Olympics. For many years he was one of the key managers assets of the family of Alexander Tkachev- the former governor of the Krasnodar Territory and the current Minister of Agriculture.

Skok and today is directly related to the business of the family of Alexander Tkachev. For example, he runs the Chateau de Talu winery in Gelendzhik, owned by the minister's wife Olga.

Thus, through director Andrei Skok, the interests of two federal officials, who cannot be engaged in business, are intertwined in a bizarre way - the prime minister and his subordinate, the minister of agriculture.

It is not possible to establish whether Medvedev personally visited the Anapa vineyards. Nevertheless, the prime minister became keenly interested in the topic of winemaking precisely from the moment of acquiring the vineyards. Previously, he did not pay much attention to the wine industry, but now he began to actively lobby for the adoption of incentives for this industry. In August 2011, Medvedev held a meeting with Tkachev, at which he spoke about the development of winemaking:

The name sounded vaguely familiar to us. We began to study the archives and understood why: Vladimir Dyachenko was mentioned in hacked mail a couple of years ago Dmitry Medvedev - and in a rather unexpected capacity.

Thanks to the hack, it became known that Medvedev uses a special mailbox [email protected] for personal online purchases - gadgets, clothes and shoes. But he did not indicate his name and delivery address, but the following:

Here, on the Psekhako ridge, there is a mysterious object included in the federal program of preparation for the Sochi Olympic Games. This is not a sports base or a hotel, this place did not accept the Olympians, and indeed very few people are accepted.

This complex is called the "House of Receptions for Official Guests "Psekhako"". There are several buildings on four hectares of protected land, including a 4000 m2 residence. As in the story of Medvedev's dacha in Plesskaya, at the stage of the Olympic construction, land lease was registered with the Dar fund.

At the end of 2014, the property was donated to an obscure Winter Olympic Sports Foundation.

Vitaly Golovachev turned out to be the nominal owner of the Winter Sports Support Fund. The same employee of the Dar fund, which owns the Sotsgosproekt fund.

Vitaly Golovachev owns the Winter Olympic Sports Support Fund through another legal entity. The fund is directly owned by the Meritazh Management Company, which is 100% owned by Golovachev. Meritazh Management Company is a very important organization that binds all Medvedev's property. We will talk about it in a separate chapter.

Let's now take a look at the mountain residence of Psekhako. We will do it, as usual, from the air.


This project is so big and chic that it cannot be hidden. The press wrote about him, and even interior photographs of this residence were published.

The media even leaked the design documentation for the spa complex, which is attached to the main house. Its scale is especially striking. On 1000 m² there is literally everything - steam rooms, saunas, a salt grotto and something mysterious called "the shower of impressions". The pool with attractions is also impossible not to mention.

From the financial statements of the Fund for the Support of Olympic Sports, we see that the Psekhako residence is estimated at 2.6 billion rubles. The amount is definitely understated. Just look at the scale of the construction site, the house, the decoration and the furniture. It is impossible to find out the real cost, since there are no similar objects for sale in Krasnaya Polyana. We estimate it at least 7 billion rubles.

The construction of such a scale was also noted at the federal level. In December 2014, Minister of Transport Maxim Sokolov and Minister of Construction and Housing and Communal Services Mikhail Men presented state awards to the heads of companies that built Olympic facilities. The Medal of the Order of Merit for the Fatherland, II degree, was awarded to 35 people, mainly the heads of large companies that built stadiums, hotels and roads.

But one person was especially noted. The only one of all the Olympic builders who received the most honorable medal of the first degree was the director of the Dar Foundation.

Other Dara employees were awarded medals of the Order of Merit to the Fatherland, II degree, as well as the honorary title of “Honored Builder of Russia”.

We emphasize that these state awards were presented to the employees of the Dar Foundation for the construction of a private summer house for the Prime Minister. We have no doubts that the winter residence was built for Medvedev personally. The fact that he constantly uses it, as usual, is perfectly visible on his instagram.

Now let's explore how this mining facility is related to other firms, funds and assets of Medvedev, which we have already talked about.

For example, the helipad in the photo above. Information about it can be found on the website of the Federal State Unitary Enterprise "Center for Aeronautical Information". There we can familiarize ourselves with the site plan and find out that the site is managed by the “Dar Fund Management Company”.

