The Government of the Russian Federation decides:

1. Approve the attached:

Rules for the formation, maintenance and approval of all-Russian basic (sectoral) lists (classifiers) of state and municipal services provided to individuals (hereinafter - the Rules for the formation, maintenance and approval of all-Russian basic lists);

Rules for the formation, maintenance and approval of federal lists (classifiers) of public services that are not included in the all-Russian basic (sectoral) lists (classifiers) of state and municipal services provided to individuals, and works, the provision and implementation of which is stipulated by the regulatory legal acts of the Russian Federation (hereinafter - Rules for the formation, maintenance and approval of federal lists).

2. To establish that before the date of formation of the state (municipal) assignment for the provision of state (municipal) services (performance of work) (hereinafter - the state assignment) for 2020 and for planning period 2021 and 2022:

a) proposals for amending the all-Russian basic (sectoral) lists (classifiers) of state and municipal services provided to individuals may be sent by federal government bodies (government bodies) exercising the functions and powers of the founder of federal budgetary or autonomous institutions, the main managers of funds federal budget, which are in charge of federal government institutions, the financial authorities of the constituent entities of the Russian Federation and the financial authorities of municipalities (hereinafter, respectively, the bodies that sent proposals for amendments, all-Russian base lists) using the state integrated information system for managing public finances "Electronic budget" in the manner , established by the Ministry of Finance of the Russian Federation, to the federal executive bodies performing the functions of developing public policy and normative legal regulation in the relevant area, which approved the all-Russian basic lists (hereinafter referred to as the corresponding federal executive bodies);

b) the relevant federal executive bodies, within 10 working days from the date of receipt of proposals on amendments to the all-Russian basic lists, ensure their consideration and, based on the results of the consideration:

when making a decision to amend the all-Russian base lists - make changes to the all-Russian base lists in accordance with clauses 12-15 in the manner established by the Ministry of Finance of the Russian Federation, forward the said decision to the bodies that have sent proposals on amendments;

when deciding to refuse to amend the all-Russian base lists in the absence in the regulatory legal acts specified in paragraph 2 of the Rules for the formation, maintenance and approval of all-Russian base lists, provisions that are the basis for the provision of public services and municipal services to individuals, or If the information specified in clause 4 of the Rules for the formation, maintenance and approval of all-Russian base lists is not completed (incomplete), in the manner prescribed by the Ministry of Finance of the Russian Federation, the said decision is sent to the bodies that sent proposals for amendments, indicating the reasons for the refusal.

3. Establish that:

the rules approved by this resolution apply starting from the formation of the state assignment for 2018 and for the planning period of 2019 and 2020;

the provisions established by clause 17 of the Rules for the formation, maintenance and approval of all-Russian base lists and clause 17 of the Rules for the formation, maintenance and approval of federal lists are applied from January 1, 2018;

the provisions established by paragraphs two and three of clause 18 of the Rules for the formation, maintenance and approval of all-Russian basic lists and paragraphs two and three of clause 18 of the Rules for the formation, maintenance and approval of federal lists are applied from January 1, 2019;

before the deadline specified in the third paragraph of this clause, the registry entries changed in order to eliminate technical errors are subject to agreement with the Ministry of Finance of the Russian Federation in accordance with the procedure

4. To declare invalid:

With changes and additions from:

1. These Rules establish the procedure for the formation, maintenance and approval of all-Russian basic (sectoral) lists (classifiers) of state and municipal services provided to individuals (hereinafter - all-Russian basic lists).

2. All-Russian base lists are formed and maintained by the federal executive bodies performing the functions of developing state policy and legal regulation in established areas of activity (hereinafter referred to as the corresponding federal executive bodies), the State Corporation for Space Activities "Roscosmos" (hereinafter referred to as the State Corporation "Roskosmos") in electronic form in the state integrated information system public finance management "Electronic budget" (hereinafter referred to as the information system) based on the provisions of federal laws, regulatory legal acts of the President of the Russian Federation, the Government of the Russian Federation and the relevant federal executive authorities regulating the provision of state and municipal services to individuals (hereinafter referred to as state (municipal ) services), which are the basis for the inclusion of state (municipal) services in the all-Russian base list and (or) amendments to the all-Russian base list (hereinafter - acts that are the basis for the formation of the all-Russian base list and (or) amendments to it).

