This standard has been developed in order to improve the Unified Occupational Health and Safety Management System in place at OAO Gazprom and bring it in line with the requirements of the internationally accepted document OHSAS 18001: 2007.

This standard has been developed on the basis of the Gazprom Research and Development Program for 2008 approved by the Chairman of the Gazprom Management Committee A.B. Miller February 14, 2008 No. 01-21.

1.1 This standard applies to OAO Gazprom and its subsidiaries defined by the Regulations, as well as to contractors.

1.2 This standard applies to all hazardous production facilities of OAO Gazprom specified in the certificates of registration of hazardous production facilities.

1.3 This standard establishes requirements for the construction of a Unified Occupational Health and Safety Management System at OAO Gazprom, operating in the framework of the following activities: geological exploration, production, transportation, storage, processing, sale of gas, oil and other hydrocarbons, as well as production, distribution and transmission of electric and heat energy and other types of activities that are covered by the management of the Company's activities in the field of labor protection and industrial safety.

3 Terms, definitions and abbreviations

3.1 In this standard, the terms and definitions established in legislative and other normative documents, as well as in this standard, are applied:

3.1.1 accident: Destruction of structures and (or) technical devices used at a hazardous production facility, uncontrolled explosion and (or) release of hazardous substances.

4 Requirements for the Unified Occupational Health and Safety Management System at OAO Gazprom

4.1 General Requirements 4.1.1 The ESMS and IS establishes uniform order organization and implementation of health and safety work, which are considered mandatory for all employees of the Company.

4.1.2 ESMS and PB is developed, implemented and maintained in working order in order to:

Risk management in the field of health and safety, achieving the goals and commitments of the Policy;

Providing users with a consistent description of the ESMS and IS, all its individual elements, management procedures and their relationships, as well as establishing the procedure for interaction between structural units, employees of the Company within the ESMS and IS;

Ensuring the integrity, transparency and continuity of the requirements for the ESMS and IS in the event of possible changes in the internal and external circumstances and conditions of the Company's functioning;

Ensuring the functioning and continuous improvement of ESMS and PB.

4.1.3 ESUOT and PB is developed, implemented, maintained in working order and improved in accordance with the requirements of OHSAS 18001: 2007, GOST R 54934 / OHSAS 18001: 2007 and the Requirements.

4.1.4 ESMS and PB is built on the basic principles:

Leadership of the Company's leaders in the management of health and safety issues;

Involvement of employees of all levels in the risk reduction process;

Personal responsibility of each employee of the Company for compliance with the requirements for minimizing risks that can cause damage to the health and life of employees of the Company;

Priority of preventive measures over reactive measures;

Continuous improvement of ESMS and PB.

4.1.5 Proposals to amend the ESMS and IS are considered by the top management of OAO Gazprom as part of the analysis of the ESMS and IS functioning.

4.1.6 The governing body of ESUOT and IS is the OAO Gazprom Labor Protection and Industrial Safety Commission (hereinafter referred to as the Health and Safety Commission) appointed by the order of OJSC Gazprom.

The H&S Commission is chaired by a Senior Management Representative.

4.1.7 The main tasks of the Commission are:

Ensuring the implementation of the OAO Gazprom Policy in the field of occupational health and safety;

Development of proposals for the implementation of the state policy in the field of occupational health and safety at OAO Gazprom;

Analysis of the state of labor protection, ensuring industrial safety and the effectiveness of the functioning of ESUOT and industrial safety;

Elaboration of proposals on amendments to the OAO Gazprom Policy in the field of labor protection and industrial safety and ESUOT and industrial safety;

Assessment of the performance results of subsidiaries and organizations of OAO Gazprom to create safe working conditions and ensure industrial safety.

4.1.8 Coordination of the activities of the structural divisions of OAO Gazprom, its subsidiaries and organizations for the operation and improvement of ESMS and IS is carried out by the Division of OAO Gazprom, authorized in the field of health and safety.

