Recent changes in Federal law 273 "On Education in the Russian Federation" indicate that the certification of teachers in 2017 will take place in two stages. New certification teaching staff in 2017 applies to all education workers without exception. Recall that at this point in time in Russia there are two types of certification at once: compulsory and voluntary. Mandatory certification: important information about this type of assessment of the teacher's solvency

Compulsory certification of teaching staff, starting in 2016, will be carried out for those who passed it 5 years ago. In 2017, teachers with an already existing qualification category and pregnant women are exempted from compulsory certification.

It should be noted that certification can be ignored by those teachers who have been serving in educational institutions for the last 2 years. Certification does not apply to those employees of educational institutions who, for various reasons, have been absent from the workplace for the last 4 months (and above this period). For them, certification becomes mandatory only after one calendar year, starting from the moment of their official return to work.

Voluntary certification: who is interested in this type of confirmation of teacher competence

Probably, every person (not only a teacher - any other specialist) wants to raise their qualifications to a higher level, with the goal of moving up the career ladder and improving. Such people who wish to improve themselves will be interested in voluntary certification. The new form of certification of teachers in 2017, in general, is in many ways similar to the already familiar order of affairs.

If we are talking about the field of education, then specifically a teacher, intending to improve his qualifications, must first turn to his superiors for help in solving this issue, and then write the appropriate application. The document follows in mandatory clarify that voluntary certification will be carried out in order to establish a new qualification category.

Voluntary certification will be interesting both for teachers without a category, and for those teachers who already have it, but at the same time, they still have room to grow.

To get the highest possible grade, you need to be a teacher who is not only determined, but also previously received the first grade. Note that at least two years should pass from that moment to the next increase.

At the same time, one cannot but say that highest category assigned to those teachers who already have one at all. In their case, they confirm their qualifications obtained earlier. Categories are issued for 5 years, after which they no longer require further renewal.

How does certification work?

Compulsory certification of teachers in 2017 in Russia is carried out under the supervision of a special attestation commission... Its composition is formed from representatives of the educational organization. The head, who confirmed the order on the appointment of the commission, approves the composition: chairman, deputy, secretary and other members of the commission. On the appointed day, a meeting of the commission is held.

Voluntary certification involves the prior submission of an application from the employee himself. It indicates his position and current category. The commission will check the teacher's knowledge on the appointed day.

Verification of the application can take up to 30 days, after which the commission's conclusion is issued. The duration of the attestation, including the issuance of the final decision of the commission, is no more than 60 days.

Results of the performed certification

If the teacher partially or completely disagrees with the decision of the commission, he has the opportunity to challenge the conclusion received in court. Another option is to create a special labor dispute commission. To challenge the results, the teacher has 90 days from the date of issue of the conclusion.

On the other hand, if the results of the certification are largely satisfactory to the employee educational institution, he himself, in this case, having returned to workplace and presenting the conclusion of the commission to the chief, he may demand a raise in salary.

They were implemented last year and continue to operate this year. Changes in the certification of teaching staff in 2017 will affect many teachers of preschool, secondary and higher educational institutions.

Recent changes in the certification of teachers in 2017

A new approach to assessing the knowledge of teachers in 2017 will affect all representatives of this field. Innovations in the law of the Russian Federation 273 allow a completely different attitude to certification, which will now be carried out in two stages:

  • a copy of additional documents necessary to confirm the truth and consistency of the data (for example, when changing the surname);
  • it is advisable (but not necessary) to attach a testimonial from the workplace or transmittal letter describing the qualities of the educator in the context of his work.

Within a month's term, the person who submitted the request will receive a notification at the specified address. It will inform you of the date and time at which the certification event is scheduled.

Who might be interested in voluntary certification?

The voluntary form should attract the attention of those educators who consciously strive to raise their level with the aim of self-improvement, self-realization and professional advancement. The new inspection procedure in 2017 has similar features to the one that existed before.

A representative of the educational sphere of functioning, who has shown a willingness to subject his teaching skills to an optional form of testing, should first contact his boss on this issue in order to write the necessary petition. It must indicate the pursued goal of passing the test (establishing a new category, confirming the existing one).