3. The relevant federal executive authorities and the Roscosmos State Corporation form all-Russian base lists in accordance with the list

4. The all-Russian basic list for each state (municipal) service includes the following information:

a) the name of the state (municipal) service;

b) an indication of product codes by type economic activity corresponding to the state (municipal) service;

c) an indication of a public law entity, the expenditure obligations of which, in accordance with the regulatory legal acts specified in paragraph 2 of these Rules, include the provision of state (municipal) services;

d) an indication of the free or paid state (municipal) service;

e) the name of the indicators characterizing the content of the state (municipal) service (if such indicators are established by the relevant federal executive bodies);

f) the name of the indicators characterizing the conditions (forms) for the provision of state (municipal) services (when such indicators are established by the relevant federal executive bodies);

g) type (types) of state (municipal) institution (budgetary, autonomous, state-owned), which is entitled to provide state (municipal) services;

i) the names of indicators characterizing the quality (when establishing indicators characterizing the quality by the relevant federal executive bodies) and the volume of state (municipal) services, as well as their units of measurement;

j) details (indicating articles, parts, clauses, subclauses, paragraphs) of acts that are the basis for the formation of an all-Russian basic list and (or) amendments to it.

5. The information specified in paragraph 4 of these Rules, formed by the relevant federal executive authorities, the State Corporation Roscosmos for each state (municipal) service, forms a register entry.

8. Register entries are sent in electronic form for approval to the Ministry of Finance of the Russian Federation in the manner established by the Ministry of Finance of the Russian Federation.

9. The totality of those signed by a person authorized in established order to act on behalf of the relevant federal executive body, Roscosmos State Corporation, and the registry entries approved by the Ministry of Finance of the Russian Federation for one type of activity, forms an all-Russian base list for this type of activity.

10. The all-Russian base list is approved by the relevant federal executive body, the State Corporation Roscosmos, by signing with an enhanced qualified electronic signature of the person authorized to act in the prescribed manner on behalf of the relevant federal executive body, the State Corporation Roscosmos.

11. Amendments to the all-Russian base list are carried out by the relevant federal executive body, the State Corporation Roscosmos in connection with the change in the information specified in paragraph 4 of these Rules, including in connection with the adoption and (or) amendments to the acts that are the basis to form an all-Russian base list and (or) amend it.

12. Maintaining the all-Russian base list is carried out by the relevant federal executive body, the State Corporation Roscosmos, by generating the information specified in clause 4

paragraph 8 of these Rules.

13. The aggregate of newly formed registry entries, modified registry entries and invalidated registry entries (previous versions of modified registry entries) for one type of activity, signed by a person authorized to act in accordance with the established procedure on behalf of the relevant federal executive body, Roscosmos State Corporation, agreed by the Ministry of Finance of the Russian Federation and not included in the approved all-Russian base list, forms the changes that are made to the all-Russian base list for this type of activity.

14. Changes to the all-Russian base list are approved by signing with an enhanced qualified electronic signature of a person authorized to act in accordance with the established procedure on behalf of the relevant federal executive body, the State Corporation Roscosmos.

15. In the event of a significant amount of changes made to the all-Russian base list (at least half of the current registry entries), a new version of the all-Russian base list may be approved.

16. Amendments to the all-Russian base list in the event of the adoption (change) of the act, which is the basis for the formation of the all-Russian base list and (or) amendments to it, is carried out by the relevant federal executive body, the State Corporation "Roscosmos" within 30 working days from the date adoption (amendment) of such an act.

17. Changes to the all-Russian base list ( new edition of the all-Russian base list), approved in accordance with the procedure established by these Rules in the current financial year (with the exception of the changes specified in clauses 16 and these Rules) before the draft federal law on the federal budget for the next financial year and planning period is submitted to the Government of the Russian Federation for consideration , are applied starting from the formation, in accordance with the budgetary legislation of the Russian Federation, of the state (municipal) assignment for the provision of state (municipal) services for the next financial year.

Changes that are made to the all-Russian base list (new edition of the all-Russian base list), approved in the manner prescribed by these Rules in the current financial year (except for the changes specified in clauses 16 and these Rules) after the submission of a federal draft to the Government of the Russian Federation of the law on the federal budget for the next financial year and the planning period are applied starting from the formation, in accordance with the budget legislation of the Russian Federation, of the state (municipal) assignment for the provision of state (municipal) services for the first year of the planning period.

