Do you know what kind of guy he was? What kind of enterprise are we talking about?

In an interview with Business FM, the former prefect of the Northern District of the capital, Yuri Khardikov, spoke about the "tame police", raider schemes and hopes for the Nobel Prize

Former prefect of the northern district of the capital, Yuri Khardikov, hopes to close his criminal case after the resignation of Yuri Luzhkov from the post of mayor of Moscow.

At one time, Elena Baturina accused Yuri Khardikov of embezzling 1 billion rubles allegedly belonging to her. The former official fled from the investigation, was announced in international search... In Moscow, he was arrested in absentia. Now Khardikov lives in Vilnius. He applied to the Lithuanian authorities for political asylum. In this way, he is trying to avoid extradition to Russia due to fears that Luzhkov and Baturina will perpetrate reprisals against him.

But even if he receives the status of a political refugee, the investigation of the Lithuanian money laundering case will continue, the prosecutor’s office told Business FM, since this is about Yuri Khardikov’s suspicion of committing a crime on the territory of Lithuania.

In an interview with Business FM Yuri Khardikov talked about what he is accused of in Russia and Lithuania, whom he considers to be the culprit of Luzhkov's resignation, what he is doing now

- What was your relationship with Elena Baturina?

I personally did not have any relationship with Elena Baturina and could not have. She has been pursuing me for a year and a half in a fictitious criminal case, which the police hired by her are leading. I think that this investigation is illegal, but, of course, I got a lot of problems. Now it is difficult to comment on something, let's wait. Her press secretary Terebkov said: "We are awaiting trial." But what kind of courts in Moscow, I see and already see everything. I am also awaiting trial. I think that in this case on Russian laws must condemn Baturina. And she expects that they can condemn me. Here we must wait for the denouement.

- Has this case already been submitted to the court?

Of course not. This is a custom-made business. I think it will hardly come to court with regard to me, but with regard to Baturina - a real chance.

We are now talking about a criminal case that is being conducted against you - an investigation on charges of embezzlement of 1 billion rubles. Do you know how the investigation is going there?

I do not know. My lawyer died in Moscow. He kept me informed, but there this case is very cunningly conducted. They quickly took Baturina's statement without questioning anyone, attached two or three pieces of paper that I was not there, they quickly arrested me in absentia, the case was suspended and they are sitting and waiting. So they waited until Luzhkov was removed, Baturina has a problem. Now, I think, a normal prosecutor's office should investigate the actions of police officers who carry out ordered cases.

- If you say that you do not communicate with Baturina personally, do not know each other, then where did these accusations come from?

I know Baturina. And I can say one thing about this case: Baturina implemented a classic raider scheme. And then, with the help of the police, she tried to earn her next billion, as she likes to do. She's not doing very well with me yet.

- Raider seizure your enterprises or whose?

Definitely not my business. I will not hide it, it used to belong to me, then I sold it. And then Baturina bought it. I bought it completely legally.

And in the case of the investigator, they were not even allowed to enter Inteko - she stood somewhere on the street and passed the interrogation protocol through the assistant. Baturina, not understanding all the personal belongings, signed in the wrong places. And where necessary, she did not sign. The protocol is not completed, who interrogated her, where, when? I had enough conscience to bring it to court. On the basis of this protocol, the judge made a decision on arrest in absentia. All these documents are on the site. This is just a mockery of the Russian Criminal Procedure Code and the law.

- You had a business relationship with Baturina, you sold your enterprise to her.

I didn’t sell my business to her. I used to own this enterprise, then other people owned it, then I bought Baturin. All transactions are legal.

- Because of what, then, there was a conflict, what is the charge against you?

It was just that Baturina was looking for an excuse to protect her close friend Ismailov, who worked as my deputy and whom I asked Luzhkov to punish for abuse. So this is a custom case. Let's wait for his decision. The truth can be given by an investigation, which will terminate the case. Or the court. I didn't want to blame anyone on the other side, let's wait.

- Don't you think that after Luzhkov's resignation the prosecutor's office will immediately close the case?

This is exactly what I expect. After Luzhkov's resignation, Moscow policemen will begin to think with their heads, and not blindly follow orders. And the Moscow City Court will also begin to read the Criminal Procedure Code a little when making its decisions.

- What is the underlying reason for the case - in politics or is it a conflict of interest?

This is an economic conflict that has a civil law nature. In order to earn an extra billion, Baturina transferred him to the plane of criminal prosecution. She had all the opportunities and resources for this. In the Moscow principality, she had an assistant police, prosecutor's office and courts. With such an arsenal, she was slowly becoming the richest woman in Europe.