4.2 Determination and approval of OAO Gazprom's Health and Safety Policy 4.2.1 The Policy reflects the Company's strategic goals and obligations in the area of ​​health and safety. This Policy replaces the Statement of the Russian Joint Stock Company Gazprom on the concept in the field of occupational health and safety, approved by Resolution of the Management Board No. 18 dated February 29, 1996.

4.2.2 Top management approves the policy. The policy applies to all divisions of the Company.

Each employee needs to determine the level of responsibilities in accordance with the ESMS and PB and require their strict implementation. It is necessary to apply disciplinary measures to violators of labor protection and industrial safety requirements at work.
At Gazprom transgaz Tchaikovsky, all activities related to health and safety risks are regularly monitored during the agro-industrial complex, audits, at meetings of the Company's maximum permissible concentration, held quarterly, at conference calls on health and safety held monthly by security departments labor and industrial safety. The Company adopted the “Plan of corrective and preventive actions of OAO Gazprom for labor protection, industrial and fire safety for 2014-2015”.
2016 was declared the Year of Labor Protection at OAO Gazprom. As part of the Year of Labor Protection, a set of measures will be implemented aimed at improving working conditions, preserving the life and health of workers (given below).
OAO Gazprom plans to develop a Strategy for ensuring industrial safety, which will be aimed at creating and improving the corporate industrial safety management system, contributing to the stable operation of the main production facilities and the effective achievement of strategic goals.

A set of measures to be implemented within the framework of the Year of Labor Protection:

Improving the safety culture of employees;
- holding a competition for best practics in the field of industrial safety;
- information support of industrial safety issues;
- development and implementation of departmental regulations in the field of industrial safety;
- creation and implementation of innovative solutions aimed at achieving industrial safety goals.

1. General Provisions

1.1. Key safety rules have been developed based on an analysis of the main causes of accidents in subsidiaries and organizations of PJSC Gazprom. 1.2. Key safety rules have been developed in order to: implement the Policy and achieve the goals of PJSC Gazprom in the field of occupational health and safety; improving the safety culture of employees; defining uniform minimum requirements for safe behavior workers; prevention of accidents involving employees; informing employees about the inadmissibility of actions that can lead to accidents.

2. Terms, definitions and abbreviations

Energy source - equipment / device that uses various types of energy (electrical, pneumatic, thermal, mechanical, etc.) Key safety rules - uniform requirements for the behavior of employees of PJSC Gazprom and its subsidiaries and organizations in the performance of their labor functions, as well as employees of contractors employed at the facilities of PJSC Gazprom and its subsidiaries and organizations, on the basis of an agreement or other legal basis, failure to comply with which may lead to accidents. Safety culture is the qualification and psychological preparedness of all persons, in which ensuring the industrial safety of PJSC Gazprom facilities is a priority goal and an internal need, leading to an awareness of personal responsibility and self-control when performing all work affecting safety. Line manager - a manager whose level of management is directly above workers and other workers (shift foreman, head of a department or section). Accident - any undesirable event that has occurred in the Company that has led or could lead to damage to the health of an employee at work, an accident or an incident (clause 3.1.49 STO Gazprom 18000.1-001-2014). Contractor - an organization (other person) performing work, rendering services to PJSC Gazprom and (or) its subsidiaries and organizations on a contractual basis. Work of increased danger - work, before the start of which the persons responsible for the safety in the performance of these works must take a number of obligatory organizational and technical measures to ensure safety. PPE - Personal protective equipment - technical means used to prevent or reduce the exposure of workers to harmful or hazardous production factors, as well as to protect against pollution or the influence of special temperature conditions.