This form can be of interest both for teachers without a category, and with it, but who have not yet exhausted their career opportunities. To obtain the highest grade, you need to have the first category, and also be well prepared in terms of skill.

How is certification carried out?

The passage of compulsory certification in 2017 is controlled by a special one, consisting of authorized members of an educational organization. Who is included in it is decided by the leading person who confirmed the order on its formation and composition. The manager must submit a list of employees subject to control.

If a desire to undergo an optional assessment procedure is revealed, the application is written by the employee himself.   • to form a special council to resolve labor disputes.

Having received a satisfactory final answer, the teacher, having taken up his duties, has the legal right to demand an increase in his salary.

Preparation for certification for professional suitability

Execution of certification for compliance with the position held

  • who have not worked in their place for more than 4 months (they are allowed to "revise" knowledge only after a year of returning to the workplace);
  • pregnant women.

If necessary, the above subjects have the right to write an application for passing optional, if it coincides with their career interests and benefits.

The updated rules of verification actions pursue the task of assessing the compliance of a particular specialist with a job position. In case of non-confirmation of competence, he is replaced by a suitable candidate.

Certification actions can be carried out without a participant. In order to be present at the announcement of the results, a request for this must be submitted along with the main documentation.

Regardless of the presence of the subject during the issuance of the conclusion, the commission forms a protocol. It records the estimated results, personal data of the auditee and other necessary information... The result of the verification event is entered in the certification sheet. With a positive decision, there is a confirmation of the correspondence of the teacher's competence to the position held by him.

New order certification of teaching staff implies more expenditure of time and power resources for training. Perhaps not everyone will like it, which will force some, first of all, the “old-timers”, to prematurely terminate the teaching business.

The results of examinations of the CDF and USE showed that some teachers overestimate the marks. Anzor Muzaev believes that the reason lies in the teacher's insufficient knowledge.

The predicted validation model will consist of three blocks:

How will legislative changes affect certification?

On January 1, 2017, the law "On independent assessment of qualifications" came into force, approved by Order of the Ministry of Labor of Russia dated November 1, 2016 No. 601n. In July of this year, the Ministry of Education and Science of the Russian Federation approved an action plan for the formation and introduction of a national system of teacher growth - a "road map". Teachers from Abakan, Lesosibirsk, Tyumen and other Russian cities reviewed the legal framework for the introduction of educational and professional standards and discussed the requirements for teaching staff.

Pedagogical workers of preschool educational institutions and professional standards

Each specialization has its own professional standard:

  • Educator - professional standard "Teacher" (Order of the Ministry of Labor of Russia dated October 18, 2013 No. 544n);
  • Instructor for physical culture- professional standard "Instructor-Methodist" (Order of September 8, 2014 No. 630n);
  • Educator-psychologist - professional standard "Educator-psychologist" (Order of July 24, 2015 No. 514n);
  • Educator additional education- professional standard "Teacher of additional education for children and adults" (Order of September 8, 2015 No. 613n).

Berezhnova noted that in job descriptions, work books and other papers, positions are prescribed clearly, as in the professional standard, without the additions: not “teacher of additional education on fine art", But simply" teacher of additional education "," teacher-organizer "and so on. The accuracy of the wording is needed so that the employee does not have any difficulties in passing the certification.

New certification procedure

At present, the certification system includes confirmation of compliance with the position held and the establishment of a qualification category based on the teacher's portfolio, that is, without uniform assessment criteria.

The National Teacher Growth System offers a different model of certification in a uniform format.

The subjects of the Russian Federation themselves choose the option for carrying out certification:

  • the current format, but taking into account the requirements of the professional standard;
  • Unified federal assessment.

But Olga Berezhnova believes that in the end everyone will be required to pass the ETF certification.

This model can be applied not only to school teachers, but also to preschool educators, since there is a single professional standard "Teacher" for teachers and educators. But if an employee does not have special education, then he cannot pass certification.

Is it possible to fire an employee without special education?

No, you can't fire. If the employee does not meet the professional standard, then the manager offers him another position or retraining. If the employee does not have a preschool education, but he wants to work in kindergarten, then he takes additional vocational education courses in the direction of OO activities, retraining, enters a bachelor's or master's degree. Also, such an employee can undergo an independent qualification assessment.