- What kind of enterprise are you talking about?

- "Olympus 2014".

- You did not receive threats, do you fear for your life?

After my lawyer died of severe poisoning, I applied for political asylum on the second day. Every person can fear for his life, only in Moscow this can happen very easily and quickly. But Lithuania is still a European country. And here the police work quite successfully.

- What are the chances of getting political asylum?

I cannot estimate the chances. I have not received any notifications. I will receive a document, either a refusal or a confirmation.

Luzhkov left, but I did not hear that the investigator Moiseyev or Yegorov was fired. And there a whole legion of them remained after Luzhkov. The president is engaged in cleaning investigators, judges, prosecutors, police officers. Long road still this way.

- Tell us about the deceased lawyer. Where did it happen?

This is Mikhail Dmitrievich Zhidkov. He defended me for several years. He was extorted money for the court's decision on August 6. That day he was in Moscow at the trial, defended me. On August 9, with severe poisoning, he was hospitalized in a coma. And three weeks later he died in Moscow. After that, I wrote a statement to the Attorney General with a request to check if everything was so clean. His death must be sorted out.

- A pre-trial investigation is underway in Lithuania on suspicion of money laundering. Is it so?

I do not know Lithuanian laws. I use the opinion of a lawyer who told me that this is a lie from start to finish. And the fact that I read in the press that I transferred some 39 million dollars from Germany, tried to somehow spray them, is a complete lie. I did not transfer any money from Germany here, I did not spray anything. And that money, a much smaller amount that came here, was in the account for a year and is still there.

- Your lawyer said it was your personal money.

My personal money.

- What amount are we talking about?

39 million is a lie, there is no such amount. We filed a lawsuit against the press, which indicated this amount. Exactly like the court we won against Mitvol that there are three criminal cases against me in Russia. The court has already accepted the application for consideration. Mitvol will be interrogated in the near future.

- A much smaller amount?

Yes. But from Germany, I did not transfer anything to this bank. I transferred my money from the Russian Sberbank here, to my account, which is registered with the Russian tax office. I declared the money in Russia. I have to live on something, to learn.

- Tell me, what do you do in Vilnius?

I am writing a book called "Oligarsha".

- About Baturin?

She is a minor character to write about. The main character is the events of the last 10 Russian years, of which I lived for seven years at RAO UES and almost two years at the Moscow government. It is dedicated to the setting, to those people with whom I met. This book will be fiction. And this will not be a libel against Baturina or Luzhkov. In 10 years, I hope to receive the Nobel Prize for her.

- In connection with the resignation of Luzhkov, you do not intend to make loud revelatory statements?

I do not enjoy the pain of another person. I am not going to make any statements, I did not collect any compromising evidence on Luzhkov. The power structures of Moscow have everything. I am very sorry that we did this, because 15 years ago my friend and I said that Luzhkov needed to erect a monument for the fact that he built the Moscow Ring Road, the Cathedral of Christ the Savior. And the fact that he left like this is his own fault and his greedy and insatiable wife. She wanted to become richer than the Queen of England ... She had to behave more modestly, not to expose her own husband.

- What are your plans? Are you staying in Lithuania for now?

The beautiful city of Vilnius. I invite you to visit. I already speak a little Lithuanian.

- Do you intend to organize a business there?

I bought horses, horses participate in competitions in Lithuania. I ride it myself. The same business that I had in Russia, hunting, fishing, tourism. I have a firm here too.

Married. Has four sons and a daughter.

In January 2009, a number of media outlets disseminated false information about allegedly several initiated criminal cases. This information was picked up by Khardikov's successor as prefect Oleg Mitvol in an interview with several publishing houses. According to the court decision, these statements were found defaming the honor, dignity and business reputation of Yuri Khardikov. The slon.ru publishing house, which was the original source, was found guilty and published a refutation

In November 2009, the Tverskoy District Court of the capital sanctioned the arrest in absentia of Yuri Khardikov, who was put on the international wanted list. The illegal decision of the Tverskoy court was followed by the decision of the Supreme Court of the Russian Federation, as well as the decision of the General Prosecutor's Office on the illegality of the arrest in absentia, but the arrest is still not lifted.

May 21, 2010 found abroad (presumably in Germany), warned not to leave. Documents for extradition to Russia have been submitted. In the published open letter Khardikov announced his intention to apply abroad.

