Diplomatic conversation. Conducting diplomatic conversations is one of the major responsibilities every diplomatic (and, to a certain extent, foreign economic) worker abroad. An employee of the foreign policy or foreign economic sphere who does not conduct conversations or does not know how to conduct them, and therefore does not maintain business ties in his country of residence, cannot consider himself a full-fledged worker in this sphere. Diplomatic and foreign economic workers should not confine themselves within the walls of their offices, limit themselves only to studying the political and economic situation in the host country and around the world using book sources, publications in the local foreign press, radio and television information. Live communication with political, scientific, technical, journalistic and business circles in the host country should be aimed at:

Maintenance and development of political, economic, trade, cultural, scientific, technical and other relations in the host country;

A diplomatic conversation requires a high erudition of a specialist in all spheres of political, economic and cultural life. As a rule, this is a dialogue conducted without the involvement of reference material and without a dossier. Without knowledge in these areas, it will be difficult, and simply impossible, to conduct a conversation and maintain relations with certain circles. Conversations are formal and informal. Conversations can be official when an employee, on his own initiative or by invitation, is sent to the appropriate department. Moreover, he may know in advance what the conversation will be about. In this case, he will thoroughly study the problem that will be discussed in the conversation in advance, prepare for a possible discussion and defend his position. Particularly careful preparation for a visit is necessary when an employee is invited to a particular department, but in accordance with widespread protocol practice, they do not inform in advance about the purpose of the invitation, and when it is not customary to ask about the topic of the upcoming conversation.

During the conversation, it is necessary to understand the interlocutor well and, if something is not clear, be sure to ask for clarification. If during the conversation any official document (note, memo, etc.) is handed over, it should be read carefully here. During the conversation, you need to enter into a discussion, defend your position. It is unsuitable when, instead of actively protecting their interests, only one answer is given: “I will report this to my management”. Of course, there may be cases when such an answer needs to be given, but if the employee always answers that way, this will indicate his insufficient qualifications and competence.

The participants in the conversation, like all workers in the external sphere, are required to have an attentive attitude towards people, sociability and openness, restraint and unobtrusiveness, the ability to start and maintain a conversation, to be a pleasant interlocutor who has a liking for oneself in communicating with people. Such qualities help in establishing, maintaining and expanding friendly ties in the host country. And vice versa, it will be difficult for a foreign worker if he is by nature a person who is uncommunicative, gloomy and taciturn, or obtrusive, talkative and, moreover, arrogant and rude.

In accordance with the principle of "international courtesy", diplomatic conversation is conducted in a calm tone, even if the topic of the conversation is tense. There should always be a spirit of mutual interest in the conversation. Everyone seeks to receive from the interlocutor what he still does not know. Therefore, you cannot turn the conversation into an interview: one asks all the time, and the other only answers, not finding the opportunity to ask himself. You can't conduct a conversation like that. For our part, we must say everything that is profitable to say, but that does not constitute a state and commercial secret. You should never tell a lie. If a foreign worker does not know something or there is something that is not subject to disclosure, he must skillfully evade an answer or, in extreme cases, refer to his ignorance.

You have to be especially careful when talking to journalists. An unscrupulous journalist can only use the very fact of a conversation with a diplomat or an employee of the foreign economic sphere. Such journalists can publish fictitious messages referring to a specific person, to “circles close to the embassy” or to “information received during the reception” at such and such an embassy, ​​institution, etc.

In accordance with the international protocol, the official conversation is conducted according to the established scheme: a small introductory and protocol part, the main topic and the final part. In the introductory protocol part, the participants in the conversation exchange greetings, courtesies, inquire about their state of health, talk about cultural events, etc., and also specify in which language the conversation will be conducted. Then they move on to the main topic, where the subject of discussion is set out and a discussion is held on the issues under discussion. In the concluding part, protocol phrases are again pronounced, such as this: "Please accept, Your Excellency (Mr. Counselor, etc.), the assurances of my greatest respect to you." At the end, a record of the conversation is drawn up, in which it is noted with whom the conversation was held, the date and place of its holding. On the basis of the record, information is compiled for sending to the center (by telegraph or in the form of a letter) in order to take the necessary measures or for the information of the management.

Diplomatic correspondence. Diplomatic correspondence is conducted in compliance with the traditional rules of the international protocol. Developed over long-term practice, these rules are generally accepted in international activities and are considered binding. Violation of the rules for conducting diplomatic correspondence can lead to negative consequences in the relationship of the parties. The main requirement when preparing a document is a good knowledge of the issue that will be discussed in the document, the history of the issue, the state of the problem at the time the document was drawn up, the international legal aspects of the problem, etc.