Changes specified in clauses 16 clause 14 of these Rules.

18. In the event that technical errors (mistakes, misprints, grammatical errors, or other similar errors) are found in the information included in the all-Russian base list, their correction is carried out by the relevant federal executive authorities, the State Corporation Roscosmos within 5 working days from the date of detection. the specified errors by making changes to the all-Russian basic list in accordance with paragraphs 12 - 15

If the changes specified in the first paragraph of this clause lead to a change in the unique number of the register entry (unique version number), the corresponding federal executive body, Roscosmos State Corporation, shall approve, in accordance with the procedure established by clause 14 of these Rules, the changes that are made in the all-Russian base list.

If the changes specified in the first paragraph of this clause do not lead to a change in the unique number of the registry entry (unique number of the version of the registry entry), the changes that are made to the all-Russian base list are not approved.

20. All-Russian base lists (changes that are made to the all-Russian base lists, new editions of the all-Russian base lists), approved in accordance with the procedure established by these Rules, as well as the register entries that form them, are posted on the single portal of the budget system of the Russian Federation (www.budget. gov.ru) in the information and telecommunication network "Internet" in the manner prescribed by the Ministry of Finance of the Russian Federation.

1. These Rules establish the procedure for the formation, maintenance and approval of federal lists (classifiers) of public services that are not included in the all-Russian basic (sectoral) lists (classifiers) of state and municipal services provided to individuals, and works, the provision and implementation of which is stipulated by regulatory legal acts of the Russian Federation (hereinafter - federal lists).

2. Federal lists are formed by the federal executive authorities responsible for the development of state policy and legal regulation in the established areas of activity (hereinafter referred to as the corresponding federal executive authorities), the State Corporation for Space Activities "Roscosmos" (hereinafter referred to as the State Corporation "Roscosmos" ) in electronic form in the state integrated information system of public finance management "Electronic budget" (hereinafter - the information system) based on the provisions of federal laws, regulatory legal acts of the President of the Russian Federation, the Government of the Russian Federation, federal executive bodies regulating the provision of public services legal entities and the performance of work by federal state institutions, as well as the provisions of regulatory legal acts of federal executive bodies regulating the provision of state services to individuals by federal state institutions, with the exception of state services included in the all-Russian basic (sectoral) list (classifier) of state and municipal services provided individuals (hereinafter - acts that are the basis for the formation of the federal list and (or) amendments to it).

3. Relevant federal executive authorities, Roscosmos State Corporation form federal lists in accordance with the list of activities approved by the Ministry of Finance of the Russian Federation.

4. The following information shall be included in the federal list for each public service or work:

a) the name of the public service or work;

b) an indication of the codes of the All-Russian classifier of products by type of economic activity, corresponding to a state service or work;

c) an indication of the free or paid state service or work;

d) the name of the indicators characterizing the content of the public service (when such indicators are established by the relevant federal executive bodies), or indicators characterizing the content of the work;

e) the name of the indicators characterizing the conditions (forms) for the provision of public services or the performance of work (when such indicators are established by the relevant federal executive bodies);

f) the type (types) of the state institution (budgetary, autonomous, state-owned), which is entitled to provide public services (perform work);

h) names of indicators characterizing quality (when establishing indicators characterizing quality by the relevant federal executive authorities) and the volume of public services (work), as well as their units of measurement;

i) details (indicating articles, parts, clauses, subclauses, paragraphs) of acts that are the basis for the formation of the federal list and (or) amendments to it.

5. The information specified in clause 4 of these Rules, formed by the relevant federal executive bodies, the State Corporation Roscosmos for each state service or work, forms a register entry.

Each registry entry is assigned a unique number.

6. The rules for the formation of information for inclusion in the register record, the procedure for the formation (change) of the register record and the structure of the unique number of the register record are established by the Ministry of Finance of the Russian Federation.

7. Registry entries are signed with an enhanced qualified electronic signature of a person authorized to act in accordance with the established procedure on behalf of the relevant federal executive body, the State Corporation Roscosmos.

8. Register entries are sent in electronic form for approval to the Ministry of Finance of the Russian Federation in the manner established by the Ministry of Finance of the Russian Federation.