It turns out that the employees of PromTekhInvest serve Medvedev's mountain residence too.

But who gives them valuable instructions?

Now we are moving from the entertainment genre to the criminal genre. Now we will use a specific example to show how Dmitry Medvedev's people steal state property with his help.

Look at this piece of land near the village of Maslovo on the Rublevo-Uspenskoe highway. Its area is 20 hectares.

In 2011, an unremarkable organization "Garant Club" bought this site from the Office of the President. The most striking thing about this purchase was the cost of the land - for such a huge plot, and even on Rublevka, the Garant Club paid only 18 million rubles.

We would never have known about this if it had not been for a bizarre failure of the system: the Moscow Region prosecutor's office suddenly considered the deal null and void and tried to appeal it in court.

It is not known what prompted the prosecutor's office to go to court. Probably, they did not finish watching and did not understand who they were dealing with. However, this was quickly explained to them, and the prosecutor's office immediately abandoned their demands. The case was closed.

The land still belongs to the "Garant Club":

601.5 million rubles. Sold to Garant Club for 18 million. This is 3% of the cadastral value.

The market value of a hundred square meters in this place is 2 million rubles, the entire plot of 20 hectares in this place on Rublevka is worth 4 billion. It is easy to calculate that they sold it at least two hundred times cheaper than the market price. [...]

Garant Club is a subsidiary of the Financial and Consulting Firm of the Dar Foundation (on the diagram). FinConsultingK (FKK) has already appeared in our story - this is the office that provided the Mansurovo agricultural complex with a mortgage on the land under the estate. Previously, this company was wholly owned by the Dar Foundation.

Later it was re-registered as the property of the Fund for the Support of Winter Olympic Sports. An important function is entrusted to FKK: through this company they receive loans and transfer money, including transferring them to offshores. But we'll talk about this later.

At the time of the transaction, the director and founder of the Garant Club was another classmate of Medvedev, Aleksey Dolgushevsky.

Here he is on the list of LSU sophomores in 1984. Next to him we see other classmates of the current prime minister and the heroes of our investigation, Eliseev and Chetvertkov (director of the Sotsgosproekt fund).

In other words, the Presidential Property Management Department (in 2011 it was Medvedev) sold, and in fact - donated a huge plot of land on Rublevka to a company headed by Medvedev's classmate Dolgushevsky.

Immediately after the transaction, the owner of the company changed to subsidiaries of the Dar fund, controlled by Medvedev. This episode alone is enough for the immediate resignation of Dmitry Anatolyevich.

Well, now let's look at the area captured by the Medvedev office. Why was this whole illegal deal started?


On an area of ​​20 hectares, we see a huge house - about 3000 square meters. Something similar to a sports complex, farm buildings, and of course, a helipad. All this belongs to Garant Club LLC.

Please note that buildings are not registered. You can see them in the photographs, but according to the documents there is an open field. This means that if the houses were built before 2012, they were also included in the total cost of 18 million rubles. [...]

in which Dmitry Medvedev cannot choose a dacha by the sea

In addition to taking away land on Rublevka, Medvedev's octopus made several more attempts to seize state property. We have two examples of frankly criminal schemes that Medvedev's people turned on. Coincidence or not - both stories took place in the Krasnodar Territory with the participation of the Presidential Property Management Department.

It will be about the unrealized projects of the Dar Foundation and structures close to it. In both cases, the classic fraudulent schemes were used - the participation in state tenders of two related companies. [...]

The first case is almost identical to the story of the seizure of land in Maslovo on Rublevka. It took place in the village of Olginka, Krasnodar Territory. Previously, there was a rest house of the Presidential Administration "Tuapse". A huge unused boarding house right on the seashore is a very beautiful and picturesque place.

At first, the Presidential Property Management Department put up buildings for sale: the main building, the dining room, and other buildings. The land with an area of ​​24.4 hectares, apparently, was going to be alienated after the new owners acquired the buildings.

There were two applicants for the property of UDP: OOO Nautilus and ZAO Topgarden.