Law "On independent assessment of qualifications" entered into force in January this year.

An independent assessment of qualifications is expected to help:

  • an employee - to conduct an independent assessment of his qualifications to confirm its compliance with the professional standard, to plan further training or career;
  • to the employer - to provide the organization with qualified personnel and plan the training of employees.

It is believed that an independent assessment will stimulate workers to professional growth. The national system of teacher growth assumes the possibility of professional growth of a teacher along a horizontal and vertical model.

The teacher can perform three generalized labor functions A, B and C. OTF A includes three labor functions:

  • A1 - professional activities for the education and upbringing of children in accordance with the Federal State Educational Standard and the main educational program;
  • A2 - interaction with the parents of the pupils;
  • A3 - interaction with colleagues.

The horizontal career of an educator

If the teacher only performs professional activity- A1, then he will have the position of educator or teacher. A1 is the correspondence to the position held. If the educator confirms that he is interacting with the parents, then he can apply for the first qualification category. If a teacher conducts seminars, workshops and participates in various conferences - interacts with colleagues, then he gets the opportunity to reach the highest qualification category.

Vertical Career Career

If a teacher masters function B, then he can be called a senior educator. The senior educator performs fully OTF A and OTF B. If the educator also performs function C, then he can become a leading educator.

For teacher primary grades, working as an educator in a preschool educational institution, are there enough refresher courses or is professional retraining necessary?

In accordance with current legislation, teaching in primary grades is included in the cluster "Education and Pedagogical Sciences", that is, it is one and the same area of ​​training. In accordance with the professional standard, this person can work in the education system, in this case - preschool.

The teacher is included in the cluster "Education and Pedagogical Sciences", but since he does not have special preschool education, he needs additional professional education in the direction of activities in an educational organization - advanced training at least once every three years.

Each educational organization prepares a plan for organizing the application of professional standards in the organization. The plan indicates:

  • a list of professional standards to be applied;
  • information about the needs of employees in vocational education;
  • stages of application of professional standards;
  • a list of local regulations that are subject to change taking into account the provisions of professional standards.

The plan prescribes certification procedures for compliance with the position held, certification, qualification assessment, development job responsibilities etc. All activities must be completed by January 1, 2020.

There are two types of pedagogical certification: voluntary and compulsory. Let's take a closer look at each of the types.

Mandatory certification in 2016-2017 will “capture” all teaching staff who passed it 5 years ago. The following are exempted from mandatory verification:

  • pregnant women;
  • teachers with a qualification category;
  • workers who are “newbies” in education, i.e. worked for only 2 years;
  • persons in maternity leave at the time of the knowledge test (they will be certified 2 years after returning to their legal place of work);
  • a teacher who is absent from work for more than 4 months due to illness (certification will need to be passed one year after the official exit to work).

Voluntary pedagogical certification is passed by persons who, of their own free will, want to improve their qualifications. To do this, you must refer to the manual with a corresponding statement. Note that teachers who do not have a category or have acquired a 1st grade can be promoted to 1st grade. To get the highest rank, you need to earn the 1st category at least 2 years ago. In addition, if the teacher already has the highest category, he can confirm it by voluntary certification.

New regulations and rules

Simply put, at this stage, the members of the commission establish the professional suitability of the teacher, namely, whether he has the right to engage in teaching.
  2. Obtaining a professional qualification category. In 2017, the teacher will have the right to apply for 1 or higher category. However, to qualify for the first category, an employee must meet the following criteria:
  1. have a second qualification category;
  2. have the first, but the time has come for passing the certification.

If the goal is to get the highest category, he must fit according to other conditions:

  • have the first category for two years;
  • have the highest category, but the time has come for passing the attestation check.

Documents for certification

The officials also changed the list of documents required to start passing the pedagogical certification in 2017. Let's remind, earlier the employee had to simply write the application - at this stage the registration ended. Now it happens a little differently, because the main responsibility is on the shoulders educational institutions at the level of the constituent entities of the Russian Federation.

  3. Copies of diplomas of higher or secondary vocational pedagogical education

A month after the submission of documents, the applicant will receive a letter at his home address with detailed description place and time of certification.