The most common types of documents in diplomatic correspondence are: personal note, note verbale, memorandum, memorandum, official or private (semi-official) letter. A personal note is sent to highlight issues of bilateral relations of important and fundamental importance, international problems or official information about any significant event, as well as in accordance with the protocol for congratulations on the occasion of a public holiday, personal holiday events with the head of state, head of government, etc. ; condolences on the occasion of mourning events, etc. The following formal features are characteristic of a personal note: it is drawn up in the first person, printed on a sheet of music, the city of departure, and the date of departure of the note are printed in the upper right corner. The text of the note begins with an address, for example: Dear Mr. Ambassador; Mr. Chargé d'Affaires, etc. After conversion text goes, which, as a rule (except in cases of condolence or protest), begins with the words "I have the honor." The text ends with an expression of respect (compliment). At the same time, a very attentive attitude to the correct application of the compliment is necessary: ​​one should not overestimate or underestimate it. Compliments should end depending on the political, official position or rank of the person to whom the personal note is being sent, as follows: “I ask you, Mr. Ambassador, to accept the assurances of my highest consideration.” high respect ". In the case of corporate correspondence, instead of the above, there may be compliments: "With deep respect ...", "Sincerely ...". The compliment is followed by the legible signature of the person sending the personal note. It is permissible, but not mandatory, to indicate the name, position of the person signing the note. Personal note is not stamped. In the lower left corner of the personal note on the first page, the address of the person to whom the note is sent is written. The address consists of the title, first and last name, full official position of the person, full official (constitutional) name of the country, full name of the capital. The same address is printed on the envelope in which the personal note is sent. An example of a personal note is given below.

The note verbale is the most common document in the diplomatic correspondence of the embassy. It sets out a variety of issues that arise in the activities of a ministry or diplomatic mission. The text of the note verbales is drawn up in the third person, printed on a special sheet of music.

The note verbale is not signed; the mastic seal of the embassy is put at the end of the text. The note verbale begins with an address that should include a compliment, such as “Embassy Russian Federation shows its respect for the Belgian Ministry of Foreign Affairs and has the honor (hereinafter is the text) ... ". At the end of the text, a compliment is repeated, for example: "The Embassy renews its assurances to the Ministry of its very high respect." After this phrase, the name of the capital city and the date of the note verbales are printed. The address is printed in the lower left corner of the always first page of a note verbales (regardless of the total number of pages). The same address is printed on the envelope in which the note verbales are sent.

A memorandum is a document detailing the factual side of a particular issue, containing an analysis of certain provisions, argumentation in defense of one's position, or polemicizing with the arguments of the other side. The memorandum is delivered in person or sent with a note (personal or verbal). The memorandum, handed in person, is printed on a sheet of music, has no appeal or complement, the place and date of delivery is indicated under the text, the seal is not put.

The memorandum sent with the note is printed on music paper (not on letterhead). The place and date of departure in this case are not indicated, the seal is not put.

A formal or private (semi-official) letter is less formal and can be written for any reason, unless the protocol requires it to be a personal or verbal note.

The given types of documents of diplomatic correspondence differ from each other in their meaning, purpose and protocol (formal) features. All of them are official, although the private letter is characterized as a "semi-official" document. Since it comes from an official employee, the official quality is not removed from it.

It is necessary to choose the correct type of document for each specific case, and also take into account that it is customary to respond to a personal note with a personal note, to a note verbale - with a verbal one, etc. There is a protocol rule: "Every letter requires an answer." Therefore, if there are no special, special reasons, the answer to a note, letter or any diplomatic document must not be delayed and given, as soon as possible. Corrections and signatures are absolutely not allowed in diplomatic documents, no matter how skillfully they are; they were executed. Folding of the document is allowed only in; half a sheet, so to send the document, you should choose envelopes of the appropriate size and good quality. Diplomatic correspondence documents cannot be sent by mail, they are sent by couriers.

Diplomatic receptions. Any diplomatic reception has a representative value and is the most important means of establishing, maintaining and developing contacts with the diplomatic corps, foreign specialists, business people, journalists, official authorities, public, cultural, scientific and technical and other circles of the host country. Receptions, as a rule, are held to commemorate any event: the national holiday of your state, anniversary events and dates celebrated by the whole country. In relation to the air transport system, such events may include: Air Fleet Day, the anniversary of the establishment of air communication with a given country, etc.

Diplomatic receptions are held in the order of honoring or hospitality to individuals, for example, in honor of the head or members of the government of the host country, the minister of foreign affairs, the leader and members of the delegation arriving from their country, scientists, culture, art. Diplomatic receptions can also be carried out in the order of daily work. Such receptions, not numerous in the number of invited persons, represent a convenient opportunity for strengthening and expanding ties.

The most common types of diplomatic techniques are as follows.

1. "Glass of Champagne" - this type of reception starts at 12.00 and ends at 13.00. It can be arranged on the occasion of the final departure of the ambassador, in honor of the delegation, etc. During this reception, only champagne is served, but vodka, whiskey or wine can be served. Serving a snack is optional, but it will not be superfluous (nuts, chips, canapes and other light snacks).

2. "Breakfast" - arranged between 12.00 and 15.00. The most common time is from 12.00 to 13.00. The breakfast menu is tailored to local customs and traditions and may be limited to one appetizer, one hot dish (meat or fish) and dessert. It is not customary to serve first courses (soups) for breakfast, although this will not be a mistake. Before breakfast, an aperitif is served: vodka, whiskey, beer, dry wine. Vodka or tincture (chilled) is offered for cold snacks, dry wine (room temperature) for a fish dish, champagne (chilled) for dessert. Mineral water, juices and other soft drinks are served throughout breakfast. After everyone has eaten, the host and hostess are the first to get up from the table and invite guests to move to another room where coffee or tea is served. Cognac or liqueur is served with coffee. The duration of breakfast is 1-1.5 hours (45-60 minutes at the table and 15 minutes for coffee or tea). The dress code is an ordinary suit, but on special occasions there may be a tuxedo (usually indicated in the invitation).

3. "Tea" - arranged between 4 pm and 6 pm, as a rule, only for women. For example, the wife of an ambassador accepts the wives of other ambassadors or women from the Russian colony, etc. Cases of invitations to tea and men are also possible. For tea, confectionery and bakery products, fruits, dessert and dry wines, juices, water are served. Snacks (sandwiches with caviar, fish, cheese) are rarely served with tea and, if served, then in small quantities. Duration 1 -1.5 hours.

4. "Zhur fix" is a type of reception arranged by the wife of the Minister of Foreign Affairs or another person, or by the wife of the ambassador once a week on the same day and hour during the entire autumn-winter season (from autumn to summer). Invitations to such receptions (Wednesday, Thursday, Friday) are sent out once at the beginning of the season and are valid until the end of the season. In terms of the time, the composition of the food and the form of clothing, this technique does not differ from the “tea” type, but men are also invited. Such techniques are often in the form of musical or literary evenings. "Zhur fix" is also held by official institutions, for example, the Protocol Department of the Ministry of Foreign Affairs, as part of the reception of journal fixes, conducts film screenings for the diplomatic corps in Moscow.

5. "Cocktail" or "a la buffet" - these are receptions carried out standing, without seating at the tables, and by the nature of the organization do not differ from each other. They start from 17.00 to 18.00 and last 2 hours. Alcoholic drinks are displayed on tables, sometimes buffets are arranged, where bartenders prepare cocktails and pour drinks for those who wish. Sometimes the drinks poured into glasses are served by the waiters. Treats - various cold snacks, pastries, fruits, sometimes hot snacks are also served. Guests walk up to tables, collect snacks on their plates, and leave tables to allow other guests to approach. the dress code for this type of reception is a casual suit or a tuxedo (indicated in the invitation).

6. "Lunch" - this type of reception is the most honorable. It starts between 20.00 and 21.00 and usually lasts 2-3 hours or more, while the time at the table is about an hour, and the rest is in the living rooms. Before dinner, guests are offered an aperitif: vodka, whiskey, gin, dry wine, juices, soft drinks. Lunch menu (depending on local traditions) - one or two cold appetizers, soup, one hot fish dish, one hot meat dish, dessert. The wines are the same as for breakfast. After dinner, tea or coffee with liquor or cognac is served in the living room. Dress code - for men a black suit, a tuxedo or tailcoat (depending on the specific case) (indicated in the invitation), for women an evening dress.

On some official occasions, a cocktail reception is held immediately after lunch. The guests attending the dinner, at the end of it, go to a cocktail reception, to which guests have already gathered, invited only to this reception. This combination of receptions is usually only organized for guests of the highest rank or a foreign delegation led by the person in whose honor the dinner is being given.

7. "Lunch - buffet" - this type of reception differs from the usual lunch in that the guests themselves take food, which is on a separate table according to the principle of self-service and are seated at separate tables for 5-6 people. This kind of reception is less formal than a regular meal. Dress code - as indicated in the invitation.

8. "Dinner" - this type of reception differs from "lunch" only by the time it starts - not earlier than 21.00. The menu and wines are the same as at lunch. Dress code - black suit, tuxedo or tailcoat for men, evening dress for women.