3. Key safety rules

3 Use fall protection when working at height For securitywhen working at heightemployees must:- be able to use PPE, tools and technical means to ensure safety; - personally inspect the issued PPE before each use; - keep in good working order PPE, tools and technical means (when using stairs, make sure that they are in good working order and reliability); - to carry out only the work that is entrusted.
4 Perform work with increased danger according to the current permit-permit or with an entry in a special journal To ensure safety in the production of work, before the start of which it is necessary to carry out a number of mandatory organizational and technical measures to ensure safety, employees must:- be instructed on security measures; - know and understand the requirements for the work performed, specified in the work permit, safety measures during work and comply with them; - make sure that it is safe to start work; - perform only the work that is entrusted by the head; - inform the manager of any changes in the agreed work order.
5 Use only serviceable tools and equipment - do not use damaged (including deformed) tools / devices / equipment; - check the completeness, absence of mechanical damage to the tool, devices, as well as the presence of the required protective devices, screens, etc .; - in case of revealing malfunctions of the tool / fixtures / equipment, suspend the work and inform the immediate supervisor about the identified malfunctions.
6 Carry out earthworks according to the current permit To ensure safety when performing excavation and other work related to the placement of workplaces in excavations and trenches, workers should: - make sure, together with the supervisor or the person responsible for the execution of the work, that it is safe to start excavation work; - to comply with the requirements of the formalized order - work permit; - safely stop work and notify your supervisor or the person responsible for the work in case of detection of a threat of accident / injury.
7 Isolate energy sources Before starting repair, commissioning and other work, it is necessary to reliably isolate all possible sources of energy (except when it is used for work) and make sure that the possibility of accidental or unplanned supply (electricity, steam, water, hazardous substances, etc.) is excluded.
8 Use a gas analyzer where necessary (confined spaces, rooms where gas leaks can occur) When carrying out gas / hot work to ensure safety employees must:- make sure, together with the work supervisor or the person responsible for the work, that the necessary measurements of the air composition of the working area have been completed and that it is safe to start work; - stop work when the maximum permissible concentration is exceeded. If you are a work manager or a person responsible for the execution of work, then you must: - make sure that the measurement of the air composition of the working area was carried out before starting work, carried out in the process of work with the frequency specified in the work permit; - organize the measurement of the air composition of the working area at the end of the work.
9 Smoking is prohibited outside specially designated areas Employees must: be aware of the prohibition of smoking outside specially designated places; know the location of designated smoking areas; intervene if someone smokes outside designated smoking areas.
10 It is forbidden to violate the speed limit while the vehicle is in motion, to use mobile phone While the vehicle is in motion, the driver is prohibited from: use a mobile phone / walkie-talkie, send and read text messages; exceed the maximum permitted speed set by the rules road traffic or indicated in the itinerary for this trip; exceed the maximum permissible speed of movement established for this vehicle. The driver must drive the vehicle at a speed not exceeding the established limit, taking into account the traffic intensity, the characteristics and condition of the vehicle and cargo, road and meteorological conditions, in particular visibility in the direction of travel. The speed should provide the driver with the ability to constantly monitor the movement of the vehicle. No instructions and circumstances can be grounds for violation of these rules.
11 The use of alcohol, drugs and other illegal drugs is prohibited Employees are prohibited from: manufacture, consume, store, sell and distribute alcohol, drugs and other illegal drugs. Employees are obliged to: inform their immediate supervisor about the accepted medicines that may affect their ability to perform work; Intervene and inform your line manager of known alcohol or drug use in the workplace.
12 Avoid distraction when moving on slippery surfaces and in places with unobtrusive obstacles To ensure safety, workers must:- look "under your feet" while moving; - do not get distracted while moving (do not send or read text messages from mobile devices); - do not carry or move loads that obstruct the view of the surface of the routes; - hold onto the handrails, handrails when moving on stairs, walkways, service platforms (do not keep your hands in your clothing pockets); - use footwear suitable for weather conditions; - do not leave equipment, materials and tools on the route.