This is a graduate of the Faculty of Law of Leningrad State University Alexei Chetvertkov (on the diagram). He has already met us Chetvertkov - the director of Sotsgosproekt.

But for whom was this scheme conceived? We are looking at the winner of the competition, LLC "Nautilus".

As a result, it looks like something went wrong with the purchase of the land on which the boarding house is located. Land in the coastal forest protection zone cannot be sold at all, but it is likely to be leased. However, it is also possible that the ownership rights to this site were transferred to the new owner, but the documents about this were not received by Rosreestr. One way or another, construction is not underway on the territory of the former boarding house. Nonetheless, the Olginka case is a clear example of the illegal seizure of state property through prior conspiracy and the participation of front companies.

The Medvedev companies tried to repeat the same scheme with one more real estate - also in the Krasnodar Territory. This is a well-known case that has gained widespread publicity thanks to environmentalists.

On June 23, 2008, the results of the auction were summed up, at which the right to lease for 49 years 119.8 hectares of land in the area of ​​the Dyurso peninsula, next to the Utrish reserve was played out.

There were only two participants in the auction: a fund for regional non-commercial projects “Dar” and a certain Moscow company, LLC “Russian Broker”.

Please note that the previous owner of Russian Broker was Natalya Kharitonova, the former director of the Mansurovo agricultural complex.

They were going to build another palace on the territory of the reserve. The plans were ambitious. The project documentation has also been preserved - in Utrish they intended to build a "health and fitness center", and they have already started to cut a road to it. According to the concept, this complex, in addition to many buildings, included a helipad.

The project was to be signed by Kozhin (at that time the head of the presidential administration) and Murov (director of the FSO). In the forestry plan of the Krasnodar Territory, the Presidential Property Management Department was generally indicated as the initiator of the construction.

Due to unknown circumstances, the construction of the palace in Utrish was never started. However, the right to use land is assigned to the Dar Foundation until 2057. "Dar" is in no hurry to part with the Utrish lands and to this day continues to pay annual rent.

Whether something is built there or not - it is important to remember that the rights to land in the Utrish “Dar” reserve were obtained as a result of a criminal conspiracy. The same scheme was carried out with the Olginka boarding house. The fact that the land is empty should not be misleading: Dar has another 40 years left to build anything there. Perhaps Dmitry Anatolyevich simply cannot yet decide which of the coastal areas he likes best. [...]

in which we tell how the Dar Foundation built a house where you can drive into your apartment with your Lamborghini

From the Krasnodar Territory we are transferred to St. Petersburg. Dmitry Anatolyevich has not forgotten his hometown: another major asset of the Medvedev empire is located here. It belongs to the tsar-fund of this scheme, Daru, together with another very interesting company, Tsertum-Invest.

Both the one and the other company are closely related to the Prime Minister. We have already talked about the Dar fund in great detail, let's now dwell on Tsertum-Invest.

In 2009, Tsertum-Invest bought this historic house on the Neva embankment at an auction. The transaction amount is 740 million rubles.

The mansion of Count Kushelev-Bezborodko is a historical building of the 18th century on the embankment in the very center of St. Petersburg. Despite the fact that over the past century, the building housed everything, from communal apartments to office premises, it retained inside all the attributes of the pre-revolutionary St. Petersburg palace - fireplace halls, seven-meter ceilings, stucco molding, caryatids, old artistic parquet.

For all this, the firm "Tsertum-Invest" paid 740 million rubles. The media became interested in the deal - firstly, the redemption value was already very low, and secondly, it was completely unclear in whose interests the purchase was made. Philip Polyansky, the only founder of Tsertum-Invest at that time, a graduate of the law faculty of St. Petersburg State University, refused to disclose any details. It was not clear where the 29-year-old lawyer got the funds for the purchase and reconstruction of the historic palace.

At that time, it did not become clear who the real buyer of this property was. But we have an answer to this question. This is the Dar Foundation.

It was only worth waiting a few months for everything to be explained.

Look at the cadastral statement and notice the change in ownership. There was "Tsertum-Invest", and three months later ... the "Dar" fund appeared.

This is not a market deal, and the founder of Tsertum, Philip Polyansky (in the diagram), is by no means an accidental person. He is not just a graduate of St. Petersburg State University; Polyansky is a student of our old friend Ilya Eliseev. Eliseev also took him to work. Prior to Tsertum-Invest, Polyansky headed the Dar fund for several years.

In addition to him, Svetlana Iskrova, also a student of Ilya Eliseev, who previously worked in the Mansurovo agricultural complex, also appeared as director at Tsertum-Invest. Tsertum-Invest has common addresses with other firms participating in the Medvedev scheme. Well, the fact that Tsertum-Invest almost immediately re-registered the ownership of the mansion to the Dar fund indicates one thing: Tsertum's participation in the auction was just an operation to cover up real buyers.

All these years, the Dar Foundation has been renovating the building. It was commissioned in 2016. Don't expect a charity to build the world's best orphanage or hospital. You remember, "Gift" is a very specific benefactor. He helps only one family - Dmitry Medvedev. And from now on, any existing or future members of his family will definitely have a place to live in the northern capital.

Now the Kushelev-Bezborodko mansion is an elite building with 29 apartments. It will not be easy to overestimate its elite character. In addition to the traditional swimming pools for such complexes, indoor spa complexes, garages and security guards, some apartments have, for example, an elevator for a car. [...]

The Dar non-profit foundation received six apartments. Their total area is 1800 m². Other apartments were again in the possession of Tsertum-Invest, which returned to the project. The commercial space on the first floor of the mansion belongs to the already familiar company FinConsultingK (a financial consulting company of the Dar fund), which bought 20 hectares of ruble land from the Presidential Administration for a pittance, and also provided land for mortgage to the Mansurovo agricultural complex. The market value of the property of the Dar Foundation in this house is not difficult to estimate. According to the website of the agency that sells apartments in this house, the average price per square meter in it is about 520 thousand rubles. We multiply by 1830 m² belonging to "Dar", and we see that the cost is equal to almost a billion rubles.

A separate surprise is the fact that some of the Dara apartments are for sale. We remind you that the Dar Foundation is a non-profit foundation. Selling apartments on market conditions does not fit into the statutory activities of such an organization. [...]

Our proof is connected with the same firm "Tsertum-Invest", which bought at an auction the St. Petersburg palace of Kushelev-Bezborodko. In the course of our investigation, we discovered a small news item that Sistema and Tsertum-invest have invested in WayRay (on the diagram).

Considering that there is practically no news about Tsertum-Invest, this message, of course, attracted our attention. WayRay is a Russian startup that makes navigation systems with augmented reality. How can a St. Petersburg developer, a buyer of a historic mansion on the Neva, cross over with an IT startup?

This is one of those situations where the most incredible and absurd version turns out to be true.

Ilya Eliseev is the same member of the board of directors of Gazprombank, fellow student, manager of all funds and Medvedev's main confidant.

At the offshore Eliseev in Russia, we found a subsidiary company Investment Sodruzhestvo LLC. She, without a doubt, is part of the structure of the Medvedev empire of funds. For example, the site of this LLC is registered to the same person on whom the sites of the Gradislava and Sotsgosproekt foundations are registered.

The yacht is called "Fotinia", the license is valid from December 2009.

We are immediately starting to look for this yacht in the Russian open spaces. We find a photograph of 2014 and we see on it this very ship, moored - where do you think? In Plyos, on the pier of the Milovka estate, the very secret dacha of Medvedev!

But that is not all. We found another yacht through customs documents from Investment Sodruzhestvo LLC. It is brand new and much more expensive.

We are convinced that both of these yachts, totaling $ 16 million, registered offshore by Medvedev's best friend Ilya Eliseev, at different times belonged to the prime minister. The name of both yachts - "Fotinia" leads us to this idea.

Fotinia is a church version of the name Svetlana. In Orthodoxy, the name Svetlana was considered forbidden for a long time and at baptism it was changed to Fotinia. So both yachts are named after Svetlana. An amazing coincidence!

We decided to study the history of the new yacht in more detail and asked a specialized company for an archive of ship movements to find out where she sailed.

The beginning of the operation of the yacht can be considered June 17, 2015. This is exactly one week from the moment of customs clearance. On this day, the yacht turned on AIS. From that moment to the present day, the yacht sailed to Ples four times: in July and September 2015, as well as in July and September 2016. The September visits coincide with Medvedev's birthday - he is with him on September 14, and in July, apparently, the prime minister is simply opening the summer cottage season.