The Ministry of Finance of the Russian Federation, within 10 working days from the date of sending the registry entries, approves them or refuses to approve them (indicating the reasons for the refusal). The decision to refuse approval is made by the Ministry of Finance of the Russian Federation if it is absent in the regulatory legal acts specified in clause 2, clause 4 of these Rules.

9. The totality of register entries for one type of activity signed by a person duly authorized to act on behalf of the relevant federal executive body, the State Corporation Roscosmos, and approved by the Ministry of Finance of the Russian Federation for one type of activity, forms a federal list for this type of activity.

10. The federal list is approved by the relevant federal executive body, the State Corporation Roscosmos, by signing with an enhanced qualified electronic signature of the person authorized to act in accordance with the established procedure on behalf of the relevant federal executive body, the State Corporation Roscosmos.

11. Amendments to the federal list are carried out by the relevant federal executive body, the State Corporation Roscosmos in connection with changes in the information specified in paragraph 4 of these Rules, including in connection with the adoption and (or) amendments to acts that are the basis for formation of the federal list and (or) amendments to it.

12. Maintaining the federal list is carried out by the relevant federal executive body, the State Corporation Roscosmos, by generating the information specified in paragraph 4 of these Rules for the formation of new registry entries, amending the existing registry entries or invalidating the existing registry entries.

Each newly formed (modified) registry entry is assigned a unique number (unique version number).

The newly formed (modified) registry entries are signed with an enhanced qualified electronic signature of the person authorized to act in the prescribed manner on behalf of the relevant federal executive body, the State Corporation Roscosmos, and are subject to approval by the Ministry of Finance of the Russian Federation in accordance with paragraph 8 of these Rules.

13. A set of newly formed registry entries, modified registry entries and invalidated registry entries (previous versions of modified registry entries) for one type of activity, signed by the relevant federal executive body, Roscosmos State Corporation, agreed by the Ministry of Finance of the Russian Federation and not included in the approved federal list, forms the changes that are made to the federal list for this type of activity.

14. Changes to the federal list are approved by signing with an enhanced qualified electronic signature of a person authorized in the prescribed manner to act on behalf of the relevant federal executive body, the State Corporation Roscosmos.

15. In the event of a significant amount of changes made to the federal list (at least half of the current registry entries), the approval of a new edition of the federal list is allowed.

16. Amendments to the federal list in the event of the adoption (change) of the act, which is the basis for the formation of the federal list and (or) amendments to it, is carried out by the relevant federal executive body, the State Corporation Roscosmos, within 30 working days from the date of adoption ( changes) of such an act.

17. Changes that are made to the federal list (new edition of the federal list) approved in accordance with the procedure established by these Rules in the current financial year (with the exception of the changes specified in clauses 16 and these Rules) prior to the submission of a federal draft to the Government of the Russian Federation of the law on the federal budget for the next financial year and the planning period are applied starting from the formation, in accordance with the budgetary legislation of the Russian Federation, of the state assignment for the provision of public services (performance of work) for the next financial year.

Changes that are made to the federal list (new edition of the federal list) approved in accordance with the procedure established by these Rules in the current financial year (except for the changes specified in clauses 16 and these Rules) after submission to the Government of the Russian Federation of the draft federal law on the federal budget for the next financial year and the planning period are applied starting from the formation, in accordance with the budget legislation of the Russian Federation, of the state assignment for the provision of public services (performance of work) for the first year of the planning period.

The changes specified in clauses 16 and these Rules apply from the moment they are approved in accordance with clause 14 of these Rules.

18. In the event that technical errors (mistakes, misprints, grammatical errors, or other similar errors) are found in the information included in the federal list, their correction is carried out by the relevant federal executive authorities, the State Corporation Roscosmos within 5 working days from the date of detection of the indicated errors by amending the federal list in accordance with clauses 12-15 of these Rules, taking into account the following features:

the previously assigned unique number (unique version number) is retained for the registry entries changed in order to eliminate technical errors;

the registry entries changed in order to eliminate technical errors are not subject to agreement with the Ministry of Finance of the Russian Federation in accordance with paragraph 8 of these Rules;

the validity of the registry entries modified in order to eliminate technical errors begins from the date of commencement of the validity of the registry entries that previously contained these technical errors.

