Building an information society in Russia is currently a priority of the state information policy.

On May 9, 2017, the President of the Russian Federation V.V. Putin signed decree No. 203 "On the Strategy for the Development of the Information Society in Russian Federation for 2017-2030 ". The purpose of the Strategy is to provide conditions for the formation of a knowledge society in the Russian Federation. The main principles of the adopted document are:
a) ensuring the rights of citizens to access information
b) ensuring the freedom to choose the means of obtaining knowledge when working with information
c) preservation of traditional and customary for citizens (other than digital) forms of receiving goods and services
d) the priority of traditional Russian spiritual and moral values ​​and the observance of the norms of behavior based on these values ​​when using information and communication technologies
e) ensuring the legality and reasonable sufficiency in the collection, accumulation and dissemination of information about citizens and organizations
f) ensuring state protection of the interests of Russian citizens in the information sphere
On June 3, 2017, the Prime Minister of the Russian Federation D.A. Medvedev approved the Concept of the Program for Supporting Children and Youth Reading in the Russian Federation, which will become the basis for the development of a corresponding subprogram of the State Program "Information Society (2011-2020)".
In order to improve public policy in the field of child protection in Russia, the Decade of Childhood has been announced (decree of the President of the Russian Federation No. 240 of May 29, 2017).
2018 marks a number of significant dates associated with names and significant events in literature, culture and history.
Next year, the whole world will celebrate the 100th anniversary of the birth of the Russian writer A.I. Solzhenitsyn. The celebration of this significant date in Russia will be held in accordance with the decree of the President of the Russian Federation No. 474 of June 27, 2014.

In order to develop volunteering (volunteering) in Russia, the President of the Russian Federation V.V. Putin signed Decree No. 583 of December 6, 2017 "On holding the Year of the Volunteer (Volunteer) in the Russian Federation."
Volunteering or volunteering(from lat. voluntarius- voluntarily) is a wide range of activities, including traditional forms of mutual assistance and self-help, formal provision of services and other forms of civic participation, which are carried out voluntarily for the benefit of the general public without counting on monetary reward. Volunteers, from the point of view of the law of the Russian Federation, are individuals who carry out charitable activities in the form of gratuitous performance of work, provision of services (volunteer activities).
On March 11, 2018, the elections of the President of the Russian Federation will take place in Russia. Therefore, the legal education of citizens will be one of the important areas of work. We remind you that the election commission of the Lipetsk region is holding the next competition "Libraries of the Lipetsk Region and Legal Education of Voters" in the period from March 1, 2017 to April 30, 2018.

Annual regional competition "Library of the Year" in 2018 will be dedicated to the theme "Reading Promotion: A New Format". The competition is held in the following nominations:

A modern public library is not only a place of free access to information resources, but also a comfortable environment for readers. The library is increasingly becoming a place of free communication, an open platform for creativity and self-realization, for holding public events. In this regard, the library space is being modified and acquires a new meaning in people's lives.

The information field of a modern person includes the entire set of circulating information. Each of us independently forms his information environment, looking through newspapers and magazines, Internet sources, TV channels, listening to radio stations, reading books.
With the development of informatization, an ever wider range of sources is included in the field of reading activity. In this regard, the information needs of users are deepening and becoming more diverse. To help find relevant literature that is not in the library, librarians turn to electronic libraries, portals and websites of other information centers.
That's why, information culture librarian, including the ability to operate with information about quality Internet sources, is an important professional tool.
During the seminar, it is recommended to consider new modern technologies for working with readers and in promoting reading, the possibility of using remote, network and corporate information resources of libraries, the electronic catalog of the Lipetsk OUNL.

Alexander Solzhenitsyn. Personality. Creation. Time

2018 will mark the 100th anniversary of the birth of one of the most talented and outstanding figures in the field of literature and journalism of the 20th - early 21st centuries. Alexander Isaevich Solzhenitsyn. The author of such works as "The Gulag Archipelago", "Cancer Ward", "In the First Circle" and many stories, short stories, "little ones", he forever entered the life of every person in our country, regardless of his will and desire, from the moment of publication his story "Shch-854", better known as "One Day in Ivan Denisovich".
Opinions about the author have always been very diverse: some spoke of his unsurpassed talent, put Solzhenitsyn's work on a par with the works of L.N. Tolstoy, others gave a very harsh criticism of his views, which he adhered to both in literature and in public life, while others, recognizing the urgency of the problems that the author touches on in his works, predicted negative consequences to which the writer's works led or could lead. Undoubtedly, one thing - his work has become a phenomenon in world literature, and a genuine interest in the personality of the writer persists to this day.
Considering the great importance of the writer's work for national and world culture, as well as in connection with the 100th anniversary of the birth of Solzhenitsyn, libraries will have to intensify their work to popularize the author's legacy. An ambiguous assessment of his work can cause difficulties for librarians when preparing events. Therefore, we recommend holding a seminar dedicated to the personality and work of the writer. The seminar can take the form of a conference.

Library accounting and reporting. Library statistics

Accounting is one of the management functions, which is a regular and systematic collection of information and data on the state and development of the library by registering specific data characterizing the quantitative and qualitative aspects of library processes.
Accounting is the observation, measurement and recording in established forms of all processes of the library's activities, carried out for management and control purposes.
The main requirements for accounting are completeness, reliability, uniformity, and timeliness. Correctly organized accounting allows you to track the level and dynamics of the processes of the library, the progress of plans, the implementation of various management decisions etc.
Libraries use the following types accounting: operational, statistical and accounting. Operational and statistical accounting are interconnected. Library statistics can be effective only if uniform approaches to collecting and grouping information are applied.
The purpose of library statistics is to provide complete and reliable statistical information on the state of library work. After all, the assessment of library activities on the scale of the institution, as well as the region, depends on how the statistical observation is made - the collection of primary data in each individual library and the industry as a whole. In connection with the introduction of ICT and the expansion of the range of library services, a number of new indicators were introduced into the statistical report form. During the seminar, librarians should get acquainted with the peculiarities of accounting for library activities in their area, as well as innovations in the annual statistical report.

The November seminar for the employees of the branch libraries of the Kashinskaya MCL RMUK, which took place in the Central Library, was called “Planning: Theory and Practice. The main directions of activities of libraries in 2018 ".

The topic is relevant, since now is the time to take stock of the work over the past year, analyze how successful these or those forms of work with readers and users were, and determine in what areas the libraries will work next year.
The seminar was opened by Yu.A. Malysheva. She stressed that the work of libraries next year will be built in accordance with the Decree of the President of the Russian Federation V.V. work of libraries in 2018. The methodologist also conveyed to her colleagues the information that 2018 - 2027 has been declared the decade of childhood in Russia. This is stated in the Decree of the President of Russia V.V. Librarian of the Zelentsovsky branch T.P. Ivanova shared her experience in organizing mass events for adult readers. She told colleagues about the “green” gatherings in her library. The idea was suggested to her by the "green" seminar, which took place in March within the framework of the Year of Ecology. Everything corresponded to the "green" gatherings: the design of the library and the book exhibition, the color of the clothes of the participants in the gatherings, the decoration of the tea table.
The participants of the event prepared a photo exhibition "Flowers of Summer", took part in the competition of bouquets, and since the event took place in the Year of Ecology, they took part in environmental competitions with great pleasure and even dedicated their poem to the library and librarian.

Of course, at the seminar editions of rural libraries were presented within the framework of the Program “Rural library - the center of local history and tourist information”. Also, a survey of librarians was conducted on the topic “Methodological tips - real and virtual”. The purpose of the survey is to determine what kind of assistance librarians need to prepare for the 2018 work planning and activities. According to the results of the survey, it became clear that materials are needed for virtual travel to Japan (2018 is the Year of Russia in Japan and the Year of Japan in Russia) and India (2018 will be devoted to tourism between Russia and India); materials for holding events within the framework of the Year of Unity of Russia, assistance in the grouping of significant and memorable local history dates of the Kashin region and the search for materials for conducting high-quality local history events.
Thus, the seminar “Planning: theory and practice. The main directions of activities of libraries in 2018 ”became the starting point for planning the work of both librarians and the methodologist.

The professional meeting of MBUK specialists was opened by the Sharkan regional library, the head of the department of methodological and information-bibliographic activity E.N. Kozhevnikov. She spoke about the main events of the library life of the region, about the most significant events in the past year. Libraries actively participated in republican, regional events and actions. Particular attention was paid to such important qualitative and quantitative indicators for assessing the work of libraries as attendance, lending and the level of satisfaction of residents. settlements... She reminded about the maintenance of intra-library documentation, handed over reminders about the correct and timely filling of accounting documents.

Director of MBUK Sharkan regional library N.P. Vyaltseva conducted a debriefing of the work of libraries on a municipal assignment. Deputy Minister of Culture of the Republic of Tatarstan Maryatta Maadyr-oolovich Badyrgy highlighted the priority areas of the Ministry of Culture for 2018. The workshop participants were divided into three groups and each group prepared and presented a project. The meeting took place in a warm and friendly atmosphere. Librarians, having received necessary knowledge, decided to finalize the projects and start implementing projects at the municipal level.