4. Procedure for applying the Core Safety Rules

4.1. Based on the Key Safety Rules, a subsidiary and organization of PJSC Gazprom can develop their own Key Safety Rules, taking into account the specifics of production activities, identified hazards and assessed risks. 4.2. Key safety rules are communicated to all employees of PJSC Gazprom and its subsidiaries and organizations, as well as to the personnel of organizations employed at the facilities of PJSC Gazprom and its subsidiaries and organizations on the basis of an agreement or other legal basis. 4.3. In the event of violations of the Key Safety Rules or of doubts about the safety of the work being performed, each employee has the right to warn the performer of the work, as well as inform his immediate supervisor about the above facts. 4.4. It is recommended to include key safety rules in standard forms of contracts for the performance of work / provision of services. 4.5. The scope of application of the Key Safety Rules is determined depending on the work performed by employees. 4.6. The placement of signs containing Key Safety Rules (hereinafter - the signs of the graphic part) is allowed in places where briefings are held, places where vehicles are released on the line, on information stands etc. It is also allowed to use separate signs to designate areas, zones, sites and other places where hazardous factors may appear. 4.7. When placing the signs of the graphic part, it must be borne in mind that information materials are easier to recognize (read) in the direct field of view. The recognition and recognition of signs is the higher, the larger their size and frequency of installation. It is recommended that the ratio between the dimensions and the installation frequency be carried out in accordance with the requirements of GOST R 12.4.026.

It's no secret that creating safe working conditions, preserving the life and health of employees, ensuring the reliable operation of hazardous production facilities (HIF), reducing the risk of accidents at these facilities are the priority areas of PJSC Gazprom's activities. To achieve these goals at the level of the company, its subsidiaries and organizations, the Unified Occupational Health and Safety Management System (ESWS and IS) has been created, implemented, certified and is successfully functioning. Taking into account the positive results achieved by PJSC Gazprom in the course of the use of ESMS and PB, Gazprom Mezhregiongaz has started to create a similar occupational health and safety management system in JSC Gazprom Gazoraspredelenie and its gas distribution organizations (GDOs). The development was based on the methods laid down in the concept of ESUOT and PB of PJSC Gazprom.

The mechanisms for reducing the level of industrial injuries and occupational diseases of employees at JSC Gazprom Gazoraspredeleniye are constantly being improved. The basis for this is the creation of comprehensive target planning programs that streamline the activities of the parent organization and the GDO. The main result of work in this direction will be the construction of a hierarchically structured occupational safety management system, within which all aspects of protecting the health and life of workers will be taken into account in interrelation.

For two years now, the Occupational Safety and Health Management System operating at PJSC Gazprom has been certified for compliance with the requirements of the international standard OHSAS 18001: 2007. This system establishes a unified procedure for organizing and conducting work on labor protection and industrial safety, which is mandatory for all employees. The ESUOT and PB system of PJSC Gazprom is based on the methodology known as the Deming Cycle (PDCA). In general terms, the cycle is briefly described as follows:

Planning: the goals and activities necessary to achieve results in accordance with the organization's policy are developed;

Implementation: implementation of the measures developed at the planning stage;

Verification: programs of activities are monitored and evaluated against target and planned indicators for compliance with legal and other requirements;

Action: Based on the analysis of the effectiveness of the implemented activities, steps are taken to further improve the effectiveness of the management system.

Quality and quantity

In terms of its specifics, the work of gas distribution organizations differs from the activities of gas production, gas transmission and other subsidiaries of PJSC Gazprom; it has its own characteristics and risks. In this regard, OOO Gazprom mezhregiongaz organized work to create a health and safety management system in JSC Gazprom gazoraspredelenie, taking into account its harmonization with the provisions of ESUOT and PB of PJSC Gazprom.

The risk-based approach, applied since 2016 by the federal supervisory and control bodies, requires the creation of industrial safety management systems from organizations operating HIFs of I and II classes. Most of the facilities operated by GDOs belong to the III hazard class (79% of the total number of HIFs), but a unified occupational health and safety management system in the gas distribution sector will be created, despite this step being unnecessary from the point of view of regulatory agencies. OOO Gazprom Mezhregiongaz develops ESUOT and IS primarily to ensure the occupational health and safety of employees, as well as to effectively manage risks in the field of gas distribution.

In order to optimize the process of creating ESMS and IS in JSC Gazprom gazoraspredeleniye, an action plan was developed, approved and agreed with PJSC Gazprom, the key point of which is the development of a set of documents of five corporate standards for ESMS and IS, formed on the basis of the relevant standards of PJSC Gazprom ".

The scope of the standards will include all organizations operating gas distribution system facilities and being part of JSC Gazprom Gazoraspredeleniye.