In September 2010, Khardikov moved to. A report was made public that Khardikov had allegedly transferred a large sum of money from Germany to one of the Lithuanian banks, in connection with which the Financial Crime Investigation Service and the Vilnius Regional Prosecutor's Office began a pre-trial investigation. The information was not confirmed and Khardikov is applying for political asylum in, the request was granted.

The ex-prefect of the Northern Administrative District of Moscow, Yuri Khardikov, who is to be extradited to Russia in the near future, at one time left an indelible mark on the business circles of Krasnodar.

Last Friday, May 21, it became known that Yuri Khardikov, the former prefect of the Northern District of Moscow, the ex-general director of Kubanenergo, will be extradited to Russia as the main defendant in the criminal case on embezzlement of 1 billion rubles from Inteko headed by the wife of Moscow Mayor Yuri Luzhkov Elena Baturina.

From April 2003 to November 2005, Yuri Khardikov headed Kubanenergo, JSC. Yugopolis contacted people who communicated with Khardikov at that time.

- Authoritarianism, narcissism and, I'm not afraid of this word, fanfare of Yuri Anatolyevich puzzled everyone who became his subordinate or interlocutor "

Khardikov arrived in Krasnodar, and a few days later it became clear that our region had never known such an unconventional leader, ”one of the top managers of Kubanenergo OJSC tells Yugopolis of those years. - Authoritarianism, narcissism and, I'm not afraid of this word, Yuri Anatolyevich's fanfare puzzled everyone who became his subordinate or interlocutor.

Immediately from the airport Khardikov went to one of the Krasnodar temples to receive a blessing to work in the Kuban. He voiced his position and views without hesitation at the very first working meeting: “All Kuban residents are thieves, mediocrity! I will teach you how to work. "

The managers of Kubanenergo from the very first day came under powerful pressure from the new head. Emergency meetings held in the middle of the night to solve a trivial matter have become traditional. Khardikov's demands were often absurd, the accusations were unfounded, and it was easier for a sane person to write a letter of resignation according to on their own than to prove to the boss that you are not an ass.

Khardikov moved around the city accompanied by armed guards, positioned himself as a person from the inner circle of Anatoly Chubais and spent a lot of money on self-promotion "

Khardikov moved around the city accompanied by armed guards, positioned himself as a person from Anatoly Chubais's inner circle and spent a lot of money on self-promotion. The people he brought to Kubanenergo from Siberia and the Moscow region had the most indirect idea of energy, but they possessed the art of fulfilling any whims of the chief. And Khardikov demanded almost servile submission.

O corporate rest Khardikov's teams in the Kuban business circles were legendary.

Khardikov issued absolutely illogical orders, organized "tariff wars", survived people he disliked and loved to publish his portraits in the local press.

He moved around the city in a cherry Infinity, in my opinion, the first in Krasnodar. He drank expensive cognac, smoked cigars, the tip of which he invariably dipped into a glass with this very cognac "

This man did not have a natural feeling of fear, he lacked the instinct of self-preservation - he proudly showed his surroundings the non-healing wolf bites on his legs, spent weeks and even months on his settlements in Siberia, and by the end of his one and a half year tenure as general director of Kubanenergo JSC and did not appear at work at all.

The best wife is deaf and dumb "

Yuri Khardikov was very fond of drivers and young girls, - tells "Yugopolis" Evgeniya Kharchenko, who worked in 2005 as a reporter for the KP-Kuban newspaper. - He moved around the city in a cherry "Infinity", in my opinion, the first in Krasnodar. He drank expensive cognac, smoked cigars, the tip of which he invariably dipped into a glass of this very cognac. I spoke with Khardikov when he conducted a commercial "direct line" in our editorial office. Employees of the press service of "Kubanenergo" prepared in advance questions and people who called by phone. It remained unclear - why such an entourage is needed, if it was possible to simply place the paid material in the newspaper. During a meeting with the editorial staff, answering a question about his personal life, Khardikov uttered a phrase that has become an immortal pearl for us: "The best wife is deaf and dumb." All the participants of the meeting then received a canvas bag as a gift, inside which was a disk with songs dedicated to Yuri Khardikov, a notebook and a branded pen. Khardikov stressed that the songs were composed and recorded by the musicians of the Lyube group, with whom he has close friendship.

The contract with Yuri Khardikov, concluded in April 2004 for a period of three years, was terminated ahead of schedule on November 28, 2005 by the decision of an extraordinary meeting of the Board of Directors of Kubanenergo, JSC.

On January 16, 2006, Khardikov filed a lawsuit to reinstate him in office. He argued that at the time the board of directors signed the decision to terminate the contract, he was on sick leave. In addition, according to the terms of the contract, the board of directors had to warn Mr. Khardikov about the dismissal in advance and pay him compensation, which was not done.

The trial to reinstate Khardikov in office took place in the Oktyabrsky District Court, recalls A. nna Perova, a correspondent for the newspaper "Kommersant". - The journalists were not allowed into the hall - the judge referred to the lack of chairs. As I was able to find out through my channels, during the court hearings, representatives of Kubanenergo tried to refute Yury Khardikov's assertion that on November 28 he was ill and could not take part in the discussion of the terms of termination of the contract. As evidence of the falsity of the information about Khardikov's illness, the court was presented with the testimony of witnesses who confirmed that at the time of Khardikov's dismissal they saw him healthy and active.

As for the dismissal procedure itself, representatives of the new management of Kubanenergo continued to insist that the board of directors was competent to decide on the dismissal of the general director. However, the court recognized the plaintiff's arguments as more weighty: Yuri Khardikov was reinstated in office due to violations of the dismissal procedure stipulated in the contract. The plaintiff received a writ of execution for immediate execution judgment and has the right from the next working day to resume his duties as the general director of the company. The claims of Mr. Khardikov for compensation for moral damage in the amount of 10 thousand rubles and compensation were also satisfied wages during the forced absence.

Yuri Khardikov, reinstated in his rights, never came to work. Apparently, he found a consensus with the Moscow leadership and, having received a cash bonus, left Krasnodar forever. According to some reports, the bonus amount is about 18 million rubles.

According to the investigation, Yuri Khardikov met Elena Baturina at one of the business meetings in Sochi "

To date, Yuri Khardikov is accused of large-scale fraud. According to the Kommersant newspaper, a criminal case was initiated against him in May 2009. The events that formed the basis of the charges brought against the ex-official date back to 2005, when Mr. Khardikov was the head of Kubanenergo OJSC.

According to the investigation, Yuri Khardikov met with Elena Baturina at one of the business meetings in Sochi. At that time, the owner of Inteko was interested in a plot of land with an area of 7.5 hectares on a gentle slope, located in Sochi, not far from the Akter hotel.

The entrepreneur planned to build a residential complex there worth about $ 250 million and tried to find out who owned this land. Mr. Khardikov offered to help the wife of the capital's mayor in organizing the deal. According to the investigation, at first he acted as an intermediary between representatives of Inteko and the company that owned the land. But in the end, an agreement was drawn up for the sale and purchase of the plot, from which it followed that 7.5 hectares of land were purchased on the secondary market for 1 billion rubles, and this money, according to the investigation, was received by Khardikov.

"In March last year, Elena Baturina really filed an application with the Investigative Department in a case related to land plot in Sochi. Currently, we are awaiting the final results of the investigation in this case and, accordingly, the court's decision, "Gennady Terebkov, director of the external communications department of Inteko CJSC, told Kommersant.

The current prefect of the Northern District, Oleg Mitvol, told Kommersant that "he is looking forward to Mr. Khardikov at home." According to Mr. Mitvol, in addition to the theft case, the investigators probably have other questions to Yuri Khardikov. "

A month before Elena Baturina's appeal, Mr. Khardikov was dismissed by Yuri Luzhkov from the post of prefect of the Northern District for "systemic errors and miscalculations in work." The mayor, in particular, accused the official of disrupting the district program of overhaul of residential buildings on the eve of winter. In November 2009, the Tverskoy District Court of the capital authorized the arrest in absentia of Mr. Khardikov, who was put on the international wanted list.

The current prefect of the Northern District, Oleg Mitvol, told Kommersant that "he is looking forward to Mr. Khardikov at home." According to Mr. Mitvol, in addition to the theft case, the investigators certainly have other questions for Yuri Khardikov. In particular, related to the spending of budgetary funds. According to the prefect, during the period when the district was headed by his predecessor, a municipal contract was signed for the supply of water meters, but instead of 8 thousand devices, the company installed only 34, after which it disappeared.

And the overhaul program, according to Mr. Mitvol, has led to the fact that out of 37 allegedly repaired houses "we are forced to repair 11 again this year, which, as it turned out, are in disrepair."

In the rank of Minister of the Government of Moscow (2007-2009), Honorary Power Engineer of the Russian Federation, Honored Worker of RAO UES of Russia, member of the Union of Journalists of the Russian Federation, Candidate of Economic Sciences.
