As we know, any country is a vast organization that provides an adequate standard of living for its population. Thus, the well-being of a country directly affects the quality of life of its inhabitants. The latter, in turn, are obliged to ensure the protection of their state. People realized this fact in ancient times, which led to the creation of armies. Its representatives have always been honored and popular in society.

However, in addition to the usual military formations, each power had security agencies that fought the intelligence activities of other countries on their territory. Such organizations in most cases carried out their activities in the shadows in order to hide the methods and methods of work from prying eyes. Nevertheless, today the existence and functioning of many state security structures is not surprising, since they exist in almost every country.

As for Russia, our state also has a special department called the Federal Security Service, or FSB. What this organization does, its structure and functions will be discussed later in the article.

Department structure

The law "On the FSB" largely gives an understanding of the structure of the service presented in the article. This question is extremely interesting today. After all, the structure shows the priority of certain areas of activity of the service. Thus, today the system includes the following departments, services and departments of the FSB:

  • directly the apparatus of the department;
  • counterintelligence services and protection of the constitutional order of the Russian Federation;
  • economic security service;
  • border, personnel services and own security;
  • investigation department;
  • Department of Military Counterintelligence.

There are also other, more insignificant units that are part of the FSB. What each structural department does can be understood by analyzing the regulatory framework and other official information about the service.

Special units

FSB officers perform completely different tasks when working in various structural units of the service. However, there are divisions that are assigned special goals. Such a formation is the FSB Special Purpose Center. It includes two departments: "A" ("Alpha") and "B" ("Vympel"). Subdivisions are engaged in performing special tasks. For example, "Alpha" is an organization created to fight terrorism, free hostages and solve other important tasks. Alpha fighters often carry out missions in Chechnya, Dagestan, etc.

As for the Vympel subdivision, it is one of the most classified today. The number, command and personnel of the directorate are unknown. The organization's activities are also shrouded in mystery. Its functioning can only be judged by rumors, according to which Vympel is used for activities abroad.

Features of the staff

Any government department selects staff carefully. FSB officers in this case come to serve in the body as military personnel or as civilian personnel. At the same time, the department welcomes people who already have education in certain areas of activity. In addition, there is a special academy of the Federal Security Service of the Russian Federation. In this educational institution, representatives of the officer corps are trained for certain departments of the department.

It remains to be hoped that in the future the department will only improve in its work, since its activities are directly related to the security of Russia.

"Banking" management

The main contender for the post of head of department "K" of the FSB was the head of the 6th service of the Internal Security Directorate of the FSB, Ivan Tkachev, an interlocutor close to the leadership of counterintelligence told RBC, and confirmed a source in the FSB.

Tkachev's appointment is expected in the near future, says one of the interlocutors of RBC. But his candidacy has yet to be approved by FSB Director Alexander Bortnikov. If the appointment takes place, for Tkachev, the transition from the post of the head of the service to the post of the head of the department will be "a jump over several steps at once," says a source in the special service.

The 6th service of the FSB CSS was created in 2008, it includes only 35 people, says a source to RBC. Officially, the powers of this unit were not announced.

Tkachev played a key role in the case ex-head of the Main Directorate of Economic Security and Anti-Corruption of the Ministry of Internal Affairs, says the interlocutor of RBC in the FSB.

Sugrobov and his deputy, Boris Kolesnikov, were detained in 2014 on charges of provoking a bribe, abuse of office and organizing a criminal community. In June of the same year, Kolesnikov died, having fallen after interrogation from the balcony in the building of the Investigative Committee.

Retirements in two departments

According to Rosbalt, the resignation reports were written by the heads of two more departments that are part of the SEB FSB structure - these are the heads of the P and T divisions, which are engaged in counterintelligence support for industrial and transport enterprises, respectively.

“The leaders of the entire economic block of the FSB are leaving the department. All of them have been in the field for a long time, age groups. But, of course, this is not the reason for the resignation. Recently, the SEB has strained relations with the Internal Security Directorate of the FSB of the Russian Federation, scandalous stories began to emerge that grew into criminal cases or so-called operational inquiries. There was a rather difficult situation last summer, but then somehow the sides were "pulled in corners". It hasn't worked out now, ”a source in the special services told Rosbalt.

According to him, Oleg Feoktistov, who is now the deputy head of the department, may become the head of the CSS.

The entire leadership of the economic counterintelligence block is preparing to leave positions after a series of scandals.

Two more heads of key departments of the FSB of the Russian Federation submitted their resignation reports. Earlier, the head of the SEB FSB and the head of the "K" department addressed the management with a similar petition. Thus, the entire leadership of the economic bloc can leave the state security service.

As a source in the special services told Rosbalt, the heads of the “P” and “T” departments of the FSB of the Russian Federation submitted the resignation reports. Along with the "K" department, these subdivisions constitute the "backbone" of the Economic Security Service (SEB) of the FSB of the Russian Federation. Department "P" is engaged in counterintelligence support of industrial enterprises, in particular, is in charge of "Rostec". It was in it that the head of the SEB Yuri Yakovlev previously worked. Directorate "T", in turn, ensures security through counterintelligence in transport and oversees the activities of aviation companies, Russian Railways, etc. Viktor Voronin, who had previously submitted his resignation report, heads the K department, which monitors the activities of the banking sector, budget flows, etc. And Yuri Yakovlev, who also turned out to be among the potential retirees, heads the SEB, which includes all these departments.

According to him, it is planned that it is the representatives of the CSS who will take up the vacated positions. So, the head of the CSS, Sergei Korolev, can become the head of the SEB. In turn, Oleg Feoktistov, who is now the deputy head of the department, may become the head of the CSS. And department "K", as planned, will be headed by the current head of the 6th department of the FSB (part of the CSS) Ivan Tkachev.

It is worth noting that Oleg Feoktistov could have become the head of the CSS back in 2011. Then the head of this department, Alexander Kupryazhkin, went on a promotion, becoming the deputy director of the FSB, and it was predicted that Feoktistov would take the vacant position. But unexpectedly, Sergei Korolev, a comrade-in-arms of Anatoly Serdyukov, who at one time held the post of assistant to the Minister of Defense, became the head of the KGB specials.

A couple of years ago, the CSS and the SEB of the FSB of the Russian Federation were considered extremely friendly departments. In particular, these two units literally “bombed” an influential team of employees of the GUEBiPK of the Ministry of Internal Affairs of the Russian Federation, and its leader Denis Sugrobov even went to jail, and now he is being tried. However, later the CSS switched a significant part of its attention to the representatives of the SEB. Some of these operational activities even made it to the media. So, in February 2015, representatives of the Internal Security Service detained Igor Korobitsin, an employee of the "P" department of the FSB of the Russian Federation. He is accused of demanding $ 1 million from Igor Chuyan, head of Rosalkogolregulirovanie.

In early 2016, the influential St. Petersburg businessman Igor Khavronov contacted the CSS. Several months earlier, the K department had identified a large smuggling channel of expensive mobile phones, to which Khavronov was supposed to be involved. As a result, a case of extortion of a bribe from telephone carriers was born, the defendant in which was Vadim Uvarov, head of the 7th department of the "K" department of the SEB FSB.

The shadow financial world has already reacted to possible personnel changes in the FSB of the Russian Federation. According to Rosbalt sources, the rate on illegal cash withdrawal has increased to 15% - an unprecedented figure for this type of business.

The country has a professional anti-mafia team. All the most high-profile criminal cases of recent times related to corruption and fraud were led by a group of FSB General Sergei Korolev. In early July, Sergei Korolev received the Economic Security Service (SEB) of the FSB under his command

"In the fight against the Russian Cosa Nostra"

Behind the most high-profile criminal cases in recent years, there is a team of FSB officers headed by General Sergei Korolyov, who until recently headed the Internal Security Department of the FSB, and in early July received the FSB Economic Security Service (SEB) under his command, said

In the early 2000s, Korolev served in the third department of the Economic Security Service of the FSB, which was in charge of law enforcement agencies. In those days they looked at it almost like a pension, Fontanka wrote the other day.

A few years later, news reached St. Petersburg - Korolev became an adviser to the Minister of Defense Anatoly Serdyukov, while supervising the General Directorate of the General Staff, which is often called the GRU.

Soon, unexpectedly for everyone, Korolev became the head of the Main Directorate of Internal Security of the FSB of Russia. In the police environment, the Chekists are called watchmen. It turns out that he was guarding the watchmen.

Under Korolev, the Sixth Service became one of the most significant units in the CSS. According to the interlocutor of RBC, close to the CSS, it was created in 2008, it includes only about 35 people. The service is headed by Ivan Tkachev, writes RBC.


Of course, before the detention of governors and other dignitaries, the head of the service coordinates the position with the director of the FSB, Bortnikov. And with such questions it is already necessary to approach the president. The resolution should be the same everywhere: "To work." Signature, date. The Economic Security Service is one of the key units in the FSB, explains retired FSB Major General Alexander Mikhailov, member of the Council on Foreign and Defense Policy. According to him, in the USSR, in conditions of confrontation with the West, the main role was played by employees who were directly involved in counterintelligence, but in recent years the importance of the SEB has increased markedly.

Officially, the structure of the SEB FSB has not been disclosed. As Novaya Gazeta wrote, the Economic Security Service includes seven departments: for counterintelligence support of the credit and financial system (department "K"), industrial enterprises, transport, the Ministry of Internal Affairs, the Ministry of Emergency Situations, the Ministry of Justice, for combating smuggling and drug trafficking, organizational and analytical management and administrative service.

From 2004 to 2008, the SEB was headed by Alexander Bortnikov, who moved from this post immediately to the post of director of the FSB. Yakovlev became Bortnikov's successor in the leadership of the SEB. On July 8, Vladimir Putin appointed a new head of one of the key divisions of the FSB - the Economic Security Service. It was Sergei Korolev.

The most high-profile criminal cases of the Sixth Service

May 8, 2015... Police Lieutenant General Denis Sugrobov, who until February 2014 was the head of the Main Directorate of Economic Security and Anti-Corruption of the Ministry of Internal Affairs of Russia, was detained. Let us remind you that he was arrested on charges of organizing a criminal community, provoking a bribe and exceeding his official powers. His deputy, Boris Kolesnikov, was also arrested and soon committed suicide.

September 2015... Head of the Komi Republic Vyacheslav Gaizer was arrested on charges of fraud and organizing a criminal community. 19 people are involved in the Gaizer case, including the ex-deputy of the State Duma from Komi Yevgeny Samoilov.

March 4, 2016... On Sakhalin, the governor, Alexander Khoroshavin, is detained, he is charged with taking a bribe in the amount of $ 6 million.

March 14, 2016. Deputy Minister of Culture Grigory Pirumov was detained in Rostov. The total amount of damage imputed to him and other persons involved is more than 100 million rubles. In addition to Pirumov, Dmitry Sergeev, director of the St. Petersburg company BaltStroy, and other responsible persons were arrested in the so-called “restorers' case”.

End of March 2016... Billionaire Dmitry Mikhalchenko, “St. Petersburg businessman No. 1,” was arrested. He was charged with smuggling. According to the investigation, elite alcohol was purchased at European auctions, which was supplied to Russia under the guise of construction sealant.

As noted by RBC, the Mikhalchenko case is not the only case of smuggling carried out by the CSS. At the end of 2015, the department became interested in the ULS Global case. Among the defendants in the investigation was the head of the 7th department of the "K" department (it deals with counterintelligence support in the credit and financial sphere) of the FSB Economic Security Service Vadim Uvarov.

The connection with Mikhalchenko affected the career of one of the highest-ranking security officials in the country - the director of the FSO Yevgeny Murov.

Murov worked for several years with Mikhalchenko's business partner Nikolai Negodov in the regional department of the FSB. Murov, Mikhalchenko, Negodov lived in the same village on the shores of Lake Valdai in the Novgorod region.

At the end of May, by decision of the President, Murov was dismissed. The press secretary of the head of state Dmitry Peskov explained the dismissal of Murov by his advanced age, RBC reminds.

Rearrangements in the FSB

In June, the head of department "K" (part of the SEB structure) Viktor Voronin, Vadim Uvarov's immediate superior, lost his post.

The CSS had information that Voronin was associated with Mikhalchenko, two interlocutors close to the CSS management told RBC. Voronin's resignation occurred following the results of an internal audit, which was carried out in the SEB by the staff of the CSS.

Soon after the first audit, the Internal Security Directorate began a re-examination. Upon its completion, the head of the SEB Yuri Yakovlev resigned.

A few weeks before Yakovlev's resignation, Korolev became the main contender for his place, interlocutors in the special service told RBC. It was he who was appointed head of the SEB on July 8.

Now reshuffles are continuing in the FSB, but at the level of middle-level operatives of the Economic Security Service. According to one of the interlocutors of RBC in the FSB, close to the leadership of the special service, the scale of layoffs is still difficult to assess, but it is already known that about ten people will lose their posts, about half of whom will be additionally checked in connection with possible violations of the law.

Another interlocutor of RBC in the special service said that at least one person from among the employees of the SEB left the country. According to another RBC source, one of the operatives of the Economic Security Service was fired on July 8, the day when the decree on the appointment of a new head of the SEB was signed.

There was a turnover of generals at Lubyanka

Yesterday it became known that practically the entire leadership of one of the main anti-corruption divisions of Russia - the Economic Security Service (SEB) of the FSB - could be replaced. The issue of retirement of General of the Army Yuri Yakovlev, who headed the SEB for almost ten years, has already been practically resolved, and the leaders of the key departments of the service that were subordinate to him wrote resignation reports. They are expected to be replaced by people from the Internal Security Directorate of the FSB, who had previously carried out a large-scale operation, as a result of which the SEB "allies" from the GUEBiPK Ministry of Internal Affairs headed by Lieutenant General Denis Sugrobov ended up behind bars.

According to Kommersant's sources, rumors of upcoming changes in the FSB's SEB have been circulating for at least six months. This was partly due to the complex due diligence that had begun in the service. It was of a planned nature - such revision measures are carried out in all divisions of the special service every few years. However, the current check of the SEB, according to the interlocutors, is particularly thorough. Allegedly, the controllers were instructed to identify and record even the slightest violations.

Moreover, it was carried out on the eve of the retirement of the head of the SEB Yuri Yakovlev. He is considered an old-timer in the state security system and a strong professional, heading the service since 2008. Prior to that, he was the first deputy chief of the SEB, which was headed by Alexander Bortnikov until his appointment as director of the FSB. It should be noted that Mr. Yakovlev has long reached retirement age, but as the holder of the rank of army general, he was able to continue serving. At the same time, unlike other senior officers of the special service, General Yakovlev was a public figure - he regularly participated in various events, meetings of commissions and committees.

The FSB never disclosed its structure, although the goals and composition of the SEB were, by and large, not a secret. After the reorganization of the FSB in 2004, the SEB included, according to some sources, six departments. Department "P", which, by the way, was once headed by Yuri Yakovlev, is engaged in counterintelligence support in the fight against corruption in the industrial sphere, department "K" - in credit, financial and banking, department "T" is responsible for transport, "M" - for the cleanliness of the ranks in the Ministry of Internal Affairs, the Ministry of Justice and the Ministry of Emergency Situations, "N" - for the fight against smuggling and distribution of drugs, and the latter, which does not have a letter abbreviation, is organizational and analytical.

Several years ago, the anti-drug administration was structurally included in the “K” department, which became the key one in the SEB.

The head of the "K" department, Major General Viktor Voronin, wrote a letter of resignation after a series of scandals involving his subordinates. Some of them were involved in smuggling. Now on the table to the leadership were the reports of the heads of directorates "P" and "T", whom the sources called Generals Lazarev and Chernyshev. However, there are rumors that the first of them may still remain in his position.

Meanwhile, according to sources, in the special service itself, the chairs of the departing employees will be occupied by people from the Internal Security Service (it is the 9th department of the FSB), and the SEB itself will be headed by the head of this department, Sergei Korolev. The first person in the CSS may be his current deputy, General Oleg Feoktistov, who was expected to fill this position several years ago. The already vacant position of the head of department "K" will allegedly go to the head of the 6th service, which is part of the CSS, Ivan Tkachev, who has a crystal clear reputation among his colleagues. His deputy, Igor Demin, became widely known after the operation to expose the employees of the GUEBiPK Ministry of Internal Affairs, which ended with the arrest of one of the youngest and most promising police generals Denis Sugrobov and a number of his subordinates - they were accused of organizing a criminal community and participating in it.

It should be noted that the very functions of the anti-corruption services of the Ministry of Internal Affairs and the FSB were practically the same, which could not but generate competition between departments. Both divisions were active in the illegal cash withdrawal market, identifying dishonest bankers, etc.

However, after the arrest of General Sugrobov and the reorganization of his head office, the interdepartmental struggle actually ceased. But, according to some reports, certain problems arose between various services in the FSB itself. Some sources claim that the disagreements between the CSS and the SEB were not serious and were related exclusively to work issues. For example, with the exposure of a number of senior officers of the SEB, seconded to other departments. Among them, in particular, are called and. O. Head of the Federal State Unitary Enterprise "Departmental Security of Industrial Facilities of the Russian Federation", in the recent past, the commander of the "Vympel" special group, Major General Vladimir Podolsky, who was accused by the TFR of fraud.

At the same time, according to sources, problems have arisen within the SEB itself. So, for example, there were persistent rumors about the confrontation between the employees of the "K" department and colleagues from the "M" department. The latter are engaged in "cleaning the ranks" in the power structures, and therefore, by the nature of their service, they are close to the CSS. At the same time, some interlocutors do not exclude that the "security forces", having first removed their competitors from the Ministry of Internal Affairs, are now simply trying to expand their sphere of influence over the SEB.

Denis Sugrobov's lawyer Eduard Isetsky said that he became aware of internal contradictions in the FSB more than a year ago, after the arrest of his client. “It turns out that in the near future we may have one structure that will determine what is corruption and what is not,” the defender said.