Several times the yacht made trips around the outskirts of St. Petersburg and Moscow. In St. Petersburg, she is based in the Central Yacht Club and stands at this point; in Moscow, she is moored at the Central Sports Club of the Navy.

Yachts are not the only acquisition of Medvedev, recorded offshore Furcina LTD. Through this company, we found another extremely interesting object - in Italy.

In the Cyprus registry, anyone can get the annual report of this Furcina. The report reveals an interesting detail: in 2012, this offshore company bought 100% of the Italian company FATTORIA DELLA AIOLA S.r.l., which owns and operates its own vineyards and wine production in Tuscany.

The purchase amount is almost $ 10 million. For this amount, the offshore got 1 million square meters of Tuscan vineyards, olive groves and forests. And also several thousand square meters of industrial premises and even an old villa with 30 rooms.

Consider this excellent acquisition.


The winery has its own website with a Russian version. In the section "Company history" it is directly written that in 2012 the company was bought out by Russian entrepreneurs and began a large-scale renovation.

The vineyards were acquired in June 2012.

Three months before that, in March 2012, Svetlana Medvedeva by a strange coincidence rested in an italian hotel Grand Hotel La Pace, also in Tuscany. The hotel, according to eyewitnesses, was closed to all other visitors. Medvedev herself confirmed the fact of the trip and said that she was “resting on her own”.

It is not very clear what "hers" she means. Svetlana Vladimirovna Medvedeva earned 0 (zero) rubles from 2008 to 2015.

The fact that in 2012 the wife of President Medvedev looked after a winery in Tuscany is just a hypothesis. However, one irrefutable fact testifies in favor of the legal ties between the Tuscan vineyard and Medvedev's firms. Luxurious residences, vineyards, agricultural complexes - all this requires money. Where do they come from? Who maintains all of these facilities? These are the most interesting questions, but usually impossible to find answers to. Nevertheless, having studied hundreds of pages of reports and dozens of court cases, we were able to at least partially restore the scheme of financing and managing Medvedev's property.

First and foremost question. Where does the money come from?

There are several sources.

First, these are the resource oligarchs. Shareholders of Novatek Leonid Mikhelson and Leonid Simanovsky contributed 33 billion rubles to the charter capital of the Dar fund.

Another resource oligarch, Alisher Usmanov, made a contribution in kind: an estate in Znamenskoye on Rublevka. His investment is equal to 5 billion rubles.

A total of 38 billion rubles in the literal sense of donated money.

Secondly, these are loans.

One of Medvedev's main financial instruments is the management company of the Dar fund. Gigantic sums are being passed through the Dar UK, which it then redistributes among the elements of the entire scheme described in our investigation.

This company is 100% owned by the Dar Foundation, and is managed by Vitaly Golovachev (who also owns Sotsgosproekt and the Fund for Support of Winter Olympic Sports).

Where do these gigantic sums come from in the "Dar" Management Company? The clue was revealed in the early reports of Gazprombank. No later than 2007, Gazprombank issued a loan to Dar MC in the amount of 11 billion rubles ($ 463 million). Just imagine, half a billion dollars was given to the management company of a non-profit fund! This is such a large amount that for two years the Dar MC became the largest borrower of Gazprombank, overtaking such companies as UMMC and Stroygazconsulting in terms of loan size.

This support from Gazprombank is very easy to explain. The main confidant of Medvedev, Ilya Eliseev, is the deputy chairman of the board of this bank.

Large loans were also received by the firm "Tsertum-Invest", which bought and rebuilt the palace of Count Kushelev-Bezborodko in St. Petersburg. Bashneft's subsidiary ONK JSC issued Tsertum-Invest 1.7 billion rubles.

In the financial statements of other Medvedev companies, we see a few more loans. Unfortunately, the creditor is unknown for them, but we do know the amounts. For example, the accounts payable of the Mansurovo agricultural complex is 4.9 billion rubles. FKK also has plenty of loans - 12.5 billion.

Together with the money received from the oligarchs, the amount of funds circulating between Medvedev's funds and companies is almost 70 billion rubles.