The importance of correctly defining the boundaries of the scope is due to the fact that subsidiaries of JSC Gazprom gazoraspredelenie may have a holding structure and include a significant number of affiliated organizations (for example, JSC Gazprom gazoraspredelenie Stavropol -
30 organizations, etc.) to which the newly created management system needs to be extended.

It is also important to focus on the fact that the ESMS and IS system will be aimed at preventing or reducing the impact of harmful and (or) hazardous production factors not only on the workers of the gas distribution company, but also on contractors, clients and other persons involved in production processes.

The set of standards will include five documents. Each document will regulate activities in a specific direction. Effective communication and clarification organizational nuances will provide a standard containing general provisions.

The governing body of ESUOT and IS will be the Labor Protection and Industrial Safety Commission of Gazprom Gazoraspredeleniye, headed by a representative of senior management.
In carrying out its activities, the Commission is vested with the following powers:

Analysis of the state of labor protection, ensuring industrial safety and the effectiveness of the functioning of ESUOT and industrial safety in organizations;

Development of proposals on amendments to the Occupational Health and Safety Policy and the ESMS and Industrial Safety System;

Evaluation of the results of the GDO activities to optimize working conditions and ensure industrial safety.

An important role in ensuring the efficiency of the industrial safety management system is played by a correct understanding of the basic principles on which this system is built. These include:

Leadership of GDO leaders in the management of occupational health and safety issues;

Involvement of employees of all levels in the risk reduction process;

Personal responsibility of each employee for compliance with the requirements to minimize risks that can cause damage to health and life;

Employee motivation;

Priority of preventive measures over reactive ones;

Continuous improvement of ESMS and PB.

The qualitative and quantitative results of GDO activities within the framework of the Unified Occupational Health and Safety Management System are entirely dependent on the full implementation of the above principles.

Spiral of evolutionary development

The occupational health and safety policy serves as the main document confirming the strategic goals and obligations of the company in the area under consideration. In their production activities, JSC Gazprom gazoraspredeleniye and its GDOs are guided by the Policy of PJSC Gazprom in the field of occupational health and safety, adopted on July 23, 2014. Everyone is familiarized with this document new employee during the induction training for employment.

The objectives and obligations of this Policy of PJSC Gazprom must necessarily comply with all work performed within the framework of the ESMS and PB of JSC Gazprom gazoraspredeleniye. In comparison with the designated goals and obligations, the formulation, documentation and implementation of tasks for the medium term (one year) are provided with the possibility of quantifying them and indicating the timing of achievement.

To achieve the planned goals, programs and action plans in the field of occupational health and safety are developed in relation to each specific case. The timing of the implementation of activities, planned costs, as well as responsible persons are indicated.

The goals and programs of activities are set at three levels:

At the level of JSC Gazprom Gazoraspredelenie;

At the GDO level;

At the level of GDO branches.

At the first stage, in the branches of gas distribution organizations, draft goals and action programs are developed, which are then sent to the gas distribution company. Here, within the framework of the second stage, they are analyzed and generalized, becoming the basis for the formation of draft goals and action programs already on the scale of the head structure for the branches. At the final stage, the projects developed by the GDO are sent to JSC Gazprom Gazoraspredeleniye, where, taking into account the data obtained, the goals and programs of general corporate measures in the field of labor protection and industrial safety are formed and approved. The goals and action programs of JSC Gazprom Gazoraspredeleniye approved by the top management are sent to the GDOs for adjusting, approving and implementing the goals and action programs of the GDOs and their branches.

The development of all of the above documents is carried out taking into account the results of hazard identification and risk assessment in the field of labor protection and industrial safety in each GDO. This work is a process of recognizing the existence of a hazard and determining its characteristics in accordance with the procedure established by a special standard of JSC Gazprom Gazoraspredeleniye, which is part of the set of standards for ESMS and Industrial Safety.

In the process of risk assessment, the level of its hazard is determined, taking into account all existing control measures and deciding whether the risk is acceptable (acceptable). The work on identification of hazards and risk assessment, as well as on the development of risk management measures in GDOs is headed by a representative of the GDO management for ESMS and IS.