Organization of receptions. Any diplomatic reception must be prepared with the utmost care. The preparation includes: choosing the type of reception, drawing up a list of invitees, sending out invitations in advance, drawing up a seating plan at the table, drawing up a menu, preparing rooms, setting tables, preparing toasts or speeches, determining the order of the meeting. The relevant protocol service systematically and thoroughly reviews the invitee lists and makes any necessary changes. This is done in order to avoid annoying mistakes, such as incorrectly indicating a changed official position or, even worse, sending invitations to the already deceased, or, say, a bachelor to come to a reception with his wife.

Reception invitations are to be sent on a type-printed form. The name, surname of the invitee and his position should preferably be written by hand. At the top of the form or in the text of the invitation itself, it is indicated on what occasion the reception is being held, for example: "On the occasion of the arrival of the Russian trade delegation."

For seated reception invitations, please respond (R.S.V.P.). Invitations are usually sent out no later than 2-3 weeks prior to admission. In all cases, when the letters R.S.V.P. are not crossed out in the invitation to the reception. If several people are invited from one department and they are not together at the reception with seating at the table, then it is customary for the junior to come first, and then the elders. In all cases, officials are advised not to leave the reception earlier than older guests. Staying at an appointment after the specified end time is not accepted and is a violation of protocol. The following seating rules are observed: the closest place to the owner and hostess is considered the most honorable. The place on the right hand is more honorable than the place on the left. The women are seated first on the right and on the left of the owner, men are seated from the hostess, then the seats alternate - a man is seated next to the woman and vice versa.     Explanatory note

    In pursuance of clause 18 of the Regulation on the formation of a state assignment for the provision of public services (performance of work) in relation to federal state institutions and financial support for the fulfillment of a state assignment, approved by Decree of the Government of the Russian Federation No. 640 of June 26, 2015, I order:

    1. To establish that the recipients of the public service "Organization of protocol events" (hereinafter referred to as the public service) are persons holding public office in the Russian Federation and federal public civil servants who are entitled to receive public services in accordance with the legislation of the Russian Federation.

    2. Determine that the state task for the provision of public services is established by the federal government agencies, subordinate to the Administrative Department of the President of the Russian Federation.

    3. Determine:

    As an indicator of the volume of public services - "the number of persons served";

    As a unit of measurement of the indicator of public service - "person";

    As a characteristic of the content of the public service "buffet".

    4. As part of the provision of a public service, the organization of servicing of protocol events carried out by federal government bodies and other government bodies is carried out, the maintenance of which is entrusted to the Administrative Department of the President of the Russian Federation in accordance with the Regulations on the Administrative Department of the President of the Russian Federation, approved by the Decree of the President of the Russian Federation dated September 17, 2008 N 1370 (hereinafter - the Regulation), with the participation of the persons specified in the Regulation.

    5. The provision of public services is carried out on applications for servicing protocol events submitted by authorized officials, in accordance with local regulatory legal acts (procedures, regulations, provisions, etc.) of federal state bodies that establish the procedure for servicing and / or buffet services for protocol events, as well as on the basis of acts of the President of the Russian Federation, the Government of the Russian Federation, containing provisions on the implementation and financial support of the costs of the event, or within the framework of the implementation of the established powers of the federal state body in accordance with the decision of this federal state body.

    6. The processes of preparation and maintenance of protocol events, calculation of the required and sufficient number of production, service and support personnel, material and technical support depend on the declared form and type of service of the protocol event and are carried out in accordance with the approved organization standards "Service of protocol events" and " General requirements to the staff of the institution ".

    Organization standards "Service of protocol events" and "General requirements for the staff of the institution" are developed in accordance with Article 21 and for the purposes specified in Article 3 Federal law of June 29, 2015 N 162-ФЗ "On standardization in the Russian Federation" and establish the requirements, characteristics and norms necessary and sufficient for the high-quality provision of public services at a high professional level, in compliance with the rules and regulations for food safety and service organization.

    7. The methodology for determining the base rate for the provision of public services is based on the calculation of rates expressed in physical terms and determined on the basis of one of the following approaches:

    Analysis of the average performance indicators of a federal state institution, which has a minimum amount of costs for the provision of a unit of public service in the field Catering subject to the requirements for the quality of the provision of public services in the field of public catering, reflected in the basic (sectoral) list (the method of the most efficient institution);

    Analysis of the median value of the averaged performance indicators for federal government agencies providing public catering services (median method);

    8. The values ​​of natural norms required to determine the base standards for the provision of public services in the field of public catering are indicated in Appendix N1.

    9. Control over the execution of this order shall be entrusted to the Secretary of State - Deputy Minister V.L. Evtukhova.
