A production calendar is a document in which information on all working and non-working days (weekends and public holidays) of a calendar year is presented in tabular form. Also in it you can see the holidays, with a reduced working day by one hour and norms of working time monthly, quarterly, for half a year and a year as a whole with a 40-, 36- and 24-hour working week.

According to the production calendar of the Russian Federation for 2015, there are 247 workers in the country (including 5 that precede holidays) and 118 weekends and holidays.

Working hours in 2015 are:

  • with a 40-hour working week: 1971 hours (247 * 8 - 5, where 247 is the number of working days in a year, 8 is the length of the working day, 5 is the number of working hours reduced due to pre-holiday days);
  • with a 36-hour work week: 1773.4 hours (247 * 7.2 - 5);
  • with a 24-hour work week: 1180.6 hours (247 * 4.8 - 5).

Non-working holidays in 2015 in Russia

Non-working days in Russia in 2015 will be:

  • January 1-6 and 8 - New Year's holidays;
  • January 7 - Nativity of Christ;
  • February 23 - Defender of the Fatherland Day;
  • March 8 - International Women's Day;
  • May 1 - Spring and Labor Day;
  • May 9 - Victory Day;
  • June 12 - Day of Russia;
  • November 4 - National Unity Day.

According to Art. 112 of the Labor Code of the Russian Federation, if a public holiday falls on a day off, then the next working day after the holiday is also a day off. The government can make changes to the production calendar, making the transfer of non-working holidays and weekends to other days. So, the draft resolution of the Government of the Russian Federation "On the transfer of days off in 2015" provides for the following transfers:

  • from Saturday 3 January 2015 to Friday 9 January 2015;
  • from Sunday 4 January 2015 to Monday 4 May 2015

Compliance with regulations labor law the controlling authorities are watching very carefully. This primarily concerns the regulation of labor time. This indicator is scrupulously set by the government separately for each calendar year. At the same time, production calendars are drawn up and, depending on the number of planned and worked hours, payroll varies.

In 2015, the rules for calculating working hours underwent minor changes regarding the work schedule on the eve of holidays, the transfer of weekends, etc.

General provisions on the norms of working hours

The periods of work and rest of employees are established:

  • the legislation of the Russian Federation;
  • production calendar;
  • local acts of the enterprise.

The current production calendar contains background information on labor standards for 2015 as a whole, each quarter and month separately for 40-, 36- and 24-hour working weeks. It also provides a calculation of the number of workers and days off for a five-day work week with two days off.

It must be remembered that in addition to the usual duration of labor, which, according to Art. 91 of the Labor Code is 40 hours, in certain cases, guided by Art. 92 of the Labor Code, the employer is obliged to establish an abbreviated one for:

  • certain types of teaching and medical staff;
  • employees employed, in fact, in jobs with so-called dangerous or harmful conditions;
  • minors and disabled people.

If necessary, specific working hours can be applied:

  • flexible (Article 102 of the Labor Code);
  • irregular (Article 101 of the Labor Code);
  • incomplete (Article 93 of the Labor Code);
  • summarized (Article 104 of the Labor Code);
  • division into parts (Article 105 of the Labor Code);
  • work in shifts (Article 103 of the Labor Code).

Holidays in 2015

According to Article 112 of the Labor Code of the Russian Federation, holidays in Russia are:

  • 01-06 and 08.01 - New Year's holidays;
  • 07.01 - Christmas;
  • 02.23 - Army Day;
  • 08.03 – World holiday women;
  • 01.05 - First of May, in fact;
  • 09.05 - as everyone knows, Victory Day;
  • 06/12 - Day of the Russian Federation;
  • 04.11 - National Unity Day.

The Labor Code provides for the following:

  • if a day off and a public holiday fell on the same calendar date, the day off is postponed to the next working day (the rule does not apply to the January holidays);
  • federal authorities may reschedule the weekend.

By order of the Government of the Russian Federation of July 27, 2014 No. 860, specific dates for such a transfer were established. By the way, with all the changes made, compliance with the provisions of Article 110 of the Labor Code on the minimum duration of continuous weekly rest at the level of 42 hours was ensured.

  1. There are 16 days off and 15 working days in January. Holidays on January 3rd and 4th, falling on Saturday and Sunday, have been postponed to 09.01 (Friday) and 04.05 (Monday). Thus, the New Year holidays will last 11 days - from 01.01 to 11.01 inclusive.
  2. In February, the holiday of the Defender of the Fatherland Day will stretch for 3 days (from 21.02 directly to 23.02)
  3. But in March, the weekend is scheduled from 07.08 to 09.03.
  4. In early May, rest will be devoted to the days from 01.04 to 04.04 and from 09.04 to 11.04 (3 days off are timed to coincide with the 70th anniversary of the Victory Day). Total amount There are 13 weekends this month.
  5. In June, from 12.05 to 14.05 Russia Day will be celebrated.

Including paid vacations lasting at least 28 annually calendar days, the total number of days off in 2015 will be 146 days, or 2/5 of the year. In addition, for many categories of workers, extended leave is established. Thus, the number of days of rest in Russia is significantly greater than in many other countries.

Working time calculation rules

Order of the Ministry of Health and Social Development of the Russian Federation of 13.07.09 No. 588 established the current Procedure for calculating the standard of labor for reporting periods (year, quarter, month) based on the agreed weekly duration. This value is calculated according to the scheme of a 5-day working week with two days off, taking into account the duration of the shift or working day at:

  • 40-hour week - 8 hours,
  • 36 hours - 7.2 hours;
  • 24 hours - 4.8 hours.

Moreover, the duration of a work shift or day on the eve of a non-working holiday is reduced by an hour. In 2015, this refers to the following dates:

  • 30.04;
  • 08.05;
  • 11.06;
  • 03.11;
  • 31.12.

In institutions, when developing a work schedule, in addition to the usual monthly norm of working time, an annual, semi-annual, quarterly is also used.

In 2015, with a five-day weekend with 2 days off, there will be:

  • 247 full working days, of which 5 are shortened;
  • 118 weekends / holidays.

In 2015, the annual labor rate should be:

  • with a 40-hour working week - 1971 hours;
  • at 36 hours - 1773.4 hours;
  • at 24 hours - 1180.6 hours.

Calculation of the monthly rate of labor on a specific example

Let's choose the month May 2015. If the institution has introduced a five-day period with two days off, then it is expected:

  • 18 workdays, including one day reduced by 1 hour - 05/08/15;
  • 13 days off.

The production rate will be at:

  • A 40-hour week is 143 hours (calculated as 8 hours multiplied by 18 days and subtract 1 hour);
  • 36 hours is 128.6 hours (calculated as 7.2 hours multiplied by 18 days and subtract 1 hour);
  • A 24 hour is 85.4 hours (calculated as 4.8 hours multiplied by 18 days and subtract 1 hour).

Working time metrics used less frequently

For accounting purposes and the calculation of salary amounts, such an indicator as the average monthly number of hours worked is used. In 2015, it should be:

  1. with a 40-hour operating mode, the indicator is 164.2 hours (we divide 1971 hours by 12 months);
  2. in the case of 36 hours, it is equal to 147.8 hours (we divide 1773.4 hours by 12 months);
  3. in the case of a 24-hour clock, it is 98.4 hours (1180.6 hours divided by 12 months).

At the same time, to calculate the hourly tariff rates and the organization of wages apply the annual and monthly labor standards. When forming the standards for the number of staff of the institution, it is recommended to use such an indicator as the average annual rate of labor time (another name is the average annual nominal working time fund). It is calculated as an arithmetic average of annual nominal funds for the last 5 years, taking into account the current one.

Total working hours

In some organizations, due to the specific operating conditions, the daily and even weekly working hours cannot be observed. The Labor Code of the Russian Federation for such cases permits the establishment of a summarized time recording for individual employees. There are some rules about this:

  • it is impossible to implement such a system simultaneously for all employees (for example, in a taxi service, it may be justified for drivers and operators, but not suitable for an accountant, lawyer, cleaner);
  • hours worked can be counted for a period of time longer than a week, however, the established limit of working hours cannot be exceeded;
  • when introducing summarized accounting, an order must be issued to approve the mode and schedule of work;

Weekends and holidays 2015

According to the production calendar 2015, non-working holidays in Russia (approved by Art.112 of the Labor Code) the following days will be:

  • January 1, 2, 3, 4, 5, 6 and 8 - New Year's holidays;
  • January 7 - Nativity of Christ;
  • February 23 - Defender of the Fatherland Day;

If a public holiday falls on a day off, then it is postponed to the next working day after the day off. For example, in 2015, International Women's Day on March 8 falls on Sunday, so the day off is postponed to Monday, March 9. Who approves it and when?

The production calendar itself is not approved, it can be found on the Internet or on the Consultant + portal. But it is drawn up on the basis of legal norms - annually, by a resolution of the Government of the Russian Federation, the transfer of days off in the new year is approved... This is done in order to rationalize the use of non-working days. The resolution is adopted in the second half of this year.

As for 2015, the government took care of the postponement in advance - August 27, 2014. The project of transfers was prepared by the Russian tripartite commission for the regulation of social and labor relations. The rules for the year established by the regulation are not subject to change or revision and are final.

Also, the calendar is based on the provisions of the Labor Code, as mentioned earlier. The fundamental articles are Articles 91-93, 101-105 and 112. The latter defines non-working holidays that are permanent in the Russian Federation.

Holidays, pre-holidays and other important nuances in 2015

In accordance with Labor Code, holidays in 2015, and therefore weekends, will be the following dates:

  • January 1-8new year holidays and Christmas;
  • February 23- Defender of the Fatherland Day;
  • March 8- International Women's Day;
  • 1st of May- Spring Festival;
  • 9th May- Victory Day;
  • 12 June- Russia Day;
  • November 4th- Day of National Unity.

By general rule, if a holiday coincides with a weekend, then it must be postponed to the day that follows the holiday, if it is a working day. The only exception to this rule is non-working January days.

The working day, followed by the holiday, is shortened by an hour. Moreover, this applies not only to those who work full-time, but also to those who work part-time or shift.

In 2015, the government postponed the following weekend dates: from January 3 to January 9, from January 4 to May 4... All transfers in mandatory take into account the legislative norm, according to which a weekly uninterrupted rest is at least 42 hours.

Thus, there are more days off in January than working days, this is the shortest working month: we have 16 days of rest, and 15 we work. New Year's holidays will be, taking into account all transfers, 11 days - January 1-11.

3 days of rest are provided in February, we celebrate men's day - from February 21-23. Women will also have a spring holiday from 7 to 9 March. In the spring, when the weather improves, it is always more pleasant to rest, so there will be long holidays - May 1-4 and May 9-11. There are 13 days of weekends in May. Day of Russia is celebrated from 12 to 14 June. In November there will be no chance to rest for several days; only one day is allotted for the celebration of the Day of National Unity.

Advice of accountants: it is preferable to take vacation in those months in which there are the most working days, then the amount of vacation pay will be greater. This year, these months will be December and July... This applies only to fixed wage workers.

Despite the fact that every year the transfer schedule changes or holidays fall on different dates, we rest about the same number of days from year to year.

An interesting fact - our country is the leader in the number of days off. In the coming 2015, one third of the calendar year is non-working days. Imagine 118 weekends! And this is without regard annual leave, which is usually 28 days, and for some categories of workers it is even longer due to additional days.

How to calculate the standard working hours for any month without the help of the calendar? This is done as follows: the duration of the working week - 40, 36 or 24 hours must be divided by 5, and then multiplied by the number of working days of the calculated month. From the amount received, you need to deduct the hours by which the working hours are reduced on the eve of the holidays. The annual calculation of working time is done in the same way.

Let's give an example: January is the shortest month for work. If your work week is 40 hours, then 40/5 = 8 hours. There are 15 working days in January, which means 8 * 15 = 120 hours. If a week contains 36 hours, then 36/5 = 7.2 * 15 = 108 hours.