Planned hazard identification and risk assessment in gas distribution organizations is carried out at least once every 5 years. Unscheduled hazard identification and risk assessment are carried out in the following cases:

Modernization, reconstruction, replacement of equipment;

Changes in production processes when planning any special (non-standard) work;

Changes to legal and other requirements related to identified hazards and risks and / or related controls;

Changes in working conditions and / or the procedure for performing work, as well as in case of accidents, accidents and incidents that occurred in the structural divisions of JSC Gazprom Gazoraspredeleniye and gas distribution organization.

The procedure for identifying hazards and assessing risks consists in the sequential implementation of the following measures:

Identification of hazards;

Determination of the level of risk;

Risk assessment for its acceptability;

Selection of additional risk management measures.

In the course of identification, only those hazards that can lead to injury, deterioration of the health of workers or death are considered (for example, those defined in the standard of the organization, included in statistics on incidents, etc.). An indicative list of hazards will be contained in the forthcoming corporate standard but it is not considered exhaustive and should be supplemented as necessary by new hazards identified for a specific process and / or type of work.

For the identified hazards, appropriate control measures are defined, such as:

Collective protection means - car fencing, blocking, alarms, warning lights, sirens;

Administrative control measures - safety notices and symbols, marking of hazardous areas and footpaths, security systems and procedures, equipment checks, access control, work permits, briefings, etc .;

Organizational measures - replacement of equipment, machines and mechanisms, modernization of existing equipment, etc .;

Individual protection means.

At the next stage of identification, the level of risk is assessed - whether it is acceptable enough to continue production processes. In doing so, the working group takes into account at least the following data sources:

Logs and acts of administrative and production control, acts of inspection by the bodies of corporate control and state supervision;

Information letters from JSC Gazprom gazoraspredeleniye and other organizations containing data on accidents that occurred in gas distribution organizations;

Reasonable judgments of the members of the Working Group about the possibility of taking measures to improve risk management measures.

The risk is considered acceptable if it does not contradict the information obtained from each source. Otherwise, a conclusion is made about an unacceptable risk.

For unacceptable risk, it is necessary to develop additional control measures aimed at:

To eliminate (replace) the risk;

Prevention of a hazardous event (prevention of its occurrence) or reduction of the severity of the consequences.

A reassessment of unacceptable risks is carried out after additional measures to manage this risk are taken. The risk, reduced to the level that the organization can provide, taking into account the requirements of the legislation and its own Policy in the field of labor protection and industrial safety, taking into account the planned measures, is recognized as acceptable.

CONTROL AT EACH STAGE

In the process of achieving the goals and implementing the planned activities within the framework of the ESMS and PB, regular monitoring is carried out. Audits are carried out, the results of which, in conjunction with the processes implemented in the organization, serve as the basis for assessing the efficiency of the implemented system.

Monitoring within the framework of ESMS and IS is subdivided into preventive (to obtain information on the effectiveness of work before incidents, accidents, emergency situations and occupational diseases) and reactive (performed after the occurrence of an undesirable situation).

The final stage in the creation of ESUOT and PB of JSC Gazprom Gazoraspredelenie will be the analysis of reports of the gas distribution organization on the implementation of the system, which will result in an assessment of the effectiveness of the results of the work done in general. If the tasks are not met, corrective actions will be developed and the previously established goals will be revised.

The Deming cycle, which is fundamental for modeling practically any management system, which was mentioned at the beginning of this article, in relation to ESMS and PB in JSC Gazprom gazoraspredeleniye will be implemented as follows.

Each loop of the PDCA cycle will take one calendar year. With each subsequent annual repetition of the general algorithm (planning - implementing - checking - acting), the level of the goals will be adjusted and raised. Thus, continuous improvement of the occupational safety and health management system will be carried out.

Properly structured work on the management of labor protection and industrial safety will ensure the coordination of production processes and lead to the achievement of the desired results with minimal costs. The systems approach will allow focusing efforts on solving the most important problems and carry out continuous improvement of the OSH management system through verification, assessment and subsequent upgrades. The consequence of this will be an increase in the efficiency and effectiveness of production activities in the field of gas distribution.