The next question is how is this money spent?

Where they are spent, we already know - on real estate, yachts and other entertainments of Dmitry Anatolyevich. But how exactly is this done? In a suitcase, such amounts cannot be transferred. Using a few examples, we are roughly restoring financing schemes.

But best of all, the financial interdependence of different companies from our scheme is visible on the example of the Eliseev offshore company Furcina.

The offshore has published detailed financial statements for 2013, and this document revealed a lot about the financing of the Medvedev empire.

The lion's share of these loans, $ 53 million, went to the Cypriot offshore company from FinConsultingK LLC - we know it as FinCosaltingK or the Financial and Consulting Company of the Dar Fund.

The source of a similar loan for the previous year was the Managing Company of the Dar Fund (renamed LLC Orion and mentioned under this name in the statements), a company that receives super generous loans from Gazprombank.

This is the kind of circulation of money. The Dar management company receives a loan from Gazprombank, transfers the money to the Financial and Consulting Company of the Dar Fund, which transfers them further - to offshore, and the offshore is already spending on the purchase of yachts and vineyards.

It is worth noting here that the owner of the offshore company Ilya Eliseev finds himself in an extremely delicate situation. After all, the money at the beginning of the chain was issued by Gazprombank, where he works as deputy chairman of the board, and at the end it ended up with an offshore company, which is 100% owned by Eliseev.

Who serves Medvedev's property?

Another interesting question is how such a colossus is controlled. Dozens of legal entities, completely different assets from summer cottages to startups, geographic spread over six regions.

We found a company that centrally manages Medvedev's property. And we are not talking about financial aspects, but about household ones. This firm is the management company "Meritage" (on the diagram).

It is enough to carefully study the vacancies that Meritazh places on the Internet to see how Medvedev's companies are intertwined through it, which at first glance are not related to each other.

For example, "Meritazh" is looking for a cheese maker to create a cheese dairy "in a country house" in Ples. The place of work is indicated exactly, and in the job description there is a funny hint: work "in conditions with incomplete information."

The same MC "Meritazh" is looking for an accountant and a sysadmin in an agricultural complex in the Kursk region. We are talking about "Mansurovo".

Another vacancy from the list. Medical staff at the diagnostic center in the Crocus City shopping center in Moscow. There is only one diagnostic center in Crocus. It is called "White Rose" and was opened by the Foundation for Social and Cultural Initiatives of Svetlana Medvedeva.

Meritazh has posted a lot of vacancies, and all are somehow connected with Medvedev's residences, investments and firms.

But the job is not limited to vacancies.

Look at how Medvedev's managers have left behind when creating websites for their controlled companies. Apparently, the employees of the Meritazh Management Company were charged with registering domains and corporate e-mail addresses for funds and firms controlled by Medvedev. Addresses and sites should be different, otherwise what kind of conspiracy? However, the authors of this idea did not take into account the fact that the same people will register these numerous domains and the contacts of these people will be visible in the information about the domain.

This means that Oleg Kudryavtsev or a person with an email [email protected] not only decided to register the domains, indicating the owner of the Gradislava Foundation or Sotsgosproekt - they provided documents for these companies and had the right to act on their behalf.

This story with domains and people alone would have been enough to conclude that all of the companies in our scheme are run by the same people. [...]

Navalny said that the co-owner of the USM holding, billionaire Alisher Usmanov, donated to the Fund for the Support of Socially Significant State Projects (Sotsgosproekt), which is headed by Medvedev's classmate, a house with a plot in the village of Znamenskoye on Rublevskoye Shosse.

Navalny responded by saying that the oligarch "is lying like a gray gelding." The politician claims that the 12-hectare plot on Rublevka did not belong to the Sotsgosproekt fund, and Usmanov bought this land.

The land on Rublevka from 2007 to 2010 belonged to East Invest Group. Its head, Ilya Gavrilov, told the BBC that the group planned to build five cottages on this site together with Sotsgosproekt. Eliseev said the same thing in an interview with Vedomosti.

"We had a verbal agreement with the Sotsgosproekt fund that we would develop this land, but then the fund refused to do it. And we sold the plot to Usmanov at the cadastral value.