19. In the event of a change in the procedure established by the Ministry of Finance of the Russian Federation in accordance with these Rules, the structure of the unique number of the register entry or the unique number of the register entry, codes and names of positions all-Russian classifiers technical, economic and social information, structure and position codes of other reference information used in the formation of the information specified in paragraph 4 of these Rules, the register entry is changed automatically by the information system and signed with an enhanced qualified electronic signature of the information system operator.

If the changes specified in the first paragraph of this clause do not lead to a change in the information specified in subparagraphs "a", "d", "e" and "h" of clause 4 of these Rules, the previously assigned unique number (unique version number).

If the changes specified in the first paragraph of this clause lead to a change in the unique number of the register entry (unique version number), the corresponding federal executive body shall approve, in the manner prescribed by clause 14 of these Rules, the changes that are made to the federal list.

If the changes specified in the first paragraph of this clause do not lead to a change in the unique number of the registry entry (unique version number), the changes that are made to the federal list are not approved.

20. Proposals for amending the federal list may be sent by federal government bodies (government bodies) exercising the functions and powers of the founder of federal budgetary or autonomous institutions, the main administrators of federal budget funds in charge of federal government institutions (hereinafter referred to as bodies, who sent proposals on amendments), using the information system in the manner prescribed by the Ministry of Finance of the Russian Federation, the relevant federal executive authorities, the State Corporation Roscosmos.

The relevant federal executive authorities, the Roscosmos State Corporation, within 10 working days from the date of receipt of proposals on amendments to the federal lists, ensure their consideration and following the results of consideration:

when making a decision to amend the federal lists - make changes to the federal lists in accordance with clauses 12-15 of these Rules and, in accordance with the procedure established by the Ministry of Finance of the Russian Federation, send the corresponding decision to the bodies that have sent proposals on amendments;

when deciding to refuse to amend the federal lists in the absence in the regulatory legal acts specified in paragraph 2 of these Rules, provisions that are the basis for the provision of public services to individuals or legal entities, the performance of work, or in the case of non-inclusion (incomplete inclusion) information specified in paragraph 4 of these Rules - in the manner prescribed by the Ministry of Finance of the Russian Federation, send the appropriate decision to the bodies that sent proposals for amendments, indicating the reasons for the refusal.

21. Federal lists (changes that are made to federal lists, new editions of federal lists) approved in accordance with the procedure established by these Rules, as well as the register entries that form them, are posted on the single portal of the budgetary system of the Russian Federation (www.budget.gov.ru ) in the information and telecommunication network "Internet" in the manner prescribed by the Ministry of Finance of the Russian Federation.

14.	2	Evaluation of the effectiveness and efficiency of measures for the creation, development, modernization and operation of information systems and components of information and telecommunications infrastructure of public authorities

All activities of federal and municipal institutions are strictly structured. The work performed must be contained in the extensive basic (sectoral) lists of state and municipal services. In the article, we will analyze both their components and the procedure for their formation and change.

Formation of lists

Forms basic (sectoral) lists of state and municipal services specialized bodies executive power, whose function is the development of state policy and legal regulation in certain areas of activity, based on the theses of regulations: federal, regional and municipal.

Governing Legislation

Regulation of the procedure for the provision of both municipal and state works is carried out by Decree No. 151 of the Government of the Russian Federation, adopted in 2014.

Formation and maintenance of basic lists of state and municipal services is carried out in the complex information system for public finance management "Electronic budget". Lists of types of activities for which these industry lists are formed are determined by Order of the Ministry of Finance No. 49n, which was also adopted in 2014.

The order of formation of lists

Let's consider the order of formation of the basic one:

The initiative comes from the federal executive authorities.

Further approval from the Ministry of Finance is required.
A decision is made to make a new entry in the basic list of municipal services or a refusal with an explanation of its reasons.
In case of approval of the inclusion of a new entry in the list of federal executive bodies the authorities assert it, assign a unique an identification number... A new item appears in the basic list of state, municipal services and works, as well as a similar departmental list.
If a refusal is received from the Ministry of Finance, the entry will be canceled.
If the answer came about the need to make any changes to make an entry in the list, then the necessary edits are made, a new record is created - returning to step 4 of the algorithm.

Changes to the list

Changes are made to the basic list of municipal services and works according to the following algorithm:
